Your Opportunity
Stantec Consulting Services Inc., seeks a Senior Coastal Engineering Leader in the rapidly growing Coastal and Flood Protection Engineering Practice. Our Texas team leads and supports a wide variety of large civil works and water resource projects in the Gulf Region and across the US. Team members are expected to be able to lead and build a growing team, develop clients, mange large civil works projects and contribute technically in several areas of engineering. Your experience and expertise should be in at least one of the following areas.

Your Key Responsibilities
- Manage key client relationships and bring in new clients including large coastal programs with a focus on Texas and the Gulf States.
- Maintain and enhance our reputation with clients, approval agencies and industry professionals as an outstanding service provider.
- Lead and support the business in decision making such as overall strategic direction, goal setting, identifying clients, market challenges and opportunities
- Prepare proposals and lead technical aspects of marketing efforts.
- Conduct or oversee personnel involved in coastal investigations and planning.
- Track performance of projects, from client and Stantec perspectives. This includes cost, schedule and quality performance requirements
- Support and mentor others within the group and help build Stantec's growing coastal team.
- Enhance the reputation of Stantec through preparation and presentation of papers at professional society conferences and seminars.
- Demonstrate understanding of principles and practices for coastal engineering, coastal protection, flood mitigation, coastal hydrodynamics, wave theory, and sediment transport mechanics.
- Provide project leadership for on-going resiliency projects throughout the Gulf.
- Plan, schedule, conduct or coordinate detailed phases of the coastal engineering work in marine related projects.
- Perform coastal engineering design and modeling and/or review the design and drafting work of coastal engineers, designers or drafters.
- Remain current on regulatory policy and rule changes and may establish working relationships with regulatory officials.
- Maintain high standards of delivery, quality, flexibility, and innovation.
- Conduct peer and quality reviews on all applicable projects.
- Coordinate with Stantec leadership and client contacts routinely to explore future opportunities, budget planning, and staff resourcing needs.

Your Capabilities and Credentials
- Demonstrated project experience through professional publications and presentations.
- Demonstrated successful experience in decision making, including making sound defensible business decisions; and identifying, assessing, evaluating and solving complex problems.
- Strong project management credentials, including but not limited to scoping, establishing schedules, project plan development, and routine tracking/reporting throughout project implementation.
- Performing or leading quality assurance reviews for coastal projects.
- Demonstrated experience performing or managing a team in the preparation of design plans and specifications for bidding and construction purposes.
- Strong verbal and written communication skills with ability to conduct effective client and agency presentations, written technical report preparation, as well as effective skills working in diverse team environments with staff, clients, and stakeholders.
- Ability to complete design calculations for coastal and civil engineering practice: including marine structures, rubble mound structures, geotechnical/foundation designs, hydrodynamics/fluid mechanics, drainage and flood control infrastructure, dredge/fill, and sediment disposal site designs.
- Ability to perform coastal engineering analysis in support of coastal flood hazard studies under a predefined framework, specifically wave runup/overtopping analysis, and wave overland propagation analysis.
- Application of numerical modeling tools for simulating circulation, waves, water quality, sediment transport, or mixing (e.g. ADCIRC, Delft3D, SWAN, Mike, CORMIX).
Education and Experience
- Bachelor of Science degree in Civil, Coastal with 20+ years of experience in one of the areas of expertise listed above.
- Current registration as Licensed Professional Engineer (PE).
Typical office environment working with computers and working at a desk for long periods of time. Field work may include exposure to the elements including inclement weather.

Your Key Responsibilities
As a Coastal Engineering Specialist, you will be responsible for delivering successful coastal projects and working as part of an integrated team to develop cost effective, practical coastal engineering designs and construction solutions for our clients. Specific responsibilities include, but are not limited to, the following:
- Work in a manner to protect the health and safety of Stantec employees, clients and the public by following company health, safety and security guidelines and policies.

- Prepare project construction plans and specifications.
- Field work responsibilities may include performing project construction observation, interpret contract documents, enforce contract specifications, and review submittals for accuracy, completeness and design consistency.
- Communicate with co-workers, clients and the public in a professional manner including in a meeting or presentation.

Minimum Qualifications:

Preferred Qualifications:
- Master of Science Degree or higher in Coastal Engineering, Oceanography or related field.
- Current registration as Engineer in Training (EIT) and ability to obtain Professional Engineer (PE) License within 2 years.
- Construction oversight and administration experience including shop drawing approval, review of contractor surveys/progress reports, and execution of final certification(s) upon project completion.

Your Key Responsibilities

**Pay Transparency:** In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.

Performs administrative and supervisory work, overseeing water infrastructure and hydraulic modeling projects for the Public Works Department. An incumbent assigned to this classification manages technical professional staff while driving the design, analysis, and implementation of complex water and wastewater systems. Work is performed under the general direction of the Wastewater Division Manager, and performance is reviewed through conferences and results obtained.
Minimum Qualification: Bachelor's Degree in Civil Engineering, Environmental Engineering, or a related field; three (3) years of project management experience in wastewater hydraulic modeling, computer hydraulic modeling of utility networks, civil engineering, land development, linear utility design, municipal lift station design, or utility construction experience, including one (1) year of responsible supervisor experience required; or an equivalent combination of education, training and experience. Two (2) years of experience with hydraulic modeling software such as Info Sewer and Info SWMM is required. Hydraulic Model Training and Certification is required. Valid Florida Driver's License is required.

Serco is hiring Hydraulic Engineering Site Inspectors to support the Federal Emergency Management Agency Public Assistance recovery initiatives in Zone 2 across the Midwest. The Hydraulic Engineering Site Inspectors will consist of professional and non-professional personnel to provide support to state, tribal, territorial local governments, and some private non-profits. Serco strives to provide support quickly and efficiently to FEMA's mission by helping those effected by man-made and natural disasters. These positions are deployment based, and you must be willing and able to deploy anywhere in Zone 2.
**This position is contingent upon your ability to obtain/maintain/transfer a FEMA EOD Badge/Public Trust Clearance.**
**This position is contingent upon customer requirements and/or their approval.**
In this role, you will:
+ Review and analyze professional architectural/engineering reports and designs or as-built plans
+ Thoroughly document analysis in writing
+ Develop scopes of work, to included related code and standard requirements
+ Validate applicant-provided scopes of work to include related code and standard requirements
+ Develop and review cost estimates
+ Advise FEMA staff on the technical validity of claims presented under FEMA's arbitration process
+ Should arbitration hearings occur, testify as an expert witness on FEMA's behalf
**Qualifications**
**To be successful in this role, you will have:**
+ A bachelor's degree with 10 years of experience in a related field and professional registration (Professional Engineer - PE); OR a bachelor's degree with 15 years of experience in a related field
+ 1-2 years of experience in site inspections of large commercial construction infrastructures
+ 1-2 years of experience in site inspections in any of the following eligible types of work:
+ Restoration of roads, bridges, water control facilities, buildings, equipment, utilities, debris removal, schools, churches, parks, and recreation centers
+ The ability to obtain and maintain a FEMA Public Trust
+ A United States citizenship
+ The ability to maintain FEMA specific trainings
+ Microsoft Office skills
+ The ability to deploy to any location in zone 2 with a 24-48-hour notice after task order award
+ _Zone 2 includes Arkansas, Colorado, Illinois, Indiana, Louisiana, Michigan, Minnesota, Montana, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Texas, Utah, Wisconsin, and Wyoming_
+ The ability to go on 6-12-month deployments at a minimum
+ Comfortability and experience using a smart phone
+ The ability to work independently, in a team environment and under stressful conditions with tight deadlines
**Additional desired experience and skills:**
+ 5 years minimum of prior Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience
+ Experience managing site inspectors
+ PE - Professional Engineer
+ Knowledge of the FEMA Public Assistance program/policy
+ Trained in the new Public Assistance delivery model is preferred
+ Active FEMA badge
