Description

Under the direct supervision of the Development Director, the Project Manager performs day-to-day professional, technical, and administrative duties to support the functions of the Planning Department. This position coordinates internal processes, manages routine project activities, assists with site development and land use reviews, and ensures timely execution of planning initiatives and departmental objectives.
Essential Duties

ESSENTIAL DUTIES
  • Assist the Development Director with coordination and management of planning projects, including comprehensive plan updates, ordinance revisions, and community development initiatives.
  • Serve as a point of contact for the public, developers, and other agencies regarding general planning inquiries, zoning regulations, and development processes.
  • Review minor development proposals, including site plans, landscaping, signage, and minor subdivisions for compliance with applicable codes and plans.
  • Coordinate interdepartmental review of planning cases, compiling staff comments, and ensuring responses to applicant inquiries.
  • Prepare reports, maps, and presentations for the Planning Board, staff meetings, and public hearings.
  • Manage and maintain planning records, case files, address assignments, and GIS updates in coordination with department staff.
  • Monitor project timelines, deliverables, and budget compliance for assigned tasks or contracts.
  • Support grant application development and administration under the guidance of the Development Director.
  • Assist with public notices, agenda packets, and logistics for Planning Board meetings and community engagement events.
  • Perform field visits, inspections, and site verifications related to planning and zoning applications.
  • Participate in committees or task forces as assigned.
  • Performs duties of Planning Technicians and Administrative Assistant as needed or as required.
NON-ESSENTIAL DUTIES
Represent the City in planning-related committees or professional organizations. Attend trainings, workshops, and seminars; some travel may be required. Perform other duties as assigned.

Minimum Qualifications

Education and Experience:

Preferred Qualifications:
  • Experience in municipal planning processes, GIS applications, or development permitting.
  • Knowledge of zoning codes, subdivision regulations, and comprehensive plans
Skills, Knowledge and Abilities:
  • Strong understanding of municipal planning procedures, land use policies, and development review processes.
  • Proficient in Microsoft Office Suite; familiarity with GIS and planning software preferred.
  • Ability to communicate clearly and professionally in both written and verbal formats.

  • Identify change conditions and assist in developing project change order requests and estimates
  • Establish and administer project cost controls by monitoring and analyzing actual costs, accruals, and commitments
  • Evaluate project progress against schedule and budget; identify areas of concern and report to Project Managers
  • Develop customized tracking spreadsheets tailored to client contract requirements
  • Coordinate monthly project invoices with the Project Manager and lead billing updates with the Project Biller
  • Compile and submit monthly client invoices, including specialized formatting of offline templates to meet client requirements
  • Track accounts receivable payments and follow up with clients throughout the payment process
  • Lead subcontractor invoice review process and monitor the release of subconsultant payments per contract terms
  • May assume Project Manager responsibilities for smaller projects or defined tasks within larger projects
  • Perform other duties as needed to support successful project delivery

COMPENSATION

The approximate compensation range for this position $75,088.00 - $118,310.40 per year. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.

Job Purpose

The Construction Planner is responsible for efficiently planning and scheduling construction work in a cost-effective manner, ensuring alignment with the annual work plan while meeting established milestones, customer expectations, and regulatory requirements. This role involves strategically managing the Electric Distribution portfolio by optimizing workforce allocation, enhancing performance, geographic locations, and schedule availability.

Key Accountabilities
  • Develop and maintain daily and weekly schedules for the New York Overhead, Underground, and Substation field workforce.
  • Collaborate with resource planning to monitor resource levels, capacity forecasts, productivity, and project plan progress to make informed resource recommendations and analyze trends.
  • Facilitate weekly scheduling meetings with electric operations to ensure alignment among stakeholders.
  • Review and order materials to guarantee availability according to job specifications, coordinating deliveries with Inventory Management.
  • Implement best practices in resource management to ensure compliance with National Grid, union policies, and regulatory standards for all work and safety protocols.
  • Prioritize and monitor work progress through each phase of construction.
  • Foster and maintain strong working relationships with both internal and external stakeholders.
  • Exhibit a high level of personal initiative and ability to interact with stakeholders to solve problems in a positive and collaborative manner.
  • Monitor the status of required permits, licenses, and land rights.
  • Keep team members and stakeholders informed and updated on project progress and developments.
  • Promote a culture of efficiency, teamwork, collaboration, and efficient resource utilization across the department and support groups.
  • Collaborate with designers, job owners, warehouse and material management, resource planning, operation supervisors, engineering, and Right of Way teams.

We are looking for an experienced Planner to assist in the growth and expansion of our Planning + Design department.

Responsibilities

    Cooperate and work closely with all Planning Dept. staff, Design Dept. staff, Engineering Dept. staff, Project Managers, and Department Directors to ensure the client's goals are met and projects stay on schedule and within budget
  • Assign project tasks to Project Planners and Planning Interns/GIS Technicians
  • Quality control and quality assurance for all assigned projects
  • Communicate directly with clients to report project status, project schedule, and all other project-related information
  • Prepare project status reports and budget reports for review by the Director of Planning
  • Represent projects at regulatory staff meetings, public workshops, and public hearings
  • Perform planning calculations to support applications such as, but not limited to, site distances, site areas, setbacks, population projections, impact analyses, concurrency reservations, etc.
  • Ensure accurate and supportive justification reports and applications for project submittals

Qualifications
  • BA or MA/ Urban and Regional Planning, Urban Design, Geography, Geomatics, or another related field of study
  • Passing the American Institute of Certified Planners (AICP) exam is required
  • The ability to comprehend and apply Comprehensive Plan and Zoning policies, Special Area Studies, and technical reports related to environmental conditions, geotechnical conditions, site lighting, tree mitigation, etc.
  • Planning and business computer applications with working knowledge of the following software and skills: Environmental Systems Research Incorporated (ESRI) ArcGIS, Microsoft Word, Excel, PowerPoint, Outlook, Bluebeam, and Adobe software
  • Excellent organizational skills
  • Excellent communication skills: written, verbal, and graphical
  • AutoCAD experience not required but strongly preferred
