Amentum is seeking a **Mid** **Collection Manager** to support our USSPACECOM program in Colorado Springs, CO.
**Duties:**
+ Apply Collection Requirements Management (CRM) and Collection Operations Management (COM) principles to facilitate satisfaction of CDRUSSPACECOM Priority Intelligence Requirements (PIRs) as well as current intelligence needs associated with deliberate / crisis action planning and military operations.
+ Collaborates across USSPACECOM staff, components, supported/supporting CCMDs, and the Intelligence Community (IC) to optimize Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) processes in support of USSPACECOM needs.

+ Collaborate with other requirements team members to create Measures of Effectiveness (MOEs) and Measures of Performance (MOPs) to determine the effectiveness of existing collection plans/strategies. Identifies collection gaps, determines related opportunities/options, and produces recommended solutions to improve collection activities supporting USSPACECOM.
+ Assess models of future intelligence collection scenarios to optimize implementation activities that meet anticipated needs.
**Requirements:**
+ Must possess a Top Secret security clearance with SCI eligibility and the ability to obtain a polygraph.
+ Bachelors degree or equivalent work experience and at least eight (8) years of relevant experience.
+ Completion of a DoD / IC collection management course and at least four years of experience relevant to space / counterspace-related intelligence requirements/collection management.
**Compensation & Benefits:**

Responsibilities include

  • Assigning debt collectors their work schedules and ensure they are followed
  • Meeting client and firm work standards
  • Maintaining adherence to firm and client compliance policies
  • Responsible for the proper training and full knowledge of the portfolio and audit procedures for his/her unit of collectors
  • Ensure client criteria is adhered to, this includes but is not limited to litigation, settlements, programs, working accounts, account closing, client recovery goals, remittance periods, and direct payments
  • Responsible that the client recovery goal is met, this goal may be set by the client or Sr. management
  • Evaluate the collectors on a monthly basis for performance informing Vice President of Collections of any problems
  • Tracking of all payments and notifying financial operations upon identifying any posting issues, such as: funds not available, debtor requests hold, return or destroy payments, etc.
  • Tracking and activity monitoring of client portfolios for their unit
  • Continually motivate collection staff and maintain a positive work environment
  • Monitor and forward time off requests to Director for approval, review time records and schedule changes, ensuring coverage in their unit

Currently seeking an Intelligence Collection Manager to join our team of qualified, diverse individuals. This position requires TS clearance and SCI eligibility. The qualified applicant will serve as the Intelligence Collection Manager (ICM) supporting the J39 Information Operations Directorate by identifying, validating, and coordinating collection requirements that directly enable IO planning and execution. Ensure ISR and other collection platforms are optimized to support non-kinetic targeting, influence operations, and monitoring of adversary activity within the information environment. Act as a critical liaison between the intelligence and IO communities to synchronize collection priorities with campaign objectives, operational assessments, and IRC effects.
RESPONSIBILITIES:
+ Identify and validate intelligence collection requirements in support of IO planning and execution.
+ Coordinate with intelligence and operational stakeholders to ensure ISR and other collection platforms meet IO objectives.
+ Align collection activities to support non-kinetic targeting, influence operations, and monitoring of adversary activity within the information environment.
+ Bridge communication and coordination between intelligence and IO communities to integrate priorities and objectives.
+ Synchronize collection requirements with campaign goals, operational assessments, and IRC effects.
+ Provide recommendations for optimizing ISR resource allocation to support IO mission needs.
+ Support the development and refinement of Annex B (Intelligence) and Annex K (IO) inputs to operational plans.

REQUIREMENTS AND QUALIFICATIONS:
+ Degree in Intelligence Studies, International Affairs, or a related field.
+ Experience in intelligence collection management or ISR planning, including direct support to joint, interagency, or CCMD operations.
+ Strong working knowledge of intelligence disciplines, including HUMINT, SIGINT, GEOINT, and OSINT, as well as ISR platforms.
+ Experience using DoD and IC collection systems such as COLISEUM, PRISM, HOTR, or MIDB.
+ Familiarity with joint planning processes (JOPP, MDMP) and integration of Annex B (Intelligence) and Annex K (IO).
+ Experience supporting a J39 or J2 staff at a Combatant Command, Joint Task Force, or Service Component.
+ Understanding of IRCs (MISO, MILDEC, OPSEC, Cyber) and their intelligence support requirements.

**Essential Job Duties**
+ Translate received requirements into discipline-specific language IAW SOPs and Combat Support

**HOW A SENIOR-LEVEL COLLECTION MANAGER (ISR) WILL MAKE AN IMPACT**

The National Security Sector at Leidos currently has an opening for a Collection Operations Manager to work in Honolulu, HI. This is an exciting opportunity to use your experience helping the INDOPACOM J2 JIOC mission. The primary location for this effort is at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

**Collection Operations Manager Responsibilities:**
+ Manage theater exploitation activities, including DOMEX, Biometrics, Identity Operations, Sensitive Site Exploitation (SSE), Foreign Materiel Acquisition (FMA), and Collected Exploitable Material (CEM).
+ Coordinate exploitation activities among USINDOPACOM Service components, Military Services, SOF, and U.S. Intelligence Community partners in the Indo-Pacific Theater.
+ Ensure J2X and senior J2 leaders are informed of ongoing and planned exploitation operations and drafting/submitting military orders to enable these operations.
+ Participate in Joint Staff and USD (I&S) Unified Exploitation working groups and workshops and coordinating with DoD and national exploitation stakeholders.
+ Assist in the development and implementation of a Theater Exploitation Strategy, including architecture, CEM flow design, and standard operating procedures.
+ Support crisis and contingency planning for exploitation, including drafting APEX planning documents and participating in OPLAN workshops and Intelligence Planning Team sessions.
+ Provide exploitation support during USINDOPACOM command exercise planning, scripting, and execution.
**Clearance Required:**
+ Current TS/SCI Clearance.
**Required Experience, Skills, and Education:**
+ Bachelor's degree and 6+ years of relevant experience (additional experience, education and training may be considered in lieu of degree).
+ Experience in exploitation operations such as DOMEX, biometrics, identity operations, or sensitive site exploitation.
+ Familiarity with military and intelligence community coordination processes.
+ Ability to draft operational documents and communicate effectively with senior leaders and stakeholders.
+ Experience participating in working groups, workshops, or interagency coordination efforts.
+ Strong organizational and planning skills, especially in support of crisis and contingency operations.
**Preferred Experience, Skills, and Education:**
+ Advanced degree in Intelligence Studies, National Security, or a related field.
+ Prior experience supporting USINDOPACOM, Joint Staff, or other Combatant Command exploitation activities.
+ Familiarity with Adaptive Planning and Execution (APEX) processes and OPLAN development.
+ Demonstrated ability to develop and implement theater-level exploitation strategies and standard operating procedures.

Position Summary:

Oversees and coordinates the activities of a team responsible for pursuing and collecting overdue payments on automobile loan accounts. **Your Impact:** This position with Amentum supports the United States Central Command J23 Intelligence, Surveillance, and Reconnaissance (ISR) branch through the development and approval of collection requirements throughout the USCENTCOM AOR.Collection Managers (CM) support a critical function within the ISR cycle by ensuring component requirements are prioritized and actioned, reducing intelligence gaps and driving allocation decisions.We value candidates that demonstrate an ability to fuse doctrinal practices with emerging technological advancements.To be successful in this role, you'll be able to take intelligence needs and coordinate with components to create clearly articulated collection requirements.
**Responsibilities:** The employee shall engage with analysts, determine intelligence needs, identifying and developing possible collection postures and strategies, and convert these intelligence needs into collection requirements to satisfy USCENTCOM intelligence requirements. This also includes establishing priorities, tasking or coordinating with appropriate collection sources or agencies, monitoring results, and re-tasking, as required. The employee shall support solicitation, coordination, research, de-confliction, creation/ registration, prioritization, and validation of multiple intelligence (GEOINT, MASINT, SIGINT, HUMINT) discipline collection requirements management (CRM) per standing policy. This will include associated issue trackers and requirements tracker (internal), and collection requirement programs of record. The employee shall translate received requirements into discipline-specific language in accordance with SOPs and Combat Support Agency (CSA) guidance. Specifically, the contractor personnel shall monitor and routinely provide updates to requestors on the status of collection requirements (e.g., where the requirements were submitted for tasking, the expected collection schedule, etc.) and adjusts requirements to ensure optimal deployment of limited assets. Reviews existing collection requirements and contacts originator on requirements status, disposition and expiration (e.g., contacting requestors to determine continued relevance, directing resubmission or cancelation). This will include development of ISR utilization and contributions summaries and management of issue and requirements tracking databases.
**Requirements:**
- Active TS/SCI clearance with eligibility to obtain a polygraph.
- 2 or more years of experience in Intelligence Analysis.
- Knowledge of a full range of ISR and Collection Management related concepts, principles, and practices and skills in applying this knowledge to challenging, multi-agency work assignments.
- Knowledge of and skill in applying analytical and evaluative techniques for developing new or modified work methods, innovative approaches, alternatives uses of new or available data sources or procedures, and to identify, evaluate, and recommend solutions to issues and/or problems.
- Bachelors Degree or specialized training.
- Experience in ODNI.
