Scope of Services:

Our client, a large utilities provider, is seeking an experienced Project Manager with deep expertise in Labor Relations and Collective Bargaining environments to lead the coordination and execution of its Work Continuity Program. This high-visibility initiative is critical to the client’s readiness in the event of union labor disruptions and includes strategic planning, stakeholder coordination, and continuity operations planning related to both physical and clerical union labor contracts.

The PM will serve as a labor continuity subject matter expert (SME) and lead the effort to structure, track, and improve an enterprise-wide master plan involving multiple stakeholder groups. The ideal candidate will have direct experience managing projects in unionized utility environments and be confident in driving outcomes in politically and operationally sensitive contexts.


Role, Responsibilities & Deliverables:

  • Develop and manage the Work Continuity Master Plan in preparation for upcoming collective bargaining negotiations.
  • Organize and align multiple cross-functional stakeholder groups (e.g., HR, Operations, Legal, Contingent Workforce, Communications).
  • Partner with labor relations teams to understand strategic priorities and dependencies related to potential work stoppages.
  • Drive planning around alternative resourcing models, such as cross-training internal staff or onboarding temporary/contract workers.
  • Create and maintain detailed project schedules, risk logs, communication plans, and stakeholder engagement matrices.

Skills & Experience:

  • 8+ years of project management experience, including direct ownership of enterprise-wide labor continuity or collective bargaining preparation projects.
  • Strong understanding of union environments, including physical and clerical bargaining units.
  • Previous experience in a utilities or energy sector organization strongly preferred.
  • Proven ability to build project frameworks for high-risk, high-visibility initiatives with competing priorities.
  • Experience with workforce continuity/resilience planning, labor disruption response, or strike contingency planning.
  • Excellent stakeholder management and communication skills, including working with C-level audiences and legal/HR leaders.
  • Proficiency with project management tools (e.g., MS Project, Smartsheet, SharePoint, Excel).
  • Strong analytical, facilitation, and negotiation skills.

General tasks and responsibilities will include:

Responsible for one or more business units at NYC Health + Hospitals, such as a hospital, which typically have between 2,000 and 5,000 unionized employees, and may be assigned to cover any site, or different sites throughout the System. Typically, Directors of Labor Relations handle one or more business units, often with a support staff of one or more Labor Relations Specialist and administrative staff support. The Director must manage and bring to conclusion a high-volume of cases that stem from innumerable patient and employee settings across the healthcare environment.

Capable of working productively with the unionized, managerial and executive staff within the assigned business unit, as well as any internal support team that may be available. The Director must be prepared to effectively work with various other departments throughout the System, and external agencies, including the NYC Health + Hospitals Inspector General, the New York State Justice Center, and various District Attorney Offices.

Operates with latitude for independent judgement under the direction of central office leadership in the Office of Labor Relations in NYC Health + Hospitals. The Office is led by the System's Senior Vice President for Labor Relations and General Counsel.

SUMMARY OF DUTIES AND RESPONSIBILITIES:

Under general supervision of the Director of Labor Relations, participates in the administration of Labor Relations programs of the Health and Hospitals Corporation, including contract negotiations and interpretation, investigation and processing of employee grievances and hospital discipline. Conducts hearings at the Corporate level, participates in arbitration appeals and maintains liaison with employee union representatives and personnel labor relations administrators of local hospitals. Performs related work in public employee labor relations in conduct of union-management activities.

General tasks and responsibilities will include:
  • Participates in collective bargaining discussions through direct negotiations with unions on noneconomic demands and, in cooperation with New York City Office of Labor Relations, on matters of an economic nature.
  • Prepares progress reports, develops summaries and reports status of negotiations, including trends, likeliness of impasses and resolution of collective bargaining matters. Assists in preparation of
  • Corporation's position before fact-finding impasse panels.
  • Prepares analysis of impact of union demands on hospital operations and prepares rebuttals and strategies to deal with such, including recommendations for management's counter demands prior to and during negotiations
  • Interprets contracts and agreements and Labor Relations Orders dealing with wages, hours, working conditions and all other matters within the purview of the agreement affecting labor relations, employee relations and personnel management activities.
  • Investigates and processes employees' grievances to be handled at the Corporate level, prepares reports and provides recommendations for their resolution.
  • Serves as Hearing Officer for grievances handled at the Corporate level and represents the
  • Corporation when appealed to City Office of Labor Relations and at arbitration hearings.
  • Meets with Union representatives in Labor-Management meetings to discuss and seek resolution of
  • Corporation system-wide or local issues. Maintains ongoing liaison with Union and Union Representatives.
  • Discusses local hospital issues and their resolution with personnel-labor relations management staff.
  • Maintains routine contact with hospital representatives.
  • Maintains liaison with Office of Labor Relations, Office of Collective Bargaining and other City, State or
  • Federal agencies relating to various labor relations matters.
  • Performs labor relations research for development of labor-management programs, and for preparation of negotiations, and prepares studies and reports in support of programmatic recommendations and conduct of activities of the Office of Labor Relations.

Key Responsibilities:

  • Provide direct support in labor and employee relations within the central Division of Human Resources.
  • Assist in the administration and interpretation of collective bargaining agreements.
  • Support labor-management relations and build productive relationships with union leaders and university colleagues.
  • Advise on contract interpretation, staff discipline, grievance resolution, and the layoff process.
  • Provide guidance and consultation on staff discipline procedures, grievance handling, and layoffs.
  • Design, develop, and deliver training programs on topics such as new contract provisions, grievance procedures, discipline notices, and HR policy.
  • Partner with university departments to assess training needs, coordinate scheduling, and ensure follow-up.

Under the limited general direction of the Staff Services Manager II (SSM II) the Labor Relations Specialist is responsible for the development, implementation, and administration of the labor relations program and policy, for overseeing and coordinating CalEPA Headquarters (HQ) building-wide related labor relations programs, policies and resolution of issues, complaints, and grievances. Represents CalEPA management and CARB in all phases of the State's Labor Relations Program, including participation in statewide collective bargaining, meet and confer sessions, and impact bargaining with employee representatives.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

ESSENTIAL JOB FUNCTIONS Assist with execution of labor relations functions, including, but not limited to, participation in grievance responses, arbitration and collective bargaining processes and labor-management meetings, as appropriate. Communicate effectively with leadership and union representatives on a daily basis to create positive associate and union relations by addressing grievances appropriately by investigating circumstances surrounding the dispute, evaluate adherence to contract language and completion of resolution procedures and creating effective compromises. Interprets and applies applicable labor and employment laws, regulations and standards at the federal and state level, in consultation with the legal department. Identifies risk and potential company liability in case fact patterns and uses sound judgment in obtaining legal counsel when warranted. Prepares cases for legal review and pending arbitrations, assist by completing risk analysis and providing recommendations. Assist management during crisis situations such as work stoppages or labor disputes. Collaborate with multiple stakeholders with differing points of view while maintaining confidentiality of complex and highly sensitive subject matter. Make recommendations for policy changes or enhancements based on experience with prior situations; identify unproductive internal processes and recommend improvements. Assists in the timely processing of inquiries from leadership and union representatives as outlined in applicable collective bargaining agreements. ? Act as lead spokesperson, represent management in the consistent administration of CBAs, to include daily Terminal and Shipping Line Operations support, contract interpretation, conflict management, investigations, and grievance management.
? Facilitate grievance dispute resolution, process and track grievances, monitor trends, and proactively advise managers on possible resolutions to issues.
? Maintain effective Labor Relations by studying organizational requirements, constraints, plans, objectives, and accomplishments, formulating and recommending policies, procedures, and positions.
? Prepare for Labor Relation Committee Meetings (LRCs) and response to Requests for Information (RFIs) by examining issues; studying organizational requirements; setting goals, strategies, and tactics.
? Prepare and present the Company's position in labor arbitration proceedings, including investigation of facts, evaluation of the Company's case, and settlement discussions where warranted.
? Train management employees on how to effectively administer the CBAs while developing and maintaining positive labor relations with key stakeholders.
