**Key Responsibilities:**
+ Actively participate in BrandSafway's Employee Intervention System (EIS).
+ Complete a qualified Job Safety Plan (JSP) that accurately identifies each job task and the associated hazards, risks, and mitigation controls of each.
+ Determine the materials needed for basic and intermediate scaffolds
+ During scaffold dismantling, from the ground, receive materials and place into a rack for transport back to the scaffold yard
+ During scaffold erection, unload and stage materials as directed and pass material to a scaffold crew from the ground
+ Effectively communicate with crew members and supervision
+ Exercise Stop Work Authority when an unsafe conditions are witnessed.
+ Inspect scaffold components for damage and/or defects
+ Lead tool box talks with their crew
+ Maintain a clean and organized jobsite free from any unnecessary hazards associated with the work being performed by a scaffold crew
+ Mentor and develop other members of their scaffold crew
+ Organize and maintain a scaffold yard, including the unloading of racks after the dismantling of a scaffold

**Position Description**
Serco is hiring Commercial Construction Managers to support the Federal Emergency Management Agency Public Assistance recovery initiatives in Zone 2 across the Midwest. The Commercial Construction Managers will consist of professional and non-professional personnel to provide support to state, tribal, territorial local governments, and some private non-profits. Serco strives to provide support quickly and efficiently to FEMA's mission by helping those effected by man-made and natural disasters. These positions are deployment based, and you must be willing and able to deploy anywhere in Zone 2.
**This position is contingent upon your ability to obtain/maintain/transfer a FEMA EOD Badge/Public Trust Clearance.**

In this role, you will:
+ Be responsible for facilitating and coordinating the delivery of the Public Assistance grant funding while coordinating the applicant's recovery priorities
+ Facilitate and coordinate the accurate delivery of grant funding

+ Participate in site inspections
+ Provide strong customer service to the applicant through the entire delivery process, from the exploratory call to the recovery transition meeting

**Qualifications**
**To be successful in this role, you will have:**
+ 2 years minimum of prior Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience
+ A bachelor's degree with 5 years of experience in a related field, OR 10 years of experience in a related field (without a degree; must have high school diploma or GED)
+ 1-2 years of experience in large commercial construction projects
+ 1-2 years of experience in any of the following eligible types of work:
+ Restoration of roads, bridges, water control facilities, buildings, equipment, utilities, debris removal, schools, churches, parks, and recreation centers
+ The ability to obtain and maintain FEMA Public Trust
+ A United States citizenship

ADDITIONAL INFORMATION:

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.

The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.

Incumbent is entitled to 25% Post Differential pay.

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.

The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.

Incumbent is entitled to 25% Post Differential pay.

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. BASIC FUNCTION:

Manages a portfolio of projects for design and construction purposes that are receiving funding from ESD. Reviews project budgets and schedules and provides necessary feedback to ESD staff and funding recipients. Audits design and construction requisitions for payments and ensures projects are adhering to funding agreement terms. Continuously interacts with ESD staff and funding recipients to ensure relevant requirements are satisfied. Travels to project sites for meetings and walk-throughs to measure reported progress versus actual progress. Projects will be located primarily in the NYC, LI, and Mid-Hudson Regions of NYS.

WORK PERFORMED:

* Checks and monitors work in progress against ESD agreements, approved schedule, contract documents and approved project plan.
* Collects and manages project documentation in accordance with ESD procedures.
* Reviews funding requisitions for validity and recommends approval or disapproval.
* Follows up, expedites required documentation from ESD staff and funding beneficiaries to ensure efficient project funding.
* Attends pre-construction conferences to familiarize developers, architects, and contractors with Empire State Development operating procedures.
* Provides advice regarding budgets, schedules, change orders and disputes.
* Reviews and approves monthly payment requisitions to determine actual percentage of work acceptably completed.
* Reviews, inspects, contractor work to determine compliance with funding agreements, contracts, and relevant Codes/Standards.
* Possesses a general knowledge of construction industry language, standards, and practices.
* Assists ESD staff across departments on matters pertaining to Design and Construction.

Minimum Qualifications Education required: Degree in Architecture, Engineering, or Construction Technology is preferred. 10 years direct relevant experience can substitute for degree.

Experience required: Minimum 5 years' experience as Construction Site Representative, Architect's Representative, or Construction Superintendent on multi-million-dollar projects. Experience in scheduling, cost reviews, payments, coordinating. Each year of higher education leading to a degree may be substituted for one year experience, up to four years.

Knowledge required: Ability to interpret contract plans and specifications, cost estimating methods, materials and techniques, standard construction building requirements.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring and maintaining progress, and ensuring safe, high quality and timely completion of construction contracts within the approved project budget; 2) Enforcing contract compliance with all contractual requirements regarding project delivery, project schedules, and time and cost management; 3) Implementing the government Quality Assurance (QA) Program; 4) Determining the need for and propose contract modifications and substitution of materials; and 5) Preparing cost estimates for modifications and participate in negotiations as required including reasonableness of time extensions and impact of modification on project schedule. ADDITIONAL INFORMATION:

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.

The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.

Incumbent is entitled to 25% Post Differential pay.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring and maintaining progress, and ensuring safe, high quality and timely completion of construction contracts within the approved project budget; 2) Enforcing contract compliance with all contractual requirements regarding project delivery, project schedules, and time and cost management; 3) Implementing the government Quality Assurance (QA) Program; 4) Determining the need for and propose contract modifications and substitution of materials; and 5) Preparing cost estimates for modifications and participate in negotiations as required including reasonableness of time extensions and impact of modification on project schedule. ADDITIONAL INFORMATION:

Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions.

The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.

Incumbent is entitled to 25% Post Differential pay.
