**Job Description**
**AECOM** is currently seeking an Electrical Commissioning Engineer to support projects throughout the US and OCONUS regions. This role combines technical field commissioning with office-based engineering review and planning. You will be responsible for overseeing electrical commissioning efforts-leading your own work, interfacing with clients, and ensuring systems meet design intent and performance requirements. We're looking for someone who is technically strong, organized, self-directed, and comfortable owning the commissioning process from early planning through functional testing and closeout. **This person will be responsible for but not limited to the following:**
_Technical Execution:_
+ Lead and oversee the commissioning of electrical systems, including low and medium voltage power distribution, emergency power, control systems, and related equipment.
+ Provide technical peer review of engineering design drawings, specifications, shop drawings, and submittals.
+ Initiate and lead quality assurance and commissioning from design through post-occupancy phases.
+ Develop electrical commissioning specifications and electrical test procedures to validate the installation and performance of power distribution systems and controls.
+ Conduct site inspections to verify the readiness of systems and equipment for commissioning.
+ Execute onsite functional performance testing of electrical systems.
+ Plan and develop engineering tasks concerned with unique or controversial problems. This involves exploration of subject area, definition of scope and selection of problems for investigation and development of novel concepts and approaches.
+ Support project overnight travel, estimated at 30% annually.
_Project Coordination:_
+ Interpret, organize, execute, and coordinate technical assignments with minimal supervision. Supervision is generally limited to assignments given in terms of broad general objectives and limits.
+ Act independently on technical matters, requiring extensive progressive experience.
+ Interface with clients on schedules, meetings, and issues, managing client expectations.
+ Advise senior management on project status regularly.
+ Anticipate potential schedule or priority delays and initiate alternative action plans.
**Qualifications**
**Minimum Requirements:**
+ BA/BS in Electrical Engineering + 6 years of related experience or demonstrated equivalency of experience and/or education including design and commissioning experience
+ Experience with the design, installation and testing of electrical equipment and systems

# Project Overview:
The ML2 Project involves the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America's need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites' ground systems.
# Job Summary:
In this role, you will utilize your experience, knowledge, and expertise to perform required testing for facility commissioning and startup. You will participate in building test packages, assist in turnover coordination, equipment inspections, material management and quantities, quality control, and environmental safety and health. #LI-EH1
# Major Responsibilities:
**Specialization & Expertise**
+ The Electrical Startup Engineer will support plant start-up and commissioning processes. The Startup Engineer will be responsible for managing electrical commissioning for their assigned systems and drive it to completion/handover. This will require coordinating with mechanical, instrumentation and control systems disciplines within the startup organization to complete all required testing from component level through integrated operation with the rest of the facility.
+ Completes testing per Bechtel Corporate Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP), project-specific, and other procedures. Review completed test records, data sheets, procedures etc. to assure the requirements being met, including subcontractors test submittals.
# Work Planning & Packaging
+ Analyzes assigned activities to determine the scope, time, and resource requirements.
+ Plans and schedules CSU execution activities including sequence and resource requirements for assigned areas of responsibility typically including complex evolution across multiple disciplines and functions.
+ Prepare test packages, reviewing engineering design, and vendor submittals.
+ Coordinate with Construction, and other Commissioning disciplines to complete all required testing.
+ Coordinate with and provide direction to supplier Technical Advisors (TA) to complete commissioning of vendor supplied equipment. Monitor supplier TA activities to ensure proper time charging (i.e. ensure Bechtel is not charged for TA time spent addressing vendor issues). Plan work accordingly and control the expenditure of TA time to stay within the budget constraints for each PO, Report and document work activities on a daily basis, in accordance with applicable procedures.
+ Provide input to engineering on revisions required to system descriptions, vendor operating and maintenance manuals, etc. based on review of documents during development of the preoperational test procedures and executing of the commissioning to ensure all such documents are consistent; Prepare the necessary design change and non-conformance documents in accordance with Bechtel procedures as required to document as-built conditions and/or properly resolve deficiencies.
+ Perform live electrical work in accordance with corporate procedures and guidance.
+ Using well developed interpersonal skills to interact closely and frequently with client management and operations and maintenance personnel while maintaining a level of commercial awareness that does not create adverse exposure to the project's financial and schedule positions.
+ Reviews preventative maintenance procedures and schedules for maintaining equipment once it has been commissioned. Supports long term storage and maintenance requirements on equipment following turnover from construction to startup prior to when it is commissioned. Fully document these activities and submit permanent records for incorporation in the maintenance database.
+ Supervise and direct subcontract personnel as required to support commissioning activities, including Electrical subcontracts and technicians. Plan work with the subcontractors, monitor and control the work in accordance with the terms of the contract to stay within the budget and schedule constraints. Report and document subcontractor work activities on a daily basis, in accordance with applicable procedures.
+ Supervise field manual craft (including Union craft) as required to perform assigned tasks; monitor and control craft performance and be accountable for performance of the craft against the budget.
# Turnover Coordination
+ Prepare system testing and turnover documentation including scoped documents, test records, test procedures and other required documents.
+ Participates in Construction to CSU and CSU to Owner turnover walkdowns for assign areas of responsibility
+ Interfaces with the Engineering and Field Engineer as required to support component/system turnover.
+ Manage closeout of punch list items.
# Material Mgmt. & Quantities
+ Initiates requisitions for field purchases and prepares quantity takeoffs of field purchased material and equipment.
# Quality Control
+ Have a clear understanding of design information, specifications, procedures, in accordance with, codes, and regulatory requirements.
+ Performs and/or monitors testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost.
# ES&H
+ Prepares job hazard analysis (JHA), performs Field Level Hazard Assessments (FLHA), Identifies and resolves/elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices.
+ Understand and follow NFPA 70E requirements for Electrical related work.
# Education and Experience Requirements:
+ Requires bachelor's degree (or international equivalent) in engineering, a hard science or mathematics from an accredited college or university, a current or previously held industrial or military license/certification/qualification in electrical work and 2-5 years of relevant experience or a sufficient number of specialized courses in an appropriate engineering or scientific discipline to meet the job requirements, or 6-9 years of relevant experience
+ Two to five years' experience in the testing or maintenance of low to medium voltage switchgear, transformers and power distribution systems, experience with calibration of the associated protective relay is desired.
+ At least two years' experience in supervising or managing craft electrical workers to perform commissioning or maintenance activities.
# Required Knowledge and Skills:
+ ML2 is a vertical build (~400-foot tower) so physically challenging with extensive walking in and around a tight construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
+ Experience with low and medium voltage electrical systems.
+ Knowledge and understanding of engineering systems, applications of startup and operations; and previous experience in industrial Electrical Commissioning roles.
+ knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
+ Experience with Instrumentation & Control System Interfacing / Testing and advantage.
+ Experience with subcontract package development and onsite day to day subcontractor management.

**Job Description**
**AECOM** is currently seeking an Electrical Commissioning Engineer to support projects throughout the US and OCONUS regions. This role combines technical field commissioning with office-based engineering review and planning. You will be responsible for overseeing electrical commissioning efforts-leading your own work, interfacing with clients, and ensuring systems meet design intent and performance requirements. We're looking for someone who is technically strong, organized, self-directed, and comfortable owning the commissioning process from early planning through functional testing and closeout. This role can be hybrid or onsite/in the office.

**This person will be responsible for but not limited to the following:**
_Technical Execution:_
+ Lead and oversee the commissioning of electrical systems, including low and medium voltage power distribution, emergency power, control systems, and related equipment.
+ Provide technical peer review of engineering design drawings, specifications, shop drawings, and submittals.
+ Initiate and lead quality assurance and commissioning from design through post-occupancy phases.
+ Develop electrical commissioning specifications and electrical test procedures to validate the installation and performance of power distribution systems and controls.
+ Conduct site inspections to verify the readiness of systems and equipment for commissioning.
+ Execute onsite functional performance testing of electrical systems.
+ Plan and develop engineering tasks concerned with unique or controversial problems. This involves exploration of subject area, definition of scope and selection of problems for investigation and development of novel concepts and approaches.
+ Support project overnight travel, estimated at 30% annually.
_Project Coordination:_
+ Interpret, organize, execute, and coordinate technical assignments with minimal supervision. Supervision is generally limited to assignments given in terms of broad general objectives and limits.
+ Act independently on technical matters, requiring extensive progressive experience.
+ Interface with clients on schedules, meetings, and issues, managing client expectations.
+ Advise senior management on project status regularly.
+ Anticipate potential schedule or priority delays and initiate alternative action plans.
**Qualifications**
**Minimum Requirements:**
+ BA/BS in Electrical Engineering + 6 years of related experience or demonstrated equivalency of experience and/or education including design and commissioning experience
+ Experience with the design, installation and testing of electrical equipment and systems
**Preferred Requirements:**
+ Commissioning experience a plus
+ Experience with review and interpretation of Short Circuit, Coordination, and Arc Flash Studies
+ Experience with industry standards and regulations, such as IEEE, NEC, and IEC
+ Proficiency in reading and interpreting electrical schematics, drawings, and technical documents
+ Proficiency with standard software such as Microsoft Office (Word, Excel, Outlook)
+ Excellent problem-solving and analytical skills
+ Strong communication skills
+ Ability to obtain National Security Clearance
+ Licensed Professional Engineer
+ Ability to develop key client relationships
+ Excellent presentation skills necessary for running project meetings
+ Effective negotiation and dispute resolution skills, analytical and decision-making abilities
+ Demonstrated collaborative skills, both internally and externally
+ Experience briefing senior management and non-specialists on complex technical matters

Offered compensation will be based on location and individual qualifications. The expected range is $83,179.00 - $53,881.00.
