This position will provide assignments, supervision, guidance and quality control for the staff of the State Assessed Properties Bureau of the Property Tax Division (PTD) meeting the Department's assessment duties delineated in 7-36-3 NMSA 1978, which allocates assessment responsibilities.

How does it get done?

Key responsibilities for this position include:

- Administer the special methods of valuation in statutes 7-36-23 NMSA 1978 through 7-36-33 NMSA 1978 for state assessed taxpayers and the protests on conventional and unitary appraisals that result from those valuations. This includes, but is not limited to, preparing appraisals and reviewing the appraisals prepared by staff, testifying at hearings, and making presentations.
- Process property tax renditions ensuring that SAPB staff meet the annual statutory deadlines for mailing notices of value for the SAPB's 20 billion assessment portfolio as well as performing and reviewing certifications (7-38-30 NMSA) and abstracts (3.6.7.44 NMSA) (7-38-36 NMSA) with our counter parties at the county level.
- Perform and supervise compliance work, particularly for omitted assessments pursuant to 7-38-76 NMSA.
- Provide technical assistance and training to internal staff and New Mexico's Counties including, but not limited to, certification, abstracts, valuations and changes to taxation district boundaries.
- Conduct trainings and lead valuation protest hearings.
- Help maintain PTD's automated computer system - Catalis.
- Help develop and grow an audit program for the SAPB that promotes compliance of the property tax code.

Ideal Candidate

The ideal candidate will have:

- High familiarity of statutory requirements.

Department Overview
Reporting into the Cyber Business Office, we are seeking a dynamic and experienced Director of Program Management (PPM) to lead our Cybersecurity PMO at McDonald's. This leader will lead the end-to-end management of the cybersecurity project portfolio, ensure alignment with strategic priorities, and drive delivery excellence across complex, fast-paced, and high-impact initiatives.
This is not just a project manager role - we're looking for a strategic operator and relationship builder who knows how to lead through influence, build order from ambiguity, and scale program operations across a global, matrixed organization.
Duties
What You'll Do:
+ Lead and evolve the Cybersecurity PMO (Project Portfolio Management) function, overseeing delivery of all security-related programs and projects across global markets.
+ Build and maintain strong multi-functional relationships with stakeholders in Cybersecurity, Technology, Legal, Finance, Risk, and Business teams to drive alignment, prioritization, and execution.
+ Manage the cybersecurity project portfolio, ensuring initiatives are properly scoped, staffed, budgeted, and tracked against critical metrics and risk reduction objectives.
+ Provide executive-level reporting on portfolio performance, including progress toward strategic goals, resource allocation, and risk mitigation.
+ Define and continuously improve PMO processes, tools, governance models, and reporting frameworks.
+ Mentor and lead a team of project and program managers, creating a high-performance culture that values execution, transparency, and collaboration.
Who You Are:
+ A well-rounded PMO leader with experience standing up or running a program/project management office in a complex environment.
+ Adept at working across highly matrixed organizations and navigating stakeholder dynamics with confidence and tact.
+ Preferred background in cybersecurity or technology - comprehending the urgency, complexity, and nuances of security initiatives is essential.
+ Skilled at driving projects forward and influencing decision-making at the leadership level.
Qualifications
+ 10+ years of experience in project/program/portfolio management, including 3+ years leading a PMO or similar function.
+ Experience leading large, multi-functional projects in a technology or cybersecurity organization.
+ Documented ability to build positive relationships and influence and align diverse collaborators.
+ Experience with portfolio governance, resource planning, and executive-level reporting.
+ PMP certification preferred; other relevant certifications (PgMP, SAFe, ITIL, CISSP) a plus.
+ Experience in multinational or highly regulated environments is a bonus.

This individual will support and implement the programs and initiatives of the C&W Global Occupier Services (GOS) commercial function. S/he will work closely with Commercial Management leadership, GOS Client Delivery and cross-functional teams to manage the lifecycle of each account from pursuit through renewal **.** This professional will also be responsible for maintaining digital dashboards and facilitating the tracking and reporting of various programs. S/he must be extremely organized, comfortable with sourcing and managing information through established processes and communicating with leadership.
**Principal Responsibilities**
+ Actively manage and support the implementation and execution of commercial programs, including the analysis and review of operational and financial materials.
+ Collect, organize, and follow up on data and input from account teams and commercial management leadership to ensure timely and accurate reporting.
+ Maintain and update templates for various commercial programs and initiatives and continually improve established processes and workstreams.
+ Manage dashboards to track program data, outcomes, and performance metrics.
+ Develop reports measuring commercial program impact for the GOS leadership team.
+ Collaborate with global teams to ensure consistent adoption and execution of all commercial programs across regions.
+ Oversee and enhance the functionality of the Commercial Programs SharePoint site.
+ Ensure adherence to established processes, systems, and procedures so that work standards and requirements are met, while identifying opportunities for improvement.
+ Provide support for the broader GOS Commercial projects, as needed.
**Qualifications and Required Skills**
+ Bachelor's degree
+ 5 to 7 years of experience working in Commercial Real Estate and/or experience in program or project management, preferably in a commercial or client-facing function.
+ Excellent oral and written communication skills, with the ability to engage with senior leadership.
+ Strong analytical skills
+ Proactive, detail-oriented problem-solver with strong organizational abilities.
+ Demonstrated ability to work independently as well as collaboratively within a team.
