Your Opportunity
Stantec is currently seeking Mid and Senior Level Regulatory Compliance Inspectors to provide technical support on Transportation projects. This position will be part of Stantec's Environmental Services team that provides the full range of expertise needed to address a variety of permitting, approval and compliance requirements for land disturbing associated with Virginia Department of Transportation projects, and other Virginia transportation authorities and locality project needs. Our staff members have established excellent working relationships with regulatory, advisory and Transportation agencies throughout the mid-Atlantic, and our regulatory knowledge and scientific expertise allow us to help our clients develop the most effective approach to securing regulatory approvals, permit compliance and project delivery.
Your Key Responsibilities
- Perform ESC, SWPPP and VWP inspections for sensitive transportation projects and high-profile clients.
- Provides technical expertise on environmental compliance for construction activities operations.
- Documents prescribed work is in compliance with permit conditions, plans, contract documents, and environmental laws and regulations.
- Manage VPDES/VWP projects and support staff to maintain transportation project compliance.
- Communicate and collaborate with the client representatives, contractors, agency personnel, and other Environmental/Regulatory Specialists to help ensure project compliance.
- Interpreting and applying state and federal environmental laws, regulations, policies, and best management practices.
- Carry out project work within agreed time-frames and on budget.
- Assist in the creation of technical documents in support of regulatory submissions, including permit applications, SWPPP and compliance reporting and summaries.
- Support and ensure implementation of Health, Safety and Environment (HSE) policies, procedures, standards and guidelines in the execution of all work and coordinate with HSE professionals during the execution of all phases of project planning and implementation.
- Participate in team and independent based work.
Your Capabilities and Credentials
- Experience in agency permit compliance, enforcement procedures, violations, and their resolution.
- Strong technical writing skills, effective communication, attention to detail and organizational skills.
- Familiarity with federal and state regulations and permitting requirements as they pertain to wetlands, natural resources, and cultural resources.
- Excellent computer skills including MS Word and Excel.
- Ability to independently create and work within budgets, manage time, and schedule work.
- Demonstrated team player with the ability to work independently and take initiative.
Education and Experience
- Bachelor's degree in Environmental Science or related field preferred.
- 5+ years of experience with VPDES/SWPPP, permitting, SWPPP, pollution prevention, technical reporting, land disturbing activities, wetland and streams issues, and environmental permit compliance with an emphasis on Transportation work.
- VDOT's VSMP, ESCCC, Environmental, and MS4 Programs including C-107 process.
- Certification as a VA DEQ ESC/SWM Inspector.
Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather. Ability to lift and move items and equipment up to 50 lbs.

  • Obtain daily work assignments from dispatcher, using computerized maintenance management software (CMMS) such as MobileTech or ServiceMax.
  • Drive company service vehicles to customer locations, frequently on a prescribed route.
  • Prepare the workspace at the customer's location to ensure safe performance of inspection activities.
  • Perform visual inspections of UST and/or AST system as prompted by PASS, Titan or equivalent survey software.
  • Take photographs using equipment/components being inspected using CompanyCam
  • Accurately capture and report inspection results in survey applications such as PASS or Titan or using customer-specific form.
  • Satisfactorily maintain company vehicle, parts inventory and testing equipment.
  • Support compliance testing personnel as helper and apprentice.

Requirements
  • Possess high school diploma or GED equivalent.
  • Possess valid driver's license.
  • Pass a pre-employment drug screen, background screening, and motor vehicle record check.
  • Appreciate the importance of safety and following strict safety and technical protocols.
  • Demonstrate proficiency with basic computer skills including Microsoft Office products (Word, Excel, Outlook, Teams, etc.), and ability to learn industry-specific software applications.

The Compliance Inspector is responsible for executing the general enforcement and community compliance with the Heritage Ranch Owners Association (HROA) Governing Documents, rules, regulations, and restrictions. The Compliance Inspector will serve as back-up for, and assist with, the architectural modification process and member services. The Compliance Inspector provides staff support to the Compliance Supervisor, Assistant General Manager, HROA members, tenants, staff, management, Board of Directors (BOD), and various committees as needed.

Essential Functions and Responsibilities
• Execute general compliance inspection process, review requests and recommendations for enforcement action, execute monthly physical and visual inspections of all homes within the community, collect and compile evidence and reports for all violations, prepare and issue non-compliance notices, and ensure reinspection is performed timely. This will require a minimum of one night inspection for lighting compliance.
• Read, understand, and effectively communicate HROA rules and regulations, policies, procedures, and amenity lease terms to members and guests. Respond to member inquiries regarding HROA's Governing Documents.
• Effectively communicate rules in the HROA Governing Documents to educate owners, residents, tenants, and guests, and provide verbal guidance on voluntary compliance utilizing respect-based methodology.
• Take proactive steps to provide a safe and secure working environment for staff and visitors.
• Coordinate with other departments to respond to reports of non-compliance.
• Review camera footage, incident reports, and security reports to identify violations of HROA Governing Documents, and other unusual incidents. Download applicable camera footage, issue citations when necessary, and communicate all unusual activity and potential liability/claims to supervisor and Executive Team.
• Monitor, investigate and report any defacing of the common areas, damage to HROA roads and amenities, potential hazards and safety concerns, illegal dumping, illegal parking, unapproved signage, and all other violations noted in the HROA Governing Documents.
• Identify and recognize property markers to determine legal and illegal use of the greenbelts including storage of materials and encroachments.
• Process and distribute all citations, hearing notices, decision notes, and assist with coordinating hearing times for violation hearings.
• Assist with compiling and preparing hearing evidence packets and recommendations for Board consideration. Be prepared to testify on all elements of a violation at any hearing before the Board if required or requested.
• Ensure all Association records are updated and promptly transmitted to appropriate HROA departments.
• Maintain confidential information regarding HROA business, violations, reporting parties, and any other information deemed confidential to ensure privacy of the membership.
• Review and make recommendations for adjustments to rules, operations, policies and procedures as needed for the compliance process, AEC process, Architectural & Design guidelines, member service operations, and other areas of expertise and responsibility.
• Develop alternative strategies for programs based on analysis and research in an assigned specialty area.
• Address and resolve concerns and grievances from members, tenants, and guests.
• Assist with preparation of regular data analysis and reports on departmental operations and efforts for Executive Team and Board of Directors.
• Provide excellent customer service to members and visitors, handling in a polite and professional manner.
• Assist with development, evaluation and implementation of department activities, daily work goals, and monthly/annual team goals.
• Review and implement rules, procedures and policies for the efficient execution of the enforcement process and protection of HROA assets and personnel.

The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT’s ongoing effort to address the state’s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.

The purpose of the Pennsylvania Major Bridges Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of nine major bridges (and associated roadways) across the Commonwealth. Upon completion, it is estimated to be over $2B.

The Bridging Pennsylvania Constructors team is led jointly by S&B USA Construction and FCC. The consortium members have a 20-year-long track record of successful project delivery with PennDOT, having worked in all PennDOT districts.


POSITION SUMMARY

This position is responsible for project environmental compliance including but not limited to the supervision, installation, maintenance, and removal of all erosion. Sediment pollution control (E/S), Pollution Discharge Elimination System (NPDES) Permit requirements including Post Construction Storm Water Management Plan (PCSMP) devices or best management practices. It requires the supervision, monitoring, and compliance with all Chapter 105/Section 404 Permit special conditions including stream mitigation, and the restoration of temporary wetland and stream impacts.


The ECI is to verify and document that all provisions listed in the Environmental Project Requirements Special Provision and environmental project commitments listed in the Environmental Commitments Mitigation Tracking System (ECMTS) are successfully completed.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Direct the proper installation and maintenance of all E/S, NPDES, and PCSMP materials and items of work. Inspect materials and items of work daily and report findings to the Environmental Compliance Manager (ECM), the project Superintendent, the Project Manager, and the project Quality Control Coordinator.
  • Stop all contractor operations that are not in compliance and then develop corrective action plans for operations that are not in compliance and be responsible for required follow-up actions. The operation(s) can not resume until deficiency(s) are corrected.
  • Review the design plans, typical section views, details for erosion and sediment pollution control measures, NPDES Permit, and PCSMP Plan requirements.
  • Serve as the contractor’s main point of contact for the Susquehanna County Conservation District, United States Fish and Wildlife Service (USFWS), Pennsylvania Game Commission (PGC), Pennsylvania Fish and Boat Commission (PFBC), Pennsylvania Department of Environmental Protection (PADEP), and United States Army Corps of Engineers (USACOE) regarding environmental compliance measures for the project.
  • Ensure that the contractor is completing construction in the correct sequence with the approved Erosion and Sediment Pollution Control Plan, NPDES Permit, and Post Construction Stormwater Management Plan.
  • Conduct required NPDES Permit inspections and complete required reporting forms.
  • Conduct a visual weekly inspection of all BMPs and document on DEP’s Chapter 102 Visual Site Inspection Report (VSIR) and save to the project’s SharePoint.
  • Conduct Post-Storm Event Inspections within 24 hours after each measurable storm event (0.25 inch or greater) or the occurrence of snowmelt sufficient to cause a discharge and save to the project’s SharePoint.
  • Coordinate all changes for review and acceptance with the departments, USFW, PGC, PFBC, PADEP, USCOE, and Susquehanna County Conservation District prior to implementing construction.
  • Coordinate, direct, implement, and document the construction, maintenance, repair, and proper operation of all erosion and sediment pollution control devices and post-construction stormwater management plan control measures and facilities.
  • The ECI is responsible for supervising all contractor and sub-contractor activities and taking necessary action to obtain an approved NPDES Notice of Termination for the project.
  • Keep all Inspectors informed regarding work progress, inspection date(s), inspection results, and any/all corrective actions as required.
  • Notifying contractors and the Environmental Compliance Manager in the event of an issue that may require work to be halted and overseeing the procedures.
  • Oversee and direct the construction of the stream/wetland mitigation measures per the approved Mitigation Plans.
  • Ensure the proper installation of the in-stream structures, soil lifts, and riparian plantings.
  • Inspect materials and items of work daily and report findings to ECM, stop all contractor operations that are not in compliance, develop corrective action plans for operations that are not in compliance, be responsible for required follow-up actions, and make sure the operation(s) cannot resume until deficiency(s) are corrected.
  • Oversee and direct the restoration of temporary impacts to wetlands and streams per the approved Temporary Impact Restoration Plans and develop and implement a remedial action plan for any areas that do not meet restoration objectives.
  • Conduct Chapter 105/Section 404 compliance monitoring, prepare associated monitoring reports, and provide reports to appropriate Agencies.
  • Track the ECMTS through construction and into maintenance to ensure the commitments and mitigation activities are met, document that commitments and mitigation were met, coordinate with the contractor weekly, and assist the contractor in documenting compliance/non-compliance in the ECMTS.
  • Ensure that copies of the JPA and NPDES approvals, along with the supporting applications, are located on the job site.
  • Ensure that copies of the CEPP, WMP, CQMP, and PPC plans are available and kept on the job site.
  • Prepare a bi-weekly/monthly environmental compliance report for review by the ECM.


EDUCATION, SKILLS, & QUALIFICATIONS

  • 4 years of engineering degree or equivalent combinations of technical training and related experience and a minimum of eight years of environmental engineering experience.
  • Knowledge of abating or controlling sources of environmental pollutants is essential.
  • The ability to assume responsibility, interface, and communicate effectively with others is essential.
  • 1 year of environmental inspection experience.
  • Demonstrate a working knowledge of environmental issues, mitigation, and associated permitting requirements.
  • Knowledge of Microsoft 365 or Microsoft Office, Teams, and SharePoint.
  • Valid Driver's License
