The anticipated salary range for this role is between $163,000.00 and $250,000.00. The specific salary offered to an applicant will be based on their individual qualifications, experiences, and an analysis of the current compensation paid in their geography and the market for similar roles at the time of hire. **Role Description**
The results of the CRA are utilized to drive monitoring and testing activities and to prioritize Compliance and other resources as new emergent risks are identified.
This role will include conducting compliance risk assessments of certain U.S. legal entities in the role of subject matter expert ("SME") as well as managing other SMEs outside of the CRA team in their conduct of compliance risk assessments for the legal entities they cover (primarily non-U.S. entities). The role requires leading workshops with 1st line of defense ("1LOD") and Compliance and other 2nd line of defense ("2LOD") subject matter experts to assess relevant compliance risks and controls.
The scope of this function will encompass SMBC Group's Americas Division, inclusive of U.S. broker dealer and registered swap dealer; SMBC Group's wholesale and retail banking operations; U.S. and LATAM representative offices; Grand Cayman Branch; Canada Branch; Brazilian banking and trading subsidiary; and Mexican non-bank leasing affiliate.
The candidate should have a track record of successfully managing projects as well as a strong risk management / internal control mindset to assess compliance risks and controls. Additionally, strong knowledge of either U.S. securities/commodities laws and regulations (SEC, CFTC, FINRA) or U.S. banking regulations (e.g., Federal Reserve) and relevant products and services is essential.
**Role Objectives**
+ Manage comprehensive range of program management matters and supports prioritization, scope of work and deliverables related to the CRA program.
+ Assist Head of Risk and Control Assessment and CRA Program Lead in managing the CRA process, including ensuring required tasks are completed in a timely manner and that CRA team retains all required documentation.
+ Assist with the continuous enhancements to the design and methodology of the CRA framework for SMBC Americas Division.
+ Track status of initiative, projects, and milestones and circulate information in weekly and monthly status reports, as needed, including escalating to management and relevant stakeholders on potential issues.
+ Oversee execution of the book of work, budgets and change program with accountable stakeholders and technology partners, including handling day-to-day matters to ensure responsibilities are clear and milestones are being met according to plans.
+ Develop, document, and maintain tracking and reporting tools (through SharePoint, Excel, etc.) to facilitate effective and efficient management status reporting for development and maintenance of GRC and CRA related programs.
+ Work with CRA team to execute compliance risk assessments of various U.S. entities according to candidate's skills set (e.g., broker dealer or lending).
+ Learn how to utilize newly implemented CRA technology solution and provide training to subject matter experts outside the CRA team who are required to use the tool.
+ Assist in the presentation of CRA results to senior 1LOD and 2LOD management, including an overview of the level of compliance risk and the strength of relevant controls.
+ Help develop risk dashboards designed to identify the regulatory compliance risk profile on an ongoing basis.
+ Support the integration of the CRA results with the activities of the Compliance Department, including with respect to documenting key controls as well as driving monitoring and testing plans.
**Qualifications and Skills**
+ Bachelor's Degree required; JD or MBA is a strong plus (but not required).
+ Minimum of 15 years of prior regulatory, compliance, project management and/or risk management experience.
+ Experience managing projects, creating project plans, tracking statuses, and reporting issues to management.
+ Functional knowledge of either U.S. banking regulations (FRB, FDIC, CFPB) or securities/swap dealer regulations (SEC, CFTC, FINRA, NFA) and related products and services.
+ Experience working in a Compliance Advisory role covering either banking products/services or trading/capital markets businesses or conducting Compliance Risk Assessments is a strong plus.
+ Strong interpersonal and communications skills (written and verbal) to successfully interface with all levels of management and maintain solid working relationships in a collaborative group environment.
+ Demonstrated track record of successfully managing projects and utilizing project management documentation and reporting tools (SharePoint, PowerPoint, Excel, etc.)
+ Ability to manage multiple projects simultaneously and re-prioritize workloads as necessary.
+ Strong analytical skills to understand project goals and interpret them into meaningful action.
+ Ability to analyze results and identify trends / forecasting using resultant data and other available metrics (e.g., KPI, KRIs, etc.) while promoting measures to mitigate regulatory compliance risk.

SUMMARY POSITION STATEMENT
The Compliance and Risk Management Officer has principal authority and responsibility for the establishment, performance, and maintenance of the PCHS Management System, the internal controls necessary for the management of risk and compliance with all pertinent laws and regulations.
Regulatory and Legal Compliance – Identification of all compliance requirements and development and operation of all internal controls necessary to ensure and assure compliance with all requirements.
Risk Management – Management of the system for assessing and mitigating all safety, security, and other risks associated with PCHS health center operation.
The Compliance and Risk Management Officer is responsible for supporting the PCHS healthcare providers and team in the provision of and assurance accessible healthcare services to our community. He or she works closely with all members of the PCHS staff to accomplish intended performance, objectives, and goals of the organization. He or she provides guidance, support, and educational assistance to all staff members, as it pertains to risk management, legal and regulatory compliance, and ensuring quality healthcare for our patients.
ESSENTIAL FUNCTIONS/ROLES & RESPONSIBILITIES OF THE POSITION
Authority. The Compliance and Risk Management Officer is authorized to exercise independence and authority over a variety of activities across the operation of the health center. He or she is empowered to intervene in important areas of performance, including the organization’s ethics and practices, interaction with third parties, operational and clinical activities driven by internal controls, strategic planning and performance assessment, enforcement of personnel and company policies, staff training and competency, internal documentation and record-keeping, assessments of compliance and performance, risk assessment and mitigation, and investigation of incidents and allegations of inappropriate behavior and activities. The Compliance and Risk Management Officer is integrated into the business fabric and must enjoy the attention and support of the senior leadership of the organization.
2. Reporting. The Compliance and Risk Management Officer is a member of PCHS’ senior management and will report directly to the CEO, who will oversee the individual’s performance. The Compliance and Risk Management Officer shall be assigned goals and objectives, performance targets, and be responsible for exercising good business judgement and upholding the organization’s commitment to quality patient healthcare, minimizing risk, compliance with regulatory and legal compliance, and supporting achievement of PCHS’s strategic and performance objectives.
3. Duties. The Compliance and Risk Management Officer must be competent regarding and be able to satisfy the duties and responsibilities ordinarily assigned to Compliance Officers and Risk Managers. He or she must be and remain familiar with pertinent expectations for the role(s), industry tools and techniques, the clinical healthcare environment, and related matters and competencies.
The Compliance and Risk Management Officer shall be responsible for all of the following activities at PCHS:
Overseeing and monitoring the development, implementation, and maintenance of PCHS’ Compliance and Risk Management Programs (the PCHS Management System).
I mplementing means of assessing compliance and performance to ensure satisfaction of operational goals and objectives, organizational efficiency and effectiveness, the prevention of injuries or breaches of security, and reducing the organization’s vulnerability to breaches of compliance requirements. Assessment shall include:
- Internal Audits
- Responding to red flags or reports of concern
Identifying opportunities for, assessing potential return, and defining and facilitating continual improvement of the operational and clinical performance of the organization.
Establishing, maintaining, and routinely assessing the Risk Management Plan for the organization.
Establishing and maintaining programs for training, competency development, and competency validation of PCHS staff, including the development of content, supporting the training program(s), and providing new hire and refresher training to PCHS staff. Responding to employee concerns and questions.Receiving, investigating, and resolving complaints or other allegations of unethical or inappropriate behavior or activities. When necessary, undertaking corrective action to remedy compliance concerns, performing necessary reporting or disciplinary action, and undertaking preventive action to prevent any recurrence.
- Managing control of PCHS documentation and record-keeping, including:
- Creation of new documents and records
- Facilitation of document review and approval
- Release and control of documents and records

- Monitoring compliance with and effectiveness of existing policies and procedures and implements corrective actions as needed. Gives particular attention to implementing procedures designed to improve quality of performance, as needed.
- Reviewing legal documentation and providing advice to PCHS staff: Guardianships, Custody and Foster Care, Medical Powers of Attorney, Declarations of Incapacity, Advance Healthcare Directives, Abuse and Neglect Reporting, Authorizations for Release of Information, Subpoenas and other Court Orders, etc.
Compliance. All staff positions require compliance with PCHS established policies and procedures. The Compliance and Risk Management Officer holds ultimate responsibility for compliance program operation, performance, and effectiveness.
Failure to comply with PCHS policies and procedures, which may include the failure to report any conduct or event that potentially violates legal or compliance requirements, will result in disciplinary action, up to and including possible termination.
POSITION REQUIREMENTS
Education: Legal education / Law degree preferred. Minimally a Bachelor of Science degree in health sciences, quality assurance, and/or related field, or related experience.
License: No license required.
Experience: Minimum 4 years of experience in healthcare compliance and 4 years of experience in risk management preferred. Must be familiar with HRSA, CARF, DHSS, US HHS, HIPAA, OSHA, FTCA, FCPA, professional licensing regulations, HCP ethical codes and requirements.

The Senior Manager is an individual contributor and will conduct testing to evaluate the effectiveness and adequacy of certain internal controls, policies, procedures and systems designed to achieve and/or monitor compliance with applicable regulatory requirements. The Senior Manager is expected to make recommendations to enhance and refine the testing program and will remain current on regulatory developments, enterprise-wide policies and procedures, as well as develop and foster strong partnerships across Compliance, Legal, Corporate Risk Management, and with business partners.
**The Senior Manager will:**

The IT Compliance & Risk Senior Manager is responsible for leading the enterprise-wide IT compliance and risk management strategy. **U.S. Compliance Risk and Reporting Team is responsible for supporting change management initiatives, conducting Process Risk Control Assessment testing, Risk Appetite and Risk reporting for the Compliance Function. **Compliance Risk and Reporting Manager will provide leadership and oversight of process mapping and risk assessments under the Process Risk & Control Self-Assessment Framework.
