General Description:

The Director of Real Estate Development, Construction & Facilities will spearhead the rapid expansion of our cannabis operations, managing the identification, acquisition, and development of new retail and cultivation locations. This role involves overseeing all aspects of the real estate and construction lifecycle, including site selection, negotiation, construction management, and regulatory compliance with local and state officials. The Director also manages facilities maintenance across 8 existing locations currently in Iowa, Washington State and Oregon, ensuring all facilities meet the company's high standards of quality and operational efficiency. This role reports to the Chief Operating Officer (COO) and Chief Executive Officer (CEO).

Essential Functions:

Strategic Planning

  • Develop, collaborate with executive leadership, and execute on a comprehensive real estate strategy to support the company's expansion plans
  • Research and collaborate with executive leadership to identify key markets and stakeholders to prioritize locations for growth
  • Communicate with executive leadership on timelines, deliverables, risks, and solutions to mitigate delays in project schedule

Site Selection & Acquisition

  • Identify and evaluate potential real estate opportunities, securing favorable lease or purchase terms
  • Conduct due diligence including environmental assessments and regulatory zoning compliance
  • Work with internal and external legal counsel on zoning related matters as they arise

Zoning & Regulatory Compliance

  • Coordinate with zoning boards, planning departments and state regulators to obtain necessary permits and approvals
  • Ensure compliance with all relevant local, state and federal regulations

Project Management & Construction

  • Oversee planning, budgeting, and execution of new store construction and remodels
  • Manage external vendors, including architects, contractors and subcontractors
  • Ensure all projects are completed on time, within budget, and in compliance with building and safety regulations

Facilities Management

  • Oversee the maintenance of existing locations, ensuring all building systems are functional and compliant
  • Manage a facilities ticketing system to address repairs and maintenance promptly
  • Coordinate with contractors to address warranty issues post construction

Financial Oversight

  • Develop and manage budgets for real estate and construction projects
  • Review projects thoroughly to estimate costs and schedule deliverables
  • Communicate financial progress reports regularly to executive leadership
  • Manage invoicing process to ensure work has been completed according to expectations and is approved for timely payment

Team Leadership & Collaboration

  • Lead and mentor a team of administrative professionals
  • Work cross functionally with internal and external stakeholders to align real estate strategies with broader company goals

Vendor Management

  • Establish and maintain relationships with key vendors to ensure quality and cost effectiveness
  • Participate in the bidding process for new contractors to identify top partners
  • Manage all vendors closely to ensure the most cost effective means to complete repairs/maintenance
Working Conditions:
  • Job duties may include work indoors and outdoors during all seasons, 365 days/year.

Minimum Requirements:

Job Requirements:
  • 3 plus years of Development, Construction and Facilities Management Experience, preferably in a high-growth or fast-paced environment with multiple site responsibility.
  • Bachelor's degree strongly preferred.
  • Experience in vetting contractor proposals/scopes of work.
  • Experience leading the full project management lifecycle in construction and remodels.
  • Experience with budget responsibility supporting construction projects and facility maintenance.
  • Strong problem solving, negotiating, and critical judgment skills.
  • Strong business acumen including vendor management, attention to detail, and excellent communication and interpersonal skills.
  • A high level of integrity, personal motivation, adaptability, and sense of urgency.
  • Commitment to maintaining confidentiality and managing sensitive information.
  • Excellent organizational skills, with the ability to manage several projects at once and meet tight deadlines.
  • Proficiency in project management software and with standard business software (e.g., Google and Microsoft Office Suites).
  • Comfortable working around cannabis and in a highly controlled environment with the ability to translate technical information into engaging content.
  • Required to adhere to and uphold all regulatory mandates for employment in the cannabis industry.
  • Up to 25% annual travel expectations.
  • Successfully pass a pre-employment criminal background check.

In this role, you will work directly with land owners, data center developers, PE firms, local jurisdictions, land use attorneys and consultants to identify and successfully navigate the required real estate entitlements to acquire and develop new data centers. The ideal candidate will be a strategic thinker with a technical background that enables them to successfully guide and communicate AWSs vision for development. You will collaborate with and manage multi-disciplinary internal and external stakeholders to produce outcomes that support sustainable growth and are sensitive to the communities in which we expand.

Key job responsibilities

  • Work cross-functionally with other internal and external teams, including Design Engineering, Legal, Economic Development, Public Policy, Construction and Capacity Planning, to drive site selection and inform a regional real estate strategy
  • Lead deal engagement, negotiation and closing of real estate sites
  • Negotiate Build to Suit leases, land leases, purchase and sale agreements, easement agreements and other contracts.
  • Evaluate project feasibility
  • Work cross-functionally to develop project schedule and development budget. Track hard and soft project costs
  • Partner with the local jurisdiction and participate in any local meetings and hearings relating to these projects
  • Build and lead teams of vendors, consultants, and contractors to support acquisition, entitlements and delivery.

Basic Qualifications

  • Bachelors Degree in Urban Planning, Architecture, Civil Engineering, Real Estate or related fields.
  • 3+ years of relevant experience in real-estate development, law, engineering, master planning in a technical industry
  • 3+ years of relevant experience performing the full range of land entitlement functions leveraging a combination of internal and external resources.
  • 3+ years experience in site due diligence, site development, and negotiation of entitlement agreements for large complex projects.

Preferred Qualifications

Job Summary

The Real Estate Development Manager will oversee all aspects of the real estate development process, from initial concept through closing on all financing, construction completion, lease-up and stabilization, and permanent loan conversion. The ideal candidate will possess a thorough understanding of affordable and mixed income housing development, including overall deal structuring, project financing, land planning, design, entitlements, construction, compliance, and ongoing property operations.

Job Responsibilities are intended as being descriptive and not restrictive in nature:

  • Oversee day-to-day project management for developments including project planning, financial underwriting, managing financing due diligence processes with primary responsibility for closing on all financing sources, and coordination of design, entitlements, construction and leasing consultants.

    • Ensure on time and on budget development completion.
    • In coordination with Asset Management, ensure that leasing requirements and objectives are established, communicated, and achieved.
    • Collaborate with other members of the development, finance, construction and accounting teams as required to assist in development and implementation of project plans and budgets.
    • Work with the COO to develop new business opportunities including leading RFP/RFQ responses and participating in new business development.
    • Moderate same day or overnight travel may be required, depending on location
Requirements

Education/Experience and Ideal Candidate Qualifications:
  • Bachelor's degree required; Master's degree preferred, in an analytical or real estate development related field (e.g., engineering, architecture, urban planning, construction, finance, law).
  • 3+ years' experience in affordable/mixed income housing development.
  • Established record of success as a project leader, having worked on several affordable housing developments.
  • Demonstrated ability to lead complex public/private development partnerships. Experience with non-profit or local municipality relationships is preferred.

SUMMARY
This is a mid-senior level position that reports to the Sr. Development Director in the Real Estate Development Department. The Real Estate Development Manager will play a key role in planning, managing, and executing affordable housing and mixed-income real estate development projects for the Detroit Housing Commission (DHC). This position manages development initiatives from concept through completion, including new construction, substantial rehabilitation, and repositioning of existing public housing assets. The desired candidate is extremely organized and has a robust understanding of real estate development processes included but not limited to rehabilitation, entitlements, predevelopment, environmental mitigation, public financing, and construction management. Experience or knowledge of urban planning, community development, public-private partnerships, or related subject matter is a plus. The desired candidate is a self-starter, with experience working in fast-paced environments. Duties include but are not limited to project management, disposition strategy, budget preparation, attending community meetings, making recommendations to leadership, overseeing financial proposalsand funding applications,promoting andmonitoring program compliancewith regulations, budgets and schedules.

EDUCATIONAL REQUIREMENTS

Bachelors degree in urban planning, Public Administration, Real Estate Development, Finance, or related field required. Masters degree preferred.

EXPERIENCE REQUIREMENTS

A minimum of 5 years of progressive experience in affordable or mixed-income housing development.
A minimum of 5 years of progressively responsible experience in planning, community development, grant administration, or project management
A minimum of 5 years of managing large-scale mixed-finance and mixed-use development also may be substituted for aMasters degree.

Project Development & Execution

Manage all aspects of real estate development projects, including predevelopment, due diligence, design, entitlements, financing, construction oversight, and closeout.

Financing & Funding Strategy

Ensure compliance with HUD programs, including Rental Assistance Demonstration (RAD), Section 18, and Mixed-Finance Development requirements.
Oversee submission of documentation required by HUD, MSHDA, City of Detroit, and other regulatory agencies.
Track key development milestones, ensure reporting accuracy, and maintain audit-ready records.

Strategic Development Planning

Identify redevelopment opportunities within DHCs existing portfolio and on surplus/public land.
Assist in long-term development planning, including site disposition, portfolio repositioning, and public-private partnerships.
Monitor real estate market trends, policy shifts, and funding opportunities relevant to DHCs mission.

In this role, you will work directly with land owners, data center developers, PE firms, local jurisdictions, land use attorneys and consultants to identify and successfully navigate the required real estate entitlements to acquire and develop new data centers. The ideal candidate will be a strategic thinker with a technical background that enables them to successfully guide and communicate AWS's vision for development. You will collaborate with and manage multi-disciplinary internal and external stakeholders to produce outcomes that support sustainable growth and are sensitive to the communities in which we expand.
Key job responsibilities
- Work cross-functionally with other internal and external teams, including Design Engineering, Legal, Economic Development, Public Policy, Construction and Capacity Planning, to drive site selection and inform a regional real estate strategy
- Lead deal engagement, negotiation and closing of real estate sites
- Negotiate Build to Suit leases, land leases, purchase and sale agreements, easement agreements and other contracts.
- Evaluate project feasibility
- Work cross-functionally to develop project schedule and development budget. Track hard and soft project costs
- Partner with the local jurisdiction and participate in any local meetings and hearings relating to these projects
