ESSENTIAL JOB FUNCTIONS

LIVIC Civil is looking to fill a full-time position for a Construction Inspection Manager.

Essential job functions include:
  • Review and interpret plans, site layouts, specifications and construction methods to ensure compliance to legal requirements and safety regulations
  • Coordinate and supervise project inspection activities to ensure contractor compliance of plans, contract documents, specifications and standards
  • Oversee, schedule and maintain subordinate inspection staff throughout all project phases
  • Measure dimensions and verify level, alignment, and elevation of structures, fixtures, grades and/or pavement to ensure compliance to plans and codes
  • Makes field notes and computations
  • Work on behalf of the Client to draft project correspondence, facilitate project meetings, and resolve construction related field issues
  • Witness routine sampling and tests on concrete, soils and other materials
  • Gathers and maintains project records (using PennDOT ECMS and other systems)
  • Interact with the general public, government agencies, contractors, sub-contractors, and other internal and external parties to respond to inquiries
PRIMARY QUALIFICATIONS
  • Ability to act in an Owner's Agent/Responsible in Charge Role
  • Strong Computer proficiency
  • Candidates must have a minimum of four years of PennDOT, Pennsylvania Turnpike, or related transportation construction experience.
  • GED or high school diploma required.
  • Maintain a valid driver's license with a clean motor vehicle report (MVR) for final consideration.
  • Possess a personal vehicle for use on or around a job site.
  • Able to stand for approximately 3 hours minimum a day up to 8 hours.
  • Able to traverse a construction job site consisting of uneven ground varying in height and consistency of material, with a variation of elevation 19" or less (mud, gravel, rutted ground, etc.).
  • Availability to work various shifts, including night shift. Overtime is often required.
  • Ability to sometimes work in adverse weather conditions. Must be physically able to perform moderately strenuous tasks which includes walking along rough terrain, climbing ladders and lifting up to 50 pounds.

Position Description

Under general supervision, assists in the planning and completion of public works construction projects by drafting projects according to specifications and inspecting projects in progress to ensure project is completed according to City standards.

Scope of Responsibility:
The Engineering Technician I with a construction inspection assignment spends a proportionately high percentage of time performing field verification of performance of contractors and work crews during the construction season. During the winter months, the job is focused on assisting with design drafting and calculation of quantities and preparing bid specifications for projects that will be undertaken during the next construction season.
Primary Responsibilities

  1. Monitor construction sites for adherence and compliance with specifications.
    1. Verifies location, alignment, elevations, compaction, etc;
    2. Coordination of testing of compaction, aggregate, concrete, asphalt, water samples, etc.
    3. Prepares and recommends release of payments for work performed in a satisfactory manner.
  2. Prepare preliminary designs and specifications for public works projects such as water, sewer and storm drain systems; and street grades, curbs, gutter, sidewalk, street lights and signals according to established procedures and to comply with departmental standards.
  3. Inspects public works projects in progress and completed including observing installation and testing of certain components to ensure compliance to project specifications and City Standards; maintains records of inspections performed as required.
  4. Assists with emergency technical duties and floodplain management.
    1. During flood events inspects and/or provides technical assistance to field inspectors;
    2. Stake sandbag/flood protection dikes; verify elevations are correct;
    3. Performs some inspection of dikes for proper construction;
    4. Establish flood protection elevations prior to construction;
    5. Verify as built elevations for flood plain certification.
  5. Provides work instruction to seasonal/temporary staff persons responsible for assisting in construction projects.
    1. Provides training and work direction, ensuring the employee knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; ensures that each employee:

Minimum Qualifications

The job requires an associate's degree in civil engineering technology, survey technology or a related field and one or more years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid driver's license is also required.

Knowledge, skills and abilities include:
  • Knowledge of technical engineering methods, techniques, principles and procedures;
  • Knowledge of design and construction theory and engineering design standards;
  • Knowledge of property and engineering maps and records;
  • Knowledge of geographical information systems, computer aided drafting and design;
  • Skill in performing mathematical computations such as algebra and trigonometry in order to calculate slopes and quantities, such as cut and fill;
  • Skill in performing technical engineering procedures such as collecting and documenting surveying data, drafting and designing;
  • Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, contractors, the general public, etc. sufficient to exchange or convey information and to give and receive work direction;

Physical Demands

Most work (95%) is performed in a field environment. Outdoor work involves exposure to all weather conditions, dirt, noise, and fumes. There is frequent exposure to construction equipment and traffic at project sites. The job sometimes involves lifting manhole covers and carrying or setting up survey equipment. Work is primarily in the field during the construction season and in the office in the winter. The job may require overtime work during the construction season due to contractors having deadlines. Some weekend work is required. Other items are at a more manageable pace. There is frequent driving during the summer months.

Stooping, kneeling, reaching, standing, walking, pulling, lifting, fingering, grasping, talking, hearing/listening, seeing/observing, repetitive motions pushing, pounding, and crouching.

Colliers Engineering & Design is seeking a Department Manager and/or Senior Project Manager to join our Construction Engineering & Inspection team in Miami!


Our professional engineers and technicians successfully oversee project construction from pre-construction through finalization with an outstanding track record for cost and schedule containment. Our ACI, SAT, and NICET certified construction professionals have extensive on-the-job experience in supervision, observation, safety oversight and inspection with ongoing training that ensures required daily schedules are adhered to and all materials are procured and constructed according to plans and specifications. We work with our clients to achieve the optimum value, schedule, and project quality for heavy highway, single and multi-span bridges, intersection and traffic signal improvements, marine improvements, water/wastewater transmission, building and vertical project management, park and recreation construction, and condition assessment and asset inventory.

Responsibilities

  • Provide leadership, strategic/managerial direction, and guidance to achieve established financial and growth goals for the discipline.
  • Responsible for overall productivity, profitability, client satisfaction, and quality of work throughout the discipline.
  • Develop, execute, and lead discipline marketing and business development strategies in collaboration with the marketing and business development teams.
  • Evaluate and monitor proposal development and contract execution.
  • Evaluate and monitor budgets, billing, and collections.
  • Serve as a resource for the leadership team throughout the discipline.
  • Consistently monitors the backlog of work and the sharing of resources within the discipline, maximizing staff utilization. Reviews staff utilization regularly and promptly addresses staff not meeting utilization goals.
  • Prepares for the future state of the discipline through succession planning.
  • Responsible for fostering staff professional development, monitoring staffing/recruiting activity, and effectively managing employee relations.
  • Complies with and ensures others' compliance with all policies and procedures.
  • Collaborates with the safety coordinator on implementing and complying with the Health and Safety Program as it specifically relates to the discipline.
  • Serves as project manager while being a resource for staff on assigned projects and manage completion of projects regarding scope, schedule, quality, and budget.
  • Provide staff with technical assistance and supervision in the preparation of proposals and contracts for assigned projects.
  • Responsible in preparing pertinent information for client/agency meetings and attend, as needed.
  • Develop the skills and abilities of staff which are necessary for successful execution of work duties.
  • Serve as a mentor and coach staff.
  • Manage the performance of assigned staff, conduct performance evaluations, and provide input for salary/bonus discussions.
  • Collaborate with other firms in pursuit of opportunities and manage subconsultant contracts.
  • Manage material testing and training requirements to ensure compliance with company policies and FDOT prequalification.
Qualifications
  • Associate or bachelor's degree in engineering technology or civil engineering is desired.
  • 10+ years of construction engineering/inspection experience with FDOT is preferred.
  • 7+ years of experience with preparing proposals, developing and tracking budgets, and the associated financial management skills necessary to run a team and monitor the performance of the business.
  • PE (Professional Engineer) license is highly desired.
  • Ability to read, write, and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Key Duties & Responsibilities

* Serves as manufacturing site CMC Inspection Lead with responsibility for the overall strategic direction, oversight, performance and effectiveness of the site inspection program.

* Develops and implements strategies for inspection readiness, including mock inspections, training, and site preparation visits.
* Partners with the site QA leadership and cross-functional leadership for coordination and alignment in ensuring overall execution, readiness and site maturity adequacy.
* Collaborating with cross-functional teams to develop and implement effective corrective and preventive actions (CAPAs) in response to audit and inspection findings.
* Collaborates with the Global Quality Audit and Inspection Management to enable execution and maturity of site for pre-approval inspection and other inspection readiness.
* Monitoring and analyzing key performance indicators (KPIs) related to internal audits, inspections and compliance, and identifying areas for improvement.
* Communicates status, risks, and escalations with management through governance forums and ongoing report outs.
* Leads/Engages/Support in Quality projects ensure successful planning, execution and on-time delivery.
* Ensure activities and deliverables are in compliance with Global HA regulations, Vertex SOPs and industry best practices.
* Provides functional area leadership and management through the execution of Goals, Employee learning and development, and budget forecasting.

Required Education Level

Bachelor's degree in a Scientific/Engineering/Lifesciences field.

Required Experience

Typically requires 12+ years of relevant industry experience in a commercial manufacturing site in biotechnology/regulated pharmaceutical environment.

Required Knowledge/Skills

* In-depth GxP experience with current knowledge of industry trends, HA regulations & expectations, and best practices
* Extensive knowledge of commercial readiness, with inspection planning/coordination and management for regulatory authority inspections at a manufacturing site
* Broad knowledge of Cell & Gene therapy and/or Biologics, aseptic manufacturing processing.
* Ability to lead improvement projects - experience with Root Cause Analysis, data analytics, and other Operational Excellence experience, such as LEAN, DMAIC, Six Sigma
* Strong leadership skills with the ability to organize and execute tasks effectively.
* Excellent communication skills and a proven track record Influencing/building/promoting a culture of Quality and Excellence.
* Ability to apply risk management principles to decision making and operational priorities.
* Ability to manage multiple projects, work in a dynamic environment and communicate effectively with senior leaders.
