Job Description

We are seeking a knowledgeable and proactive part-time Railroad Construction Oversight Inspector to represent and safeguard railroad interests in infrastructure projects and maintenance activities. This part-time role involves conducting site visits, preparing on-site reports, and ensuring that all work affecting railroad operations aligns with safety, operational, and regulatory standards.
Key Responsibilities:
- Observe and assess all activities performed on Railroad right-of-way by contractors, consultants, and public agencies.
- Prepare detailed on-site reports documenting field conditions, construction progress, and coordination efforts.
- Act as the primary liaison between railroad operations and public entities and their contractors/consultants.
- Monitor construction and maintenance activities near or on railroad structures to protect railroad assets.

**Position Summary**
Under limited supervision, the Development Risk Manager ("DRM") works within RJAHI's Asset Management group. The DRM will be a member of a professional team that provides expertise and analysis for affordable housing investment and asset management activities. For investments representing moderate risk and complexity, performs underwriting functions for to-be-built or existing developments, and manages development risk through construction lease-up. Also, performs administration of the documentation and funding requirements, and provides consulting support through a high level of professional service and conduct to existing and potential customers.
**Specific Responsibilities**
**Underwriting (with moderate supervision)**
+ Reviews the project design, entitlements, technical merit, building code, compliance, usability, and marketability of the project.

The Construction Inspector supports the Construction Oversight Manager and project team by conducting site inspections, monitoring construction activities, and ensuring compliance with all program, contractual, and regulatory requirements for CDBG-DR funded recovery projects. This role is essential for maintaining quality, safety, and accountability throughout the construction process.
**Key Responsibilities:**
+ Conduct regular site visits to monitor construction progress, verify compliance with approved plans, specifications, and health and safety requirements.
+ Document findings from inspections, including progress, deficiencies, and corrective actions, using standardized reporting tools.
+ Review contractor work for adherence to program provisions, including environmental and safety standards.
+ Assist in the review of construction documents and change orders as directed by the Oversight Manager.
+ Communicate observations and recommendations to the Construction Oversight Manager and subrecipient representatives.
+ Validate implementation of health and safety plans in accordance with Puerto Rico OSHA-approved State Plan and PR OSHA policies.
+ Participate in team meetings and provide input on project status, challenges, and opportunities for improvement.
+ Support the program team with additional duties as assigned.
**Minimum Qualifications:**
+ Bachelor's degree in engineering, construction management, architecture, or a related field preferred.
+ OSHA 30-hour construction safety certification.
+ At least two (2) years of experience in construction inspection or monitoring, preferably on federally funded projects.
+ Valid driver's license and ability to travel to project sites across Puerto Rico.
**Preferred Skills & Experiences:**
+ Familiarity with CDBG-DR, HUD, or other federal construction programs is a plus.
+ Fluent verbal and written communication skills in Spanish and English.
+ Strong attention to detail, organizational skills, and ability to work independently.

+ Maintain accurate and thorough documentation of all site visits and findings.
+ Communicate effectively with project team members, contractors, and subrecipients.

As the continuous improvement technician (hourly), you will rely on your previous manufacturing
experience to drive continuous improvement around the facility, reduce waste in the process,
create and design robust processes, and improve efficiency in the value stream. You will show
improvement through process measurements and documentation, tangible and factual
measurements (time reduction, dollar reduction, downtime reduction, reduction in errors,
reduction in defects, etc). Upon creating a new process, standardized work instructions will be
developed and trained, in order to maintain a sustainable process, all through a focus on the 5S
methodology.
Functional Overview:
You will join the Fall River Commercial Laundry manufacturing engineering team. In each
area, we produce large commercial laundry dryers or washers. You will lead continuous
improvement projects, work in cross-functional teams with materials, engineers, suppliers,
quality, fabrication, programmers, supervisors, and leadership. You will be expected to self
lead your projects, use the Whirlpool tools, document data, and show clear improvements.
You will be required to support production to meet production demands as needed. You will
be required to support lean shop to execute projects as needed.
Additionally,
Responsible for delivering safety, quality, delivery and cost metrics for the assigned area.
Perform safety/CAL investigations and report on findings and countermeasures.
Execute standard work development and audits.
Communicate key issues and provide day-to-day coaching of operators.
Act as the first step in the help chain.

Provide daily documentation of key metrics and information.
