GENERAL SUMMARY
Rely on expertise, knowledge, and technical qualifications to interpret written industry and customer standards, specifications, regulations, and site restrictions. Recommend or initiate direct actions required to meet and comply with all requirements.   • Clearance/Tie-in Supervision

    • Schedule updates
  • Gas Standards Review to become a Subject Matter Expert
  • Travel to various jobsites within the greater Bay Area which could include overnight stays

The Construction Specialist serves as a hands-on field leader who combines sub-project management with the ability to self-perform work across multiple trades. This role focuses on carpentry, HVAC, refrigeration, earthwork, and concrete, while maintaining a versatile, team-oriented approach. The specialist supports project success through proactive planning, quality workmanship, safety leadership, and effective coordination with crews, subcontractors, designers, and clients.

Key Responsibilities

· Sub-Project Management

o Plan, organize, and oversee small to mid-size sub-projects within the broader construction effort.

o Develop look-ahead schedules, track progress, identify risks, and communicate status to the Project Manager.

o Manage resources, subcontractors, equipment, and materials to meet schedule and budget targets.

o Prepare and process change orders, RFI responses, and field decisions in collaboration with the PM.

o Ensure compliance with project plans, specifications, codes, and QA/QC standards.

· Self-Performance of Work

o Self-perform hands-on tasks in at least two of the following disciplines: electrical, plumbing, carpentry, HVAC, refrigeration, earthwork, and concrete.

o Demonstrate proficiency in installing, repairing, and finishing within your trade scope per drawings and specs.

o Apply best practices for craftsmanship, sequencing, and safety to achieve high-quality results.

· Field Operations and Leadership

o Lead and supervise field crews; assign tasks, monitor performance, and mentor junior team members.

o Coordinate with subcontractors, suppliers, and design professionals to resolve field issues.

o Maintain a clean, organized, and safe worksite; lead toolbox talks and enforce safety policies.

o Conduct inspections, perform quality checks, and address punch-list items promptly.

· Technical and Documentation

o Read and interpret plans, specifications, shop drawings, and BIM/3D models as applicable.

o Maintain accurate field records: daily reports, photos, as-built drawings, and progress metrics.

o Verify material availability, manage inventory, and ensure proper handling and storage.

o Support commissioning, testing, and start-up activities as required.

· Compliance and Safety

o Promote a safety-first culture; enforce OSHA/EH&S guidelines and company safety standards.

o Identify hazards, implement controls, and participate in safety audits and incident investigations.

· Communication and Collaboration

o Maintain open, proactive communication with the PM, design team, and client when applicable.

o Resolve conflicts, provide technical guidance, and contribute to continuous improvement initiatives.

Qualifications

· Experience: Minimum 5–7 years of field construction experience; proven ability to manage sub-projects and self-perform trades across carpentry, HVAC, refrigeration, earthwork, or concrete. Cross-disciplinary experience is strongly .

· Education: High school diploma or GED required. Technical/trade school diploma or equivalent certification highly desirable.

· Skills: Strong reading of plans and specifications; ability to use field software (PlanGrid, Procore, MS Project, or equivalent); basic math and measurement skills; proficient problem-solving and decision-making.

· Licenses/Certifications ( but not required for all):

o OSHA 10/30, fall protection, and other standard safety certifications.

o HVAC/R experience, EPA Refrigerant Handling Certification (EPA 608) for refrigeration/HVAC work.

o Carpentry-related certifications or recognized experience

o Equipment operator certifications (e.g., concrete cutting, skid steer, excavator)

o Concrete finishing certifications (ACI or equivalent) or documented experience

o Demonstrated experience in trade work

o Commercial driver's license

Physical and Other Requirements

· Physical ability to perform field tasks, lift heavy materials, and work outdoors in varying weather conditions.

· Valid driver’s license and reliable transportation.

· Willingness to travel to multiple job sites as needed.

Work Environment

· Primarily field-based with some periods of office work for planning and reporting.

· Exposure to construction hazards; adherence to safety protocols is essential.

· Collaboration with a multidisciplinary team including tradespeople, subcontractors, designers, and clients.

Essential Functions:

  • Construction stakeout services including field setup and quality control of construction stakeout projects

  • Assist in interviewing and onboarding new field crew staff, CAD Drafters and Survey Technicians

  • Assist in training of survey field crews, CAD Drafters and Survey Technicians on construction stakeout procedures and protocols

  • Review performance of field crews, CAD Drafters and Survey Technicians and provide feedback

  • Construction stakeout calculations, as-built surveys and/or sketches

Knowledge, Skills, and Abilities:

  • Knowledge of field survey operations, engineering, and construction industry

Key Responsibilities

  • Lead construction stakeout services, including field setup and quality control.
  • Support interviewing and onboarding of new field crew members, CAD Drafters, and Survey Technicians.
  • Provide training and mentorship to survey field crews and technical staff on stakeout procedures and protocols.
  • Conduct performance reviews and offer feedback to team members.
  • Execute stakeout calculations, prepare as-built surveys and sketches.
  • Develop grade sheets and present plans effectively.
  • Perform survey traverse adjustments and ensure data accuracy.
Qualifications & Expertise
  • 8 plus years of experience in construction surveying (field and office).
  • Bachelor’s degree preferred.
  • Proficient in AutoCAD Civil 3D.
  • Understanding of survey operations, engineering principles, and construction processes.
  • Ability to interpret complex drawings and technical documents.
  • Excellent computer and communication skills.

POSITION SUMMARY

The Refining Construction Specialist will report directly to the Corporate Construction Director. They will oversee the refinery construction teams providing overall construction planning, scheduling, and execution guidance. The Refining Construction Specialist will also be responsible for leading project assessments for upcoming events to determine overall readiness. This position requires strong technical expertise as well as leadership, interpersonal, communication, mentoring, and organizational skills.

Geographic flexibility is required, allowing this position to be performed out of any Refining location. Up to 60% travel may be required but may fluctuate at times to effectively fulfill the responsibilities of the position. This position may also be called into action to lead projects through temporary assignments at any MPC facilities/locations.

This position is authorized to sit at Findlay or San Antonio offices or at any refinery location.

KEY RESPONSIBILITIES

  • Supports overall execution process of projects, aligning with RTG and RM initiatives within refining as a representative, all the while developing capital budget and providing engineering and MPMP process support.

  • Ensures the MPC Construction Standard/Best Practice is followed and implemented to the fullest when planning, scheduling, and executing refinery construction activities.

  • Enforces the Plan of the Plan (POP) development and holds refinery construction teams accountable to meeting required project deliverables.

  • Attends model and constructability reviews for projects under their responsibility.

  • Leads internal assessments at the refinery locations to determine overall construction program health and readiness for upcoming associated TARs.

  • Issues recommendations to improve overall construction efforts and readiness.

  • Assists in the overall development of construction contracting strategies at responsible refineries.

  • Oversees the Engineering, Procurement, and Execution process and monitors progress to ensure deadlines are met.

  • Assists with the development of the ER and CAP expense budgets and performs final review prior to corporate budget submittal.

  • Ensures lessons learned are implemented at refinery locations to continue improving overall construction performance.

  • Potential to be assigned lead roles in MPC construction activities where there is a critical business need.

EDUCATION AND EXPERIENCE

  • High school diploma or equivalent is required.

  • Bachelor's degree in Mechanical Engineering or Construction Management is preferred.

  • Ten plus years of turnaround/construction planning and execution experience is required.

  • Proficiency with Microsoft Word, Excel, Access, etc.; knowledge with Primavera (P6), TRACK is preferred.

  • A valid driver's license is required.

  • Ability to obtain a Transportation Worker Identification Credential (TWIC) will be required upon hire.
