Duties and Responsibilities:
- Enforce all Company, OSHA and other applicable procedures and standards
- Set daily goals and expectations with Foreman of project
- Know the contract scope including standard and special provisions, technical specifications, payment and change clauses and scheduling milestones
- Track and communicate changes in scope to Project Manager
- Purchase essential materials for the job per the PO. Authorized, outside of those materials specifically called out in the job estimate, up to $500.00.
- Complete all administrative documentation in a timely and accurate manner (including safety audits and observations, time entry approval, review redlines, review production, etc)
- Promptly complete authorization of all invoices, receipts, and fuel charges
- Involved in the recruitment, hiring, development, and terminating of employees on crew
- Improve personal, technical, and supervisory skills through personal development plans and offered trainings
- Represent and promote the company’s mission, vision, and values
- Address all customer questions or concerns
- Safety training as required by position
- Perform other duties as assigned
Essential Education and Qualifications:

Position/Project Overview:
Project Solutions Inc. is seeking a Construction Management Representative to join a National Park Service (NPS) project to support a National Park Service project at George Rogers Clark National Historic Park in Vincennes, IN. This project involves the comprehensive restoration of the Lincoln Memorial Bridge approach and its associated historic features within George Rogers Clark National Historical Park. Work includes structural repairs and rehabilitation of the bridge approach, engraved pylons, viewing terrace, flag plaza, stairways, balusters, and ornamental elements, with all original granite stones cleaned, repaired, and reinstalled. The project also includes restoration of landscape beds, sidewalks, and planting in accordance with the original 1930 design, along with accessibility and safety upgrades to meet current OSHA and ADA standards.
This role is contingent upon award of project.
Responsibilities and Duties:
- Provide technical assistance and support to CO during construction.
- Read, interpret and understand the construction contract plans and specifications.
- Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site.
- Document issues encountered and problems experienced with the construction contractor.
- Review contractor's baseline and progress schedules.
- Draft project related correspondence for NPS to review and issuance.
- Understand and document inspections with pictures and reports during and post construction as well as mock-up inspections.
- Monitor Construction Contractor compliance with Accident Prevention Plans (APP), Asbestos hazard Abatement Plan (AHAP), and applicable safety requirements.
- Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
- Deliver reports, reviews, evaluations, design work, etc. to CO.
- Review, analyze, and assist in preparing cost estimates.
- Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.
- Minimum four (4) year Bachelor's degree in Engineering, Construction Technology, Construction Management or other related field preferred.
- Minimum of five (5) years of relevant construction and/or engineering work experience demonstrating knowledge and experience in construction management.
- Proven experience in the restoration and rehabilitation of National Historic Landmarks or similarly significant historic structures preferred.
- Demonstrated expertise in managing projects involving crane operations and heavy lifting activities in accordance with safety regulations.
- Strong communication and reporting skills, with a track record of timely coordination with Architecture/Engineering (A/E) teams and National Park Service (NPS) Contracting Officer's Representatives to support quality control objectives preferred
- Experience working on federally funded projects or within historic and environmentally sensitive sites strongly preferred
- Proficient in evaluating detailed cost estimates and contractor proposals, including breakdowns of labor, equipment, materials, overhead, and profit.
- Skilled in identifying, defining, and documenting scope changes due to owner direction or differing site conditions.
- Experience supporting or conducting technical negotiations with contractors, including scope, cost components, and terms.
- Ability to interpret construction schedules and accurately assess and document project progress.
- Capable of reviewing and evaluating payment requests against completed work and contractual milestones.
- Relevant experience on projects involving similar scope of work.
- OSHA 30 construction safety training preferred.

- Complete all assigned tasks on time, within budget, and in accordance with the project scope.
- Maintain document control for all correspondence, RFIs, submittals, and other project-related documents.
- Learn to read and understand plans and specifications, including the construction contractor's means and methods.
- Learn to test, document, and ensure the quality of the contractor's work, adhering to project and industry standards.
- Complete other duties as required or assigned.

Position/Project Overview:
Project Solutions Inc. is seeking an experienced Construction Management Representative for an exciting project at Keesler Air Force Base in Biloxi, MS. This role will support construction management and inspection for a new Family Campground on base. Key project activities include asphalt paving replacement, new concrete/asphalt paving, and comprehensive repairs to an existing 2,740 SF building highlighted by the demolition of the current roof and installation of a new standing seam roof, along with all related incidental work.
This role is contingent upon award of project.
Responsibilities and Duties:
- Provide technical assistance and support to CO during construction.
- Read, interpret and understand the construction contract plans and specifications.
- Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site.
- Document issues encountered and problems experienced with the construction contractor.
- Review contractor's baseline and progress schedules.
- Draft project related correspondence for NPS to review and issuance.
- Understand and document inspections during and post construction as well as mock-up inspections.
- Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
- Deliver reports, reviews, evaluations, design work, etc. to CO.
- Review, analyze, and assist in preparing cost estimates.
- Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.
- Education and professional qualifications related to construction, architecture, and engineering.
- 5+ years related Construction Management Experience.
- Minimum of OSHA 30-hour construction safety training.
- Knowledge and experience in historical preservation projects.
- Knowledge in construction practices including applicable building codes, applicable safety regulations, cost breakdown estimating and negotiating, and technical writing.
- OSHA 30 construction safety training preferred.
- Ability to read and interpret plans, schedules, and other specifications.
- Written and verbal communication, problem-solving, and conflict resolution skills
- Knowledge of software including MS Suite (including MS Project), Adobe Acrobat, Primavera (P6), AutoCad, BIM (to include Revit), and any other software programs typically utilized
- Maintain a valid driver's license.
- Ability to multi-task and prioritize in a fast-paced work environment.
- Ability to stand, stoop, kneel, bend, walk or climb daily to observe contract performance for prolonged periods of time.
- Must be able to physically operate a motor vehicle without danger to self or to others.

CONSTRUCTION MANAGEMENT INTERN:
Immersive, experiential learning opportunity, with the purpose of gaining knowledge/skills/aptitudes and an introductory understanding of construction operations. This role is usually located on an active construction site. May also be located at Pinkard's corporate office.
CONSTRUCTION MANAGEMENT INTERN RESPONSIBILITIES:
• Performing regularly scheduled jobsite safety audits
• Reading and becoming familiar with contract documents
• Completing submittal and shop drawing processes
• Processing requests for information (RFI)
• Logging change orders and revisions
• Maintaining Owner/Architect/Contractor Meeting minutes
• Assisting with permitting and occupancy certificates
• Gathering, calculating, and compiling data for conceptual and hard bid estimates
• Other duties if required by a formal university-sponsored internship program
CONSTRUCTION MANAGEMENT INTERN REQUIREMENTS:
- Currently enrolled and pursuing a degree in Construction Management, Building Science, Engineering, or Architecture.
