Incident Response Commander

Organization's Summary Statement: Provide expertise, oversight and coordination for FM's 24/7/365 incident response effort, from initial occurrence to closeout, including triage and assessment of situations, determining response, staffing, customer communication and administrative responsibilities. Administrative tasks include inputting data into the automated Facilities Management System (FMS). Incumbent has a critical role in coordinating activities to ensure continuity of critical operations/services. They must consistently exercise discretion and independent judgment in the performance of their essential duties. There will be times that this incumbent may serve in the role of Incident Commander in the absence of senior leadership - they may be the primary or only set of eyes on campus to assess and address incidents and emergencies from a facilities perspective. An Incident Response Commander has the overall responsibility for managing an incident by establishing objectives, planning strategies, and implementing tactics - they are the person in charge.

Physical Demands: Work is performed in both an office environment and in the field. Incumbent must be able to work in hazardous environments, including confined spaces, heights, flooded areas and other adverse conditions. Due to the nature of the position, the incumbent will be considered an Essential/Catastrophic employee, subject to a 24 hour day, 7 day week span of operation during times of emergency, incumbent can expect to work excessive hours to manage and coordinate a situation; flexibility is required. This is one of multiple positions; shifts vary and all shifts include evening, overnight, and weekend shifts. Shift rotation may be required to meet operational needs.

Preferences:

  • Seven (7) years of experience in construction or facility maintenance in a multi-facility complex.
  • Experience with 24/7 response.
  • Experience in electro/mechanical/plumbing trades.
  • Experience leading a team.

Licenses/Certifications: Incumbent must possess a driver's license, as duties require the incumbent to travel to and from sites both on and off campus. IF driving a State vehicle, incumbent must possess a valid MD Class C driver's license or equivalent with fewer than six (6) points. Within six months of employment, must complete and pass the FEMA: Intro to Incident Command System (Higher Ed) certification ICS-100 for Higher Education.

Minimum Qualifications

Education: Bachelor's degree from an accredited college or university.

Experience: Two (2) years of incident response, facilities, operations, construction, or maintenance experience.

Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education. Knowledge of incident responses. Skill in oral and written communication. Skill in the use of Microsoft Office products. Ability to multitask and prioritize assignments.

The Security Specialist will provide assistance to the Government security staff in the execution of their collateral, SAP and SCI duties.

Responsibilities include but are not limited to:

  • Personnel, information, physical, industrial and operations security in support of collateral, special access program (SAP), sensitive compartmented information (SCI), Insider Threat (InT), security education training and awareness (SETA) and alternative compensatory control measures (ACCM) programs.
  • Assist with developing, implementing, managing, and monitoring policies, instructions, procedures, control systems, and methods to prevent compromise or loss of classified information or material.
  • Assist with physical security, surveys, and inspections.
  • Maintain security-related databases, such as DISS, to ensure the integrity of the applicable information.
  • Prepare classified material for mailing in accordance with applicable DoD regulations (i.e. markings, receipting, wrapping, tracking).
  • Review applications for security clearances for administrative completeness and submit applications as required.
  • Prepare incoming and outgoing visit authorization requests (VARs) for command personnel and visitors to include coordination of foreign national certifications with the Defense Intelligence Agency (DIA) and applicable Embassies.
  • Assist with security support to conferences (i.e. process VARs, verification of participant clearances, provide/transport classified information/materials, site surveys, on-site support, etc.).

Minimum Qualifications: 

  • At least 4 years of experience in the security functional area.
  • At least 4 years of experience with the latest security policies, processes, and procedures including personnel, information, physical, industrial and operations security in support of collateral, special access program (SAP), sensitive compartmented information (SCI), Insider Threat (InT), security education training and awareness (SETA) and alternative compensatory control measures (ACCM) programs.
  • High School Diploma

Preferred Qualifications:

  • Bachelors Degree
  • Experience with the Office of Secretary of Defense (OSD), Joint Staff, or Service-level security experience.
  • Experience with handling classified correspondence and materials, knowledge of Microsoft Office suite tools, and experience in writing, editing, and managing executive correspondence.
  • Demonstrated subject matter knowledge of DoD, intelligence community, and national-level personnel security policies and procedures.
     

Clearance Requirement :

  • Must have an active TS/SCI
