**Who You Are:**
The **Cost Control Manager** is responsible for managing construction budgets from project inception through completion in accordance with the construction contract documents including validation of potential change orders and associated cost. This position involves leading and collaborating with various stakeholders, including project management teams (internal and external), vendors, cost consultants, and finance and accounting teams. The ideal candidate has strong collaboration skills, advanced knowledge of construction documents, analytical abilities, attention to detail, and proficiency in financial and project management software tools.
**What You Will Do:**
+ Examine construction contract documents and ensure continuous compliance with the contract and relevant laws.
+ Evaluate contractors' requests to award (RTA) to subcontractors, provide recommendations to the project management team for review, and monitor buyout savings.
+ During the monthly review of the pay application, ensure that contractors' schedule of values aligns with the contract, verify the required monthly documentation, reconcile the project budget as needed, and inform the project management teams.
+ Initiate purchase orders for vendors and ensure invoices comply with the agreed terms.
+ Obtain detailed monthly cash flow projections from the contractor, reconcile projections with actual figures, and provide these projections to the capital and investment teams.
+ Evaluate potential change order events by thoroughly reviewing contract documents and relevant cost information and offer well-informed recommendations to project management teams including substantiating claim positions.
+ Maintain a log of potential change orders and their approximate costs, track approved change orders, manage the internal approval process for change orders according to the delegation of authority, and ensure review by the legal department as necessary.
+ Support the finance team with the monthly loan draw process as required, including acquiring any necessary documentation from the contractor or its subcontractors.
+ Conduct weekly and biweekly meetings with external construction managers, internal project management teams, and consultants to review pay applications, required documentation, and change order status. Ensure that all teams adhere to the specified review timelines.
+ Manage third party change management or cost auditing teams that are assigned to the project.
+ Mentor and support growth of internal Cost Engineers.
**What You Will Need to be Successful:**
+ Bachelor's degree in construction management, financing, or accounting; or relevant professional experience.
+ Advanced knowledge in construction contract documents and change management.
+ Proficiency in financial and project management software (e.g., Workday, e-Builder, Procore, Autodesk Construction Cloud).
+ Ability to work within dynamic and diverse team and environment.
+ Ability to lead and mentor others.
+ Seven or more years of experience in construction or project management.
**Nice To have:**
+ Ten or more years of experience in construction or project management preferred.
+ Prior experience in a leadership or management role a plus.

HII Mission Technologies is seeking a detail-oriented and highly capable Program Cost Control Manager to oversee financial operations for a single high-value General Services Administration (GSA) Assisted Acquisition Services (AAS) contract. This position is based in Fairfax, Virginia with a hybrid work schedule and plays a critical role in supporting program execution, invoicing, and compliance in collaboration with COBRA Program Management (PM), the Mission Partner (MP), and other internal stakeholders.
The ideal candidate will have hands-on experience preparing deliverables; aligning funding across Technical Direction Letters (TDLs); supporting program growth and modeling initiatives; and performing invoicing and unbilled reconciliations. The role requires expertise in government contracting, invoicing regulations, and a proactive, solutions-driven approach.
Essential Job Responsibilities
Prepare key financial deliverables, including Monthly Status Report, Estimate at Completion, TDL financial Tracking, and partner with COBRA Program Management and Mission Partners to support program execution.
- Lead efforts on project modeling and estimation to support program growth and new initiatives.
- Ensure proper funding is aligned across all TDLs and that tasking remains executable and aligned with contract ceiling and customer guidance.
- Partner with the Mission Partner to support strategic funding alignment, obligation planning, and execution forecasting.
- Identify invoicing requirements in coordination with the Project Finance team, Contracts Administrator, and TDL leads to ensure timely and accurate invoicing.
- Generate invoices in Costpoint, ensuring compliance with contract terms, accounting standards, and regulatory guidelines (FAR, CAS).
- Submit invoices via MP's web-based invoicing portals and track acknowledgments and payments.
- Review and monitor Accounts Receivable aging reports to identify and resolve open balances, especially those over 30 days.
- Reconcile unbilled receivables with internal stakeholders to ensure billing accuracy.
- Provide ad hoc financial analysis, revenue/billing forecasting, and audit support as required.
- Serve as a liaison across internal teams including Program Manager, Contracts, Accounting, and Financial Planning.
- Confirm availability of funding before processing Travel Authorization Requests (TARs) and Requests to Initiate Purchases (RIPs).

Minimum Qualifications

About The Position
We are thrilled to offer an exceptional opportunity for a Cost Control Manager to join a prestigious mass transit project in San Francisco, CA. In this critical role, the Cost Control Manager will oversee project cost management, establish and monitor control budgets, and implement effective cost control strategies and recommendations. The ideal candidate will bring extensive experience in large-scale metro or rail projects, coupled with outstanding analytical abilities and excellent communication skills.
This is a long-term, full-time, on-site position located in San Francisco, CA.
Responsibilities
- Develop and lead implementation of cost control plans, procedures and best practices.
- Develop Cost Breakdown Structure and control budget in consultation with project team and relevant stakeholders.
- Monitor actual costs / expenses against the project budget / commitments and prepare cost reports including dashboards to provide Key Performance Indicators (KPIs), progress and performance information and cash flow projections.
- Identify potential cost savings and cost control opportunities throughout the project lifecycle.
- Review and provide recommendations for project change orders and cost variations
- Verify contractor, vendor and supplier invoices.
- Develop and maintain cost databases and historical cost records for future reference.
- Review cost estimates and provide analysis for various project elements, including materials, labor, equipment, and other resources.
- Communicate effectively with project stakeholders, including clients, contractors, and project team members.
- Possess excellent verbal and written communication skills.
- Possess excellent multi-tasking and organizational skills.
- Possess excellent collaboration skills.
- Possess the ability to work well under pressure and meet tight deadlines.
- Bachelor's degree in civil engineering, construction management, or related field, or equivalent combination of education and experience.
- 10+ years' cost control and budget management experience in leadership positions on large heavy civil projects in metro or rail.
- Experience in cost management systems (e.g., InEight, EcoSys, Oracle Unifier, etc.)
- Proficiency in Microsoft Office (e.g., Outlook, Word, Excel, Teams, PowerPoint, etc.)
- Knowledge of local and federal codes and standards.
The salary range listed for this role is 118k- 174k annually ( 57- 84/hr). The final salary offered is based on multiple factors and is thoughtfully aligned with each candidate's level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, etc.

- Provide preconstruction support during project approval phase, provide historical cost data, assist in development of annual contractor purchase orders.
- Manage internal project budget / schedule of values within project management software, for monthly financial reporting on multiple New Builds and Retrofit projects on campus.
- Manage external project budget and communications within external project management
- software including commitment management, change management, document control, etc.
- Manages monthly forecasts and cash flows, understand forecast variances, develop monthly executive reports.
- Manage monthly vendor invoice review process within invoicing software, including project management review, 3rd party auditing services, and communication with Accounts Payable.
- Responsible for accurate quarterly accrual reporting for all existing PO's on campus, including communication with vendors and Finance.
- Facilitate change order routing and review processes within project management software, content analysis, and executive approval as required
- Review project financial health with management team each month (via dashboards, budget software, schedule comparisons, productivity reports, etc.)
- Management of Internal and Contractor Risk Register update & contingency evaluation.
- Financial closeout of internal budgets, Vendor POs, etc.
- Work closely with Site Scheduler to compare financial forecasts and risks are in alignment with schedule updates.
- Assistance with programmatic initiatives, training, and alignment opportunities.
