Rare in-house counsel opportunity for an experienced international trade and customs attorney seeking new challenges and professional development in a dynamic interdisciplinary work environment. Counsel will be responsible for advising, representing, and managing the organization on all international trade law and policy issues, matters, and risks, including customs compliance and enforcement. Counsel will lead key aspects of customs compliance in the United States, Canada, and Mexico.
Key Responsibilities-
Assist senior legal leadership in overseeing trade action, budgets, governance, strategy, and internal/external communications.

Serve as subject matter expert on U.S. trade and customs law and policy.
-
Brief and advise officials on trade and customs law and policy matters, issues, and risks.
-
Represent the organizations interests before the federal government regarding trade and customs law and policy issues.
-
Proactively anticipate issues and provide internal clients with timely and value-added counsel.
-
Participate in committees and strategy groups for trade action, budgets, and executive briefings.
-
Advise commercial, procurement, logistics, and raw materials teams on customs compliance, tariffs, duties, and fees across the U.S., Canada, and Mexico (including coordination with local counsel).

Manage strategy, substance, and budgets of outside counsel and advisors on trade and customs law and policy matters.
-
Act as liaison on trade matters with outside counsel, business and operational teams, government officials, and industry stakeholders.
-
Prepare internal and external documents (e.g., memos, presentations, public comments, white papers) on trade and customs matters.
-
Review and evaluate trade action and customs compliance strategies, submissions, and budgets.
-
Maintain trade action trackers, data, and matrices.
-
Stay current with developments in international trade and customs law and assist internal clients with implementing policies and procedures accordingly.
-
Antidumping and countervailing duties (AD/CVD): case assessments, petitions, investigations, reviews, appeals, questionnaire responses, enforcement, and anti-circumvention proceedings.

Customs compliance and enforcement: U.S. customs, duties, tariffs, and import compliance; USMCA compliance (certifications, rules of origin, labor value content, melt and pour, etc.); Canadian surtax, remission, drawback; Mexican customs and certifications.

Section 232 and IEEPA: defense, enforcement, negotiations, litigation, and compliance with national security trade laws.

Section 301 and related import laws: negotiations, policy advocacy, and litigation.
-
WTO disputes and trade policy issues.
Required:

Juris Doctor and admitted to the bar in the District of Columbia, or ability to transfer.

Minimum 5 years of concentrated experience in international trade law, policy, and customs compliance, especially in the areas noted above.

Proficiency in Microsoft Excel, Word, PowerPoint, Teams, and Adobe.

Ability to manage multiple priorities in a fast-paced environment while meeting deadlines.

Strong issue-spotting skills and ability to brief senior counsel on critical matters.

We are seeking a Customs Compliance Specialist to join our dynamic team at Petmate. The Customs Compliance Specialist is responsible for ensuring that all import and export activities comply with international trade regulations and customs laws. This role involves managing and overseeing the company's customs compliance program, including the classification of goods, documentation, and adherence to all relevant regulations.
Essential Duties And Responsibilities:Key Responsibilities:
- Manages all compliance requirements to Customs and Border Protection laws. Ensure that Petmate stays current to the regulations on a pro-active basis.
- As the in-house subject matter expert for compliance, communicates and maintains pro-active and positive relationships with departments and colleagues involved with new product development to obtain quick and accurate information.
- Manage Petmate's current internal controls for imports and exports.
- Regularly reviews and pro-actively communicates necessary updates and changes to requirements.
- Develops and leads monthly Customs audit testing programs.
- Develop supply chain security programs. Coordinates communication of supply chain security programs within the Company.
- Lead efforts to understand, evaluate and prepare Petmate to become C-TPAT certified.
- Manages improvement and timeliness of Petmate's Duty Drawback program.
- Files quarterly PEA (Port Entry Amendments) with U.S. Customs.
- Tracks and reduces occurrences for fines and penalties.
- File assists with U.S. Customs, when required.
- Determines and documents HTS Classification for product.
- Audits on a regular basis and makes adjustments to eliminate non-compliance events.
- Lead initiatives for duty reduction opportunities.
- Other duties as deemed necessary.
Requirements:
- Expert knowledge in international trade regulations.
- Demonstrated compliance management abilities.
- Proficient use of Microsoft Outlook, Excel and Word.
- Oracle experience would be desirable.

This role is based at our Corporate Office in Menomonee Falls, WI. You'll work onsite from Monday through Thursday, with the option to work remotely on Fridays.
About the RoleIn this role, you will focus on ensuring compliance with all U.S. Customs and other government agency regulations including reviewing imported goods and applying proper Harmonized Tariff codes (HTS) and duty rates, entry auditing and reporting of key import data to leadership.
What You'll Do- Work with all internal/external partners to ensure entries are complete and accurate and released by Customs without delays.
- Partner with manager to identify eligibility and documentation requirements for Free Trade Agreements
- Partner with manager to review entry documents for accurate valuation, including First Sale Valuation qualification
- Review product information to ensure compliance with OGA/PGA classification, documentation, and reporting
- Complete post-entry reviews and submit entry corrections (PSC/PEA's) with manager guidance
- Ensure import records are maintained per U.S. Customs requirements
- Works with Manager in responding to U.S. Customs requests for information (CF 28/29)
- Determine proper HTS classification and duty rates for direct import goods.
- Provide Product Development, Buying Offices and vendors/agents with HTS and duty rates for product costing
- Provide reports and auditing on import activity (Parts Database, Liquidation, 210 rejection)
- Additional tasks may be assigned as necessary
- Knowledge of merchandise classification guidelines per U.S. Customs regulations and the Harmonized Tariff Schedule (HTS)

The Customs Compliance Analyst is to provide support in customs compliance for the VF Outdoor Coalition. The Analyst is charged to assist the Compliance Manager(s) and group Director in the Harmonized Tariff classification of all products, brokerage interface, internal administrative processing of duties and other compliance requirements.

+ Engages with product acquisition (sourcing) and product development departments in the PLM process to evaluate Harmonized Tariff Classifications, duty rates, preference program qualifications and other applicable customs compliance criteria.
+ Works in conjunction with the logistics department to report, collect and track export shipment data required for the purpose of filing duty drawback claims with U.S. Customs
+ Facilitates communication and information sharing with customs brokers for the clearance of customs entries
+ Audits customs entries for correctness and conformity with appropriate laws and regulations
+ Advises staff of all other customs and other government requirements, e.g. Fish and Wildlife, Safety and Federal Trade Commission requirements
+ Supports area Manager and group Director in updating and maintaining customs Import Procedures Guide
+ Monitors and updates internal systems to ensure all necessary data and data tables are up to date and accurate
+ Monitors new developments and changes in customs laws, trade agreements, port policies and communicates this information internally as necessary. Researches, interprets and communicates customs rulings, laws and regulations.
+ Monitors customs recordkeeping compliance.
+ Analyzes control systems for compliance requirements; identifies areas for systems improvement and enhancement and works with group Director in implementing systems improvements.

The Customs Compliance and Operations Manager will report to Senior Management of Logistics Group of Panasonic Corporation of North America (PNA.) The main role will be to manage the compliance function and staff, and oversee customs regulatory compliance for the imports and exports for all PNA Companies, and to ensure PNA is operating best practices related to day to day compliance issues with U.S. Customs and Border Protection (CBP) for import compliance, and the Bureau of Industry and Security for export control compliance. This position will facilitate PNA's relations with customs brokers and CBP under the concept of informed compliance and reasonable care. This person will also implement and manage all Customs and Border Protection programs.
**Compliance Operations and Staff Management**
+ Manager to oversee the staff responsible for the daily customs compliance and duty savings for PNA Companies and to ensure compliance to all government regulations and laws.
**Compliance Operations**
+ Maintain the model master for PNA Companies and Factories located in the United States
+ Oversee import and export regulatory compliance processes, including:
+ Manage process of HTS classification, valuation, and country of origin issues for imported commodities.
+ Support of foreign trade zone issues.
+ Ensure compliance with other government agency requirements including TSCA, FDA, FCC, APHIS, and others.
+ Oversee entry issues and requirements for proper declaration to CBP.
+ Oversee process for export control compliance including ECCN, Schedule B, and party screening.

**Staff Management**
+ Manage five staff in the department and performs the following functions for the Logistics Department Oversee staff activities to insure correct commodity classifications.
+ Train staff in procedures, both in import and export compliance.
+ Ensure staff is skilled in critical areas of expertise in a wide array of compliance areas to support the compliance process.
+ Revise and create forms for the use of the staff

+ Work closely with PNA Legal to insure proper coordination of a variety of complex compliance issues.
