DESCRIPTION
The Federal Planner-Department of Defense will join a collaboration of experienced planners, landscape architects, and project managers dedicated to having a positive impact through effective planning. The ideal candidate will be driven, intellectually curious, and committed to excellence. The Federal Planner-Department of Defense will serve as task lead and lead planner on multi-disciplinary planning projects for Department of Defense clients. This position will be responsible for preparing master planning and strategic planning documents. This role requires strong analytical skills, real property expertise, and a minimum of 5 years of experience working with or for the U.S. Department of Defense. Please note that this role requires U.S. Citizenship and the ability to travel on-site to client locations in the U.S. and overseas.
Anticipated work includes:
- Conducting master planning services for Department of Defense clients primarily and other Federal clients as needed.
- Engaging with clients and stakeholders through the organization and facilitation of on-site charrettes, workshops, interviews, and site visits, in both leadership and support capacities.
- Managing projects and personnel effectively to ensure successful outcomes.
- Preparing comprehensive written and supplementary content for project deliverables, which may include Master Plans, Installation Development Plans, Vision Plans, Area Development Plans, District Plans, Transportation Management Plans, Installation Planning Standards, Requirements Analyses, Planning Charrette Reports, Facility Space Optimization Plans, DD1391s, and additional federal planning documents.
- Contributing to business development initiatives, including the preparation of SF330 and similar Federal proposal documents.
The ideal candidate will possess:
- The ability to coordinate, work with, and advise DoD clients on how to achieve their desired planning and infrastructure end-state.
- A strong desire to work with members of the DoD onsite and virtually throughout concurrent project lifecycles.
- Proficiency in task-oriented oral and written communication for preparing and presenting reports and projects.
- Quantitative and qualitative analytical skills.
- The ability to work independently, as well as in multi-disciplinary teams.
- Knowledge of planning principles, military installation configuration, and how to apply planning best practices to DoD real property assets.
- Experience analyzing DoD missions sets and communicating the real property implications involved during decision making processes.
- Ability to conduct research and write planning reports on land use, physical, social & economic conditions, and mission requirements.
- Demonstrated experience and appropriate training in employing strategic planning and space planning techniques to develop long- and short-range plans.
- Understanding of real property, its support systems, and ability to clearly convey data to support data-driven planning.
Required Qualifications:
- A minimum of 5 years of experience working with or for the U.S. Department of Defense.
- Direct experience leading U.S. Department of Defense master planning projects, developing programming documents for the U.S. Department of Defense, and/or experience with military real property management.
- Familiarity with Department of Defense data systems and guidance; please specify which systems and guidance in your application.
- Proficiency in Microsoft Office tools (Word, Excel, PowerPoint, Teams) and comfortable with learning and leveraging artificial intelligence (AI) tools such as Microsoft Co-Pilot.
- Availability to travel to client sites in the U.S. and overseas (25% of time).
- This role requires U.S. Citizenship.
Preferred Qualifications:
- A bachelor's degree (or higher) in urban planning, project management, landscape architecture, architecture, civil engineering, environmental science, geography, related field (or equivalent professional planning experience).
- Credentialing, such as AICP, PMP, PE, GIS-P, or RLA.
- Experience with Esri ArcGIS Suite and/or AutoCAD.
- Experience with AutoCAD and/or similar drafting software.
- Experience with Adobe Suite (Photoshop, Illustrator, InDesign).
- Experience utilizing military real property systems such as FRAME, ePRISMS, iNFADS, RPLANS
COMPENSATION
The range for this role is $85,619 - $112,375; this will be dependent on the experience and expertise of the incoming candidate.

Public Safety Officers (PSOs) are vital to promoting a safe and secure campus. PSOs report to Manhattan University Supervisors and are responsible for the following:
* Protect Manhattan University personnel and facilities against the hazards of fire, accidents and vandalism; enforce all regulations, including those in department manual for Security Officers
* Secure premises and personnel by patrolling property; monitoring surveillance equipment; inspecting buildings, equipment, and access points; permitting entry
* Protect the building structure and grounds to which officer is assigned, including the contents, occupants and visitors; patrol as assigned and seek out and take preventive action against existing hazards or conditions which may cause injury, damage or interference with normal operation, and report same immediately
* Complete reports by recording observations, information, occurrences; interviewing witnesses; obtaining signatures
* Ensure operation of equipment and systems; troubleshooting malfunctions; calling for repairs
* Follow procedures for various initiatives, including fire prevention, property patrol, parking enforcement and accident investigations
* Guide visitors and assist in a courteous manner; return lost or found articles to Public Safety Office; assists ill or injured persons in obtaining care, and report such events immediately by radio and on proper report forms
* Public Safety Officers are required to use computer systems and other technology, namely access control, visitor management and security camera systems
* Public Safety Officer will be assigned to work either a day, evening, or overnight shift depending on the needs of the department. The position requires the Security Officer work holidays, weekends, nights, and a variety of shifts and overtime when circumstances warrant. PSOs are considered Essential Personnel in order to maintain the safety and security of University property, personnel, affiliates and visitors
* Perform related duties as assigned
REQUIREMENTS:
* High School Diploma or equivalent
* Valid NYS Guard License, NYS Dept. of States 8-hour mandated certificate training

1. A minimum of three years public safety experience preferred. Alternate training may be accepted in lieu of public safety training, i.e., military or civilian police, degree courses in criminal justice, specialized certification programs, etc.

St. Vincent's Medical Center in Bridgeport has more than 3,200 employees. It includes a 473-bed community teaching hospital, a 76-bed inpatient psychiatric facility in Westport, a large multispecialty provider group, and special needs services for adults and children. St. Vincent's is the first hospital in Fairfield County to be integrated into the Hartford HealthCare network, and is the system's second-largest hospital.
Job Summary
Public Safety Officers serve as front line guardians to the Hartford HealthCare Community by providing customer service and ensuring our environments are safe, secure and more prepared for all of our patients, visitors, colleagues, clinicians and physicians. Public Safety Officers are equipped to prevent hazardous situations with their presence, respond and manage hazardous and emergency situations and provide support and resources when situations are successfully managed.
* Provides professional, customer service focused assistance to the HHC Community including patients, visitors, families, colleagues, clinicians, physicians, and the first responder community, among others.
* Patrols and rounds facility to identify concerning activity, safety concerns or other problems. May be assigned to fixed areas to check credentials, provide information or directions. When assigned to mobile patrols, operates vehicles in a safe manner complying with all traffic and safety rules.
* Provides a timely response, uses problem solving to take appropriate action to manage and investigate security incidents and hazards.
* Maintain current knowledge of instructions, policies and procedures and performs work in accordance with these guidelines.
* Shares information with other Public Safety Officers, maintains accurate activity logs and completes reports and documentation.
* Partners with law enforcement and other first responders when circumstances warrant.
* Informs supervisor or other leadership of unusual situations and request additional assistance as needed.
* Completes other duties as assigned.
* One (1) year of relevant experience (public safety, corrections, emergency medical services, military) required.
High school diploma/GED required
* Valid driver's license required
* Valid CT Guard Card required
* Ability to read, write, speak and understand English required
* Two (2) years of relevant experience preferred
* Basic First Aid and CPR preferred
* Crisis Prevention Institute (CPI) preferred
* Management of Aggressive Behaviors (MOAB) preferred
* Multilingual preferred
* Ability to exercise discretion and use good judgment to perform duties promptly and consistently with little direction based on the current circumstances.
