Project OverviewThe Register of Wills (ROW) Department is charged with the protection of Maryland’s Generational Wealth and requires IT services to develop, maintain, and operate applications and a distributed network of PCs, peripheral equipment, and servers. ROW operates in twenty-four (24) local jurisdictions (twenty-three (23) counties and Baltimore City), hereinafter referred to as “ROW Offices.” The ROW client/server application is served by central servers installed within the Comptroller of Maryland’s Annapolis Data Center. The network consists of approximately four (4) central servers, twenty-four (24) office support servers, twenty-six (26) routers, 350 workstations, 260 printers, and 200 scanners. The twenty-four (24) ROW LANs are linked by a Wide Area Network (WAN) to central servers housed at the Annapolis Data Center.

* Work within a small, specialized technical team to deliver full life-cycle system development support in a rapid environment
* Provide consultative services to AMOC management staff
**Responsibilities:**
* Continued development, enhancement, and maintenance of web interfaces to radar analysis and air surveillance systems
* Interface with systems from other Government agencies for data ingestion
* Provide consultative services to AMOC management staff
* Develop and execute software test plans
* Responsible for software configuration management
* Responsible for maintaining system documentation
* Performs requirements analysis and system design
* Perform system configuration and installation
* Perform required production support
* Develop and write system and user documentation
* Provide regular project status to program managers
* Some travel may be required
**Qualifications:**
**_Required:_**
* Must be a US Citizen
* Must possess a DoD or DHS Secret Security clearance
* Must be able to successfully pass and maintain a CBP Background Investigation
* At least two years of software engineering and development or related experience with specialization in:
* Web development using tools such as - but not limited to - JavaScript, PHP, Ruby on Rails, and HTML5
* Interfacing with Oracle 19 databases
* Software development experience to include object-oriented design and analysis
* Strong understanding of user interfaces, cross-browser compatibility, and general web technology and standards
* Strong understanding of security principles and how they apply to web-based applications
* Strong problem-solving skills
* Good communications skills, both oral and written
* Ability to work alone or as part of a team
* B.S. or B.A. degree in an appropriate technical discipline, such as Physics, Math, Electrical Engineering, Mechanical Engineering, Computer Engineering, or Computer Science with two years of professional development experience
* Five years of verifiable experience in the engineering, software development, or other related fields can be substituted for a bachelor's degree

The proposed salary range for this position is:
$76,000 - 155,700 USD
