We are looking for a talented and experienced Computer Programmer / Software Developer to join our dynamic team.

You will design, develop, test, and maintain in-house software applications in C# and will be responsible for creating a variety of reports accessing data from different relational databases (incl. SQL Server, Access and DB2) to support AutoCAD drafters and designers as well as management and support personnel. The ideal candidate should have a strong background in software development, Power BI, a deep understanding of C# programming principles, and the ability to work collaboratively in a fast-paced environment.

Familiarity with Visual Basic.Net, VBA and Lisp are desirable.

Candidate should demonstrate an interest in and willingness to use and increase their knowledge of AI systems and techniques. Please be prepared to demonstrate your competence in AI and Power BI

Responsibilities

- Design, develop and deploy new features in our in-house software application using the C# programming language.

- Create, modify, and maintain existing and on-demand reports.

- Test, debug and resolve software issues promptly.

- Write clean, efficient, and well-documented code.

- Be familiar with interacting with databases, including the use of SQL (Structured Query Language) to create and query tables.

- Work closely with management and other developers to ensure accurate assessment of requirements to deliver high-quality software solutions.

- Create and maintain comprehensive documentation for software applications, including technical specifications and user manuals.

- Keep abreast of industry trends, best practices, and emerging technologies related to C# programming.

Required Skills:

• Ten (10) years’ experience in providing application development support in a multi-user, LAN-based, Microsoft Windows environment.
• Five (5) years’ experience with Microsoft Visual Studio 2015 Professional Edition suite with Visual C#. development programming platforms & utilities.
• Five (5) years’ experience installing, configuring, operating, managing, and troubleshooting problems with the Highview Imaging Application.
• Five (5) years’ experience in providing help desk/application support services to a minimum of 300 users.

Duties:

• Must be able to determine costs for converting computer systems from one language or machine to another by utilizing compilers, simulators, emulators, and/or language translators and recommend better utilization of operating systems capabilities to improve system efficiency.
• Must be able to develop, manage, maintain, and evaluate state-of-the-art computer hardware, software, and software development tools; evaluate their ability to support specific requirements and interface with other equipment and systems; determine potential and actual bottlenecks; propose recommendations for their elimination; and make recommendations for systems improvements that will result in optimal hardware and software usage.

Education:

• A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical

General Experience:

The Register of Wills (ROW) Department is charged with the protection of Maryland’s Generational Wealth and requires IT services to develop, maintain, and operate applications and a distributed network of PCs, peripheral equipment, and servers. ROW operates in twenty-four (24) local jurisdictions (twenty-three (23) counties and Baltimore City), hereinafter referred to as “ROW Offices.” The ROW client/server application is served by central servers installed within the Comptroller of Maryland’s Annapolis Data Center.
