Under direction from the Director of Real Estate Development, independently lead and manage development activities for the development and execution of the Tulsa Housing Authority's (THA) Housing Strategy, Redevelopment Initiatives, and planning and execution of any other HUD related programs for THA Developments (Includes but not limited to RAD, Public Housing, Part 58). This position will oversee activities in compliance with applicable federal, state, and local law and assist with project mixed-source financing, housing and development policy, and public meetings through the completion of property redevelopment. In this role, the employee with collaborate closely with internal THA departments, and will work to general additional development opportunities in Tulsa.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Leading and managing project team meetings with internal THA staff, partners, lenders, and investors.
- Manage multiple development projects from concept through construction to final endorsement leading the project team to ensure milestones are tracked and achieved timely;
- Assist with developing, coordinating, and administering THA's Housing Strategy for the agency's long and short-range property acquisition, capital improvement and development endeavors;
- Assist with the conversion and recapitalization of THA Developments to the Rental Assistance Demonstration Program and other Public Housing related programs;
- Support the Department of Construction and Development Services on housing and other development opportunities from the pre-development phase through financial closing, providing technical expertise including project scope, initial feasibility analysis, site selection and acquisition, design scope, financing, and entitlements;
- Conduct research, analysis and conflict resolution on planning and development opportunities having a high degree of complexity and public interest;
- Support the Department of Construction and Development Services on the analysis of complex applications, development proposals and low-income housing tax credit (LIHTC) applications for compliance with appropriate regulations and policies; prepare written correspondence, reports and recommendations;
- Assist THA Project Based Voucher Selection Committee, preparing and providing a financial analysis of each application as outlined in the Request for Proposals;
- Support the Department of Construction and Development Services in the management of partnerships with external development partners including but not limited to consultants, non-profits, real estate developers, and lenders;
- Support the Department of Construction and Development Services in the management of grant performance and reporting requirements for a variety of programs, contracts and agreements;
- Assist in the development and on-going maintenance of development processes, procedures and templated materials in support of the THA Development process, including but not limited to project team materials, project reporting and financial modeling;
- Manage the working financial model for assigned projects.

EDUCATION and/or EXPERIENCE
- Bachelor's degree in political science, finance, urban planning, architecture, or a related field, or experience equivalent
- Experience in project management required.
- Master's degree in political science, finance, urban planning, architecture, or a related field, or two years of relevant professional experience preferred.
- Oklahoma valid driver's license is required.

As a Development Project Manager, you will play a pivotal role in providing project management, design, and analytical civil engineering expertise for a wide range of Development and other civil infrastructure projects. Your primary responsibility will be to manage and design projects in compliance with applicable processes, codes and standards, while meeting customer specifications. This will require your ability to produce, review, or manage the production of design and construction documents for projects, from conceptualization to final construction. SUMMARY
Under general supervision of a Team Leader, a Development Project Manager is responsible for project management and engineering design tasks, including detailed calculations, plan preparation and review, quantity take-offs, cost estimates, technical specification writing, inspections, CAD and other tasks as may be required.
ESSENTIAL FUNCTIONS
Responsibilities will include but not be limited to the following:
- Serve as Project Manager, Project Engineer, and Client contact on projects.
- Participate in Business Development activities.
- Sign and seal engineering work performed by you or that is performed under your direct supervision.
- Research design options codes and regulations applicable to the project and provide schematic level and preliminary designs while working closely with other team members.
- Provide detailed final designs and produce mark-ups to incorporate in drawings.

EDUCATION/EXPERIENCE/LICENSURE
Bachelor of Science degree in Engineering or equivalent from an ABET accredited four-year college or university. Hold a Professional Engineering License in the State of Missouri, or obtain one within six months of employment.

Position Summary:
Position will be responsible as the primary owner of assigned projects from inception to construction completion and closeout including but not limited to the scope, schedule and budget for each project. Coordination with all internal and external stakeholders is required to bring the assigned projects to successful completion.
Responsibilities:
1. Collaboration: The DPM should own and exemplify cross-functional and external collaboration with all stakeholders to most efficiently execute a project or program to meet EGA's desired outcomes.

4. Permitting: The DPM will be responsible for the coordination of all permit submissions necessary for the construction of any given project.
5. Construction Administration: The DPM will be responsible for all activity related to Construction Bidding, GC Selection/Qualifying, Construction schedule, GC/vendor payment, final construction budgets & construction oversight and closeout. DPM will be required to travel to job sites on an as needed basis.
6. Overall Project Management: the DPM will be expected to exhibit the best practices of project management to arrive at accurate budgets at all phases for approvals, develop overall project scope and ensure projects remain on schedule individually and as part of an overall program.

SUMMARY:
Under direct supervision, plans, develops, coordinates and directs all phases of medium to large-scale, high profile construction projects. Coordinates with internal and external organizations and government agencies to successfully implement project delivery. Assists with developing, instituting, and improving the cross-functional processes and procedures regarding project management, work management, and cost estimating
Assists with integrating corporate initiatives such as safety, environmental, reliability improvement programs into the corporate CMP process and procedures for large electric construction projects
Affirms the project delivery of large scale construction projects; leads internal and external meetings

WHAT YOU’LL DO
As the Development Project Manager, you will directly manage all aspects of development of land or an existing site/building from contract execution through building permit approval. You are responsible for contracting and managing all external consultants involved in the due diligence, design, engineering, and permitting processes for New School design and construction. You will serve as the point person throughout the entire development phase and ensures that all required permit approvals have been obtained, ready for Construction to commence. To be successful, you will use your related experience and background to provide effective management and direction to our internal and external project teams driving excellence in project management execution in development. This is a full-time, field-based role.
- Engaged collaboration during the initial leasing / purchase agreement phase with Real Estate Director by: reviewing all proposed sites in-field, provide cost, development timing and permitting analysis back to Real Estate for review and consideration; provide early development procedures by researching municipal requirements
- Create tailored development schedules for a land purchase or lease based on zoning status, conditional use permits, platting and required third party approvals to pursue speed to construction start for a given project; manage on weekly basis and be accurate on reporting
- Effectively manage and lead an internal and external team of external consultants including architects, civil engineers, professional service providers and vendors in pursuit of all municipal approvals as necessary for site development; provide documentation as required for Franchise Owner financing as required
- Lead and present at local staff, design review boards, planning commission and city council meetings to represent the Franchise Owner and Primrose in pursuit of zoning and site plan approvals
- Manage the launch and receipt of all given due diligence work during the inspection period to qualify a land site or existing building / site ranging from Title Reports, ALTA Survey, Geotechnical reports, Environmental reports, Sign Surveys, Property Condition Evaluations and more depending upon the site
- Play critical project management, coordination, and communication role with all stakeholders including the Franchise Owner(s), team members, architects, civil engineers, expeditors, vendors and more
- Effectively reduce development task durations with engaged interactions and proactive tactics with all stakeholders including jurisdictional departments; relationship focused with municipalities
- Travel to markets with development activity to meet with jurisdictional members engaged on projects that require improved results and outcomes
- Pursue all approvals from County, City, State & more to prepare a land site or existing site/building for Construction
- Effectively communicate and collaborate with the Franchise Owner(s) and all stakeholders each step of the way through the development process
- Meet established development timelines by: reviewing and updating development project schedules regularly for assigned projects, ensuring all stakeholders, consultants and team members are provided with accurate and timely information, verifying delivery of development tasks are synchronized with schedules, regularly monitoring and reporting of progress for all projects, visiting sites and municipalities as needed
- Identify and provide value engineering ideas and opportunity for savings regularly through project evaluation
- Work in a team
- Complete all required documentation / paperwork / communications and provide timely and accurate project status reporting while traveling
- Bachelor's degree; Construction Management, Architecture, Engineering or related discipline
- 5+ years of development management in the commercial construction industry or equivalent as an Owner’s Representative, or any similar combination of education and experience
- Experience in pre-construction and land development efforts ranging from site planning, grading plan reviews and utility design and review
- Expertise in Feasibility / Due Diligence, Site Planning, Permitting, Site Analysis, civil design and construction, Entitlements, Land Use, Land Planning, Utility Providers and Construction
- Proven experience in working with local municipalities and organizations to pursue site plan / zoning approvals for a given concept
- Proficient in preparing and tracking detailed project budgets and schedules
- Proven experience leading and managing numerous facets of multiple projects simultaneously
- Solid understanding of construction industry, terminology, codes, documentation, and design disciplines
- Ability to read, understand, and apply construction standards and plan sets
- Proficient with project management scheduling software (e.g. Microsoft Project)
- Ability to conduct weekly project meetings either onsite or via conference calls with clients, contractors, vendors, and other stakeholders
- Demonstrated customer/vendor relationship building experience
- Excellent organizational, presentation and communication skills
- Ability to travel 50%

This position will be on site in our NYC office
- Manage project communication between departments including Real Estate, Legal, Design, Construction, Operations, Marketing and external team members including Consultants, Landlord's, Local Municipalities, etc.
- Forecast schedules for an average of 25 projects while managing tasks to ensure the projects stay on schedule, including updating critical dates in Site Folio and distributing monthly development schedules.
- Report to Leadership on a weekly basis. Consistently focus on reducing timelines to meet goals and recognize opportunities for reduced durations.
- Prioritize projects and team member deliverables (from real estate, design, construction and procurement).
- Primary point of contact for Landlords for project development post LOI/Lease through construction start.
- Coordinate with developers and landlords throughout project development to ensure all construction documents were fully reviewed, approved, and consistent.
- Manage landlord notice requests for drawing approvals, credit letters and possession letters.
- Manage Landlord allowance application process to secure collection of TI.
- Direct team of architectural consultants, civil engineers and permit consultants for each project through phases of contract, site investigation, conceptual plans, CD production, permitting, construction and close-out.
- Negotiate contract pricing, terms and quality/service stipulations, and enforce cost and performance expectations.
- Minimize Just Salad's risk through ordering due diligence and performing an analysis of Existing Condition Surveys, Alta Surveys, Geotechnical Reports, Environmental Surveys, ALTA surveys, sign code studies, traffic studies, etc.
- Lead design kick off meetings with consultants, designers, and project team members.
- Assist in lease negotiations related to work scope, exhibits, and project timing deliverables.
- Represent Just Salad at various city meetings to secure approvals such as Planning and Zoning,
- Secure Permits - Facilitate permit and license applications and payments required for new store opens including building, health, patio, sign variances, etc.
- Manage soft cost tracking log which documents consultant contracts, add services, and all other development soft cost invoices for new store opens
- Manage bid notification emails to architect and distributing bid packages to General Contractors and Vendors using Procore
- File document management on Sharepoint and Site Folio including new project set up and ensuring all documents are up to date.
Required Knowledge and Skills
- 3-5 years of project management experience
- Experience working in the following industries: food + beverage, hospitality, retail preferred
- Excellent oral and written communications skills, highly organized and detail oriented.
- Current knowledge of relevant professional building codes, health codes and compliance issues.
- Ability to work both independently and in a team environment.
- Strong work ethic and professional attitude with ability to thrive in a fluid, fast-moving, high pressure and constantly changing business environment.

POSITION SUMMARY
The Development Project Manager is responsible for the day-to-day management of new construction and rehab development projects from concept through construction completion. The Development Project Manager will work closely with the Development Team of professionals to finalize site design, submit applications to state and local agencies, manage site and unit capital improvements, and lead the due diligence process to complete financial transactions. Keys to success in this role are the ability to drive objectives, meet deadlines, attention to detail, being highly organized, ability to convey key project milestones and challenges, and to thrive on innovation and creativity to provide viable solutions to accomplish a shared goal.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Primary duties include:
- Preparing and submitting all required financing applications to state and local agencies.
- Supervision of the due diligence process for acquisition, construction, and permanent debt financing.
- Reviewing financial proformas and updating financial projections to reflect changes in market conditions.
- Ensuring that the construction and renovation of real estate developments complies with federal and local regulations.
- Leading regular Owner/Architect/Contractor meetings.
- Regularly conducting site visits to validate progress and identify potential project risks and develop mitigation strategies to minimize impact on project timelines and deliverables.
- Collaborating with colleagues and third party professionals to manage the construction process, construction budgets, and development timeline.
