Assist Offices and Departments with: Assessment and documentation of potential business impacts (Business Impact Analysis) including Recovery Time Objectives (RTOs) and Recovery Point Objectives (RPOs) Definition of critical, time-sensitive functions and systems. Design, develop, and document work area (business function) business continuity plans. Facilitate Risk Assessment and documents business disruption scenarios including potential causes, severities, durations and recovery strategies. Recommend recovery strategies and options and assist with the implementation of recovery solutions. Develop and facilitate annual business continuity and disaster recovery testing and "table-top" exercises that simulate potential BC/DR scenarios. Provide BC/DR training and awareness for executives, management and employees. Ensure all aspects of the BC/DR and Pandemic Programs adhere to regulatory requirements. Ensure adequate BC/DR planning, documentation, testing and recovery of critical 3rd party vendors. Compliance with any and all BSA/AML/CFT and Sanctions requirements set forth by Bank Policy and Procedure, including but not limited to timely completion of assigned training. The State Maintenance Operations Unit is responsible for developing and formulating uniform maintenance policies and procedures for statewide implementation throughout the Division of Highways field operations. This function includes standard disaster reporting and accounting policies. During a natural (such as hurricanes and snowstorms) or manmade disaster, the State Maintenance Operations Unit becomes the main point of contact for the Chief’s Office, the affected divisions, North Carolina Emergency Management (NCEM), Federal Emergency Management Agency (FEMA), and Federal Highway Administration for all policies (FHWA), procedures and decisions regarding storm clean up and reimbursement. This unit also provides mapping, road inventory data, training, engineering expertise, research, product evaluation, funding, mapping services and administrative guidance to the field maintenance forces of approximately 6,000 of which are spread across the 14 highway divisions. This position will administer NCDOT’s response and recovery program by advising NCEM, FEMA, FHWA and local government officials on NCDOT’s policies regarding disaster response, recovery, and debris removal policies. Coordinates with the Chief Engineer’s Office, Fiscal section, and field divisions to manage storm specific FEMA requirements. Conducts field inspections with NCEM and FEMA/FHWA on individual disaster sites answering questions about repairs made. As onsite coordinator/liaison for NCEM, FEMA, FHWA, this position needs knowledge of site conditions, field materials and equipment. Reviews all disaster policies and procedures to ensure compliance with statewide maintenance policies and best management practices, including environmental policies. Candidates must be local to the DMV area for this hybrid (3 days weekly onsite) role.
Duties and Responsibilities:
Strategy & Planning:
1. Conduct risk assessments and business impact analyses to identify vulnerable areas within the company's critical functions.
2. Recommend and implement disaster avoidance strategies and impact reduction strategies.
3. Confer with IT department and other key personnel to determine if changes in hardware or software configurations affect disaster recovery plan outcomes.
4. Direct and coordinate staff efforts to formulate department-specific disaster recovery plans.
5. Conduct research on emerging products, services, protocols, and standards in support of contingency planning and development efforts.
Requisition & Deployment:
6. Interact and negotiate with vendors, outsourcers, and contractors to obtain protection services and products.
7. Download and test new disaster recovery software and/or technologies.
8. Recommend, and where necessary, schedule and perform security improvements, upgrades, and/or purchases.
Operational Management:
9. Develop and establish disaster recovery procedures for the restoration of mission-critical business applications in the event of natural disasters, technical failures, power outages, and human interference.
10. Manage and coordinate all aspects of actual recovery plan implementation and efforts, including initial emergency response, recovery procedures, and business resumption processes.
11. Develop, implement, maintain, and oversee enforcement of policies, procedures and associated plans for disaster recovery administration and business continuity based on industry-standard best practices.
12. Inform and train staff members on their responsibilities concerning business continuity procedures and emergency response.
13. Ensure that company equipment, systems, services, and facility are compliant with disaster recovery plans and procedures.
14. Ensure the preservation of vital information, data, or media through diligent maintenance of hard copies and backup equipment.
15. Continually conduct simulations and test runs of system disruptions in order to revise and perfect plans.
16. Assess need for any security reconfigurations (minor or significant) and execute them if required.
17. Where appropriate, recommend, schedule, and apply fixes, security patches, and any other measures required in the event of business disruption.
18. Investigate and select locations for off-site storage of data and backups.
19. Keep current with emerging security alerts and issues.
20. Manage and/or provide guidance to junior members of the team
Education:
1. Master's Degree in Information Technology or Computer Science OR Bachelor's degree with a combination of education and successful work experience (10 years)
2. DR/BCP Certification in specialized areas (Required)
Qualifications:
1. Minimum (3) years of experience in design and maintenance of public/Gov cloud solutions with a focus on Microsoft Azure (Gov preferred) IaaS, PaaS service like Database services, Kubernetes etc.
2. Minimum (3) years of experience providing IT administration and/or engineering services managing Windows and Linux Servers and Services.
3. Broad hands-on knowledge of disaster recovery planning and other industry-standard techniques and practices.
4. In-depth knowledge of all types of disasters, natural or otherwise, and their effect on company technologies.
5. Working technical knowledge of current systems software, hardware, protocols, and standards
6. Strong knowledge of network administration/protocols
