Description :
Under the supervision of a Technical Unit Supervisor, this position is part of a team that has overall responsibility for the computer and network infrastructure that supports the operations of the Wisconsin Court System enterprise, which includes over 6,000 computing devices. Specifically, the Field Service Technician - Contractorwill service court customers throughout the state and will be based in Madison, Wisconsin. This position has five main areas of responsibility: 1) Provides maintenance and support for Wisconsin Court System software and hardware. 2) Installs, configures and troubleshoots computer hardware and software in county courthouses and court system offices throughout Wisconsin. 3) Provides technical customer support to all court system employees and takes corrective action. 4) Performs field service to upgrade hardware or troubleshoot and resolve technology issues. 5) Responds effectively and efficiently to unplanned events such as system failures or natural disasters involving production systems.
Travel requirements will fluctuate based on time of year and CCAPs workload. This position is in person in Madison, WI, with a minimum of 75% statewide travel required.
Knowledge, Skills, and Abilities Required

ENGAGEMENT DETAILS:
- THIS IS A FULL-TIME (40 HOURS/WEEK) POSITION FOR THE DURATION OF THE PROJECT.

POSITION SUMMARY
This is an advanced professional position providing software developmentexpertisesupporting Department of Revenue initiatives. This position:
- Analyzes, designs, develops, enhances and supports the Wisconsin Income processing and Audit System (WINPAS), a Department of Revenue (DOR) commercial off-the-shelf packaged application (COTS), including in-house custom developed applications and subsystems on web-based platform.
- Supports the overall lifecycle for creating, maintaining and supporting DOR IT applications through requirements elicitation, analysis development, testing and implementation.
- Plans, leads and performs testing activities for assigned system maintenance and enhancement requests.
As a team-member, this position participates in projects to define requirements and develop IT applications that support DOR business processes. This position proposes design and system alternatives in response to customer requests. This position also develops specifications according to DOR systems development, project management and configuration management methodologies.
The position requires comprehensive knowledge of Object-Oriencted software programming techniques and programming languages (like Microsoft .NET, Java, PL/SQL, etc.), relational database programming like SQL for systems such as Microsoft SQL Server, Oracle and analytical and problem resolution methods. The position also utilizes excellent communication skills, and the ability to work effectively within a team development environment.
The position works independently under the broad policy guidance of the Business Intelligence Services Management Information Chief.
RESPONSIBILITIES
A. Perform advanced level programming tasks needed to develop, enhance, maintain and support complex IT applications consisting of commercial off-the-shelf packaged application (COTS) WINPAS, in-house custom developed applications on LAN and web-based platforms according to DOR standards.
A1. Design and code complex programs using object-oriented design for new and existing systems (user interfaces, reports, batch jobs, business logic, data access modules) to meet user needs and specifications using approved DOR development toolkits and programming languages (like Microsoft .NET - C#, VB.NET, ASP.NET, Java, PL/SQL, SQL, etc.) in an integrated development environment. Develop reusable software and procedures that integrate two or more applications.
A2. Prepare problem definitions, workflow procedures, test files, and system flowcharts necessary for effective support and maintenance of assigned systems.
A3. Develop effort estimates and completion dates for assigned work. Review and finalize estimates with supervisor and/or designee. Complete assigned work per finalized estimates and completion dates.
A4. Use and develop prototypes, modules, components, utilities and other software aids as required.
A5. Monitor problem queues and respond to user requests in support of maintenance and enhancement requests. Update tracking systems to log work on problems and to document current status.
