The County of Monterey's Health Department, Emergency Medical Services Bureau is seeking dynamic, energetic, and motivated candidates to fill two (2) EMS Analyst positions. The EMS Analyst is a management classification. The position is a full-time regular status position. The EMS Analyst will report to the EMS Director and performs program management, as well as administrative, analytical, and oversight activities to ensure that EMS providers in the County conform with federal, state, and local regulations related to the delivery of prehospital emergency medical care.

The EMS Analyst's key responsibilities include: analyzing, recommending, and implementing solutions to improve the EMS system; evaluating operational, contractual, and clinical performance and recommending methods to improve performance; serving as a liaison between the EMS system, County, and other stakeholders; coordinating and leading stakeholder meetings; writing technical and policy reports; assisting in the certification and accreditation of prehospital personnel; conducting EMS case reviews to ensure high quality prehospital medical care and adherence to county protocols; managing, reviewing, and revising EMS System multi-casualty incident (MCI), medical disaster preparedness, and response programs; developing and revising, through a consensus-based process, EMS System clinical and operational policies and procedures; and development, maintenance, and application of professional knowledge in applicable areas including job-related rules, statutes, laws, professional literature, and industry trends; managing programs, including Quality Improvement/Quality Assurance (QI/QA) programs. The EMS Analyst will also, on a rotating basis, serve as the on-call EMS Duty Officer to oversee and coordinate EMS system responses to MCIs, disasters, declared emergencies, or other critical incidents.

The Eligible List established by this recruitment process will be used to fill current and future vacancies, both regular and temporary, as they arise.

Will have a proven track record demonstrating the following knowledge, skills, and abilities:

  • Principles, techniques and equipment used in basic and advanced life support prehospital care
  • Applicable laws and regulations governing basic and advanced life support prehospital systems, the Emergency Medical Services System and Prehospital Emergency Medical Care Personnel Act
  • Capabilities and applications of electronic management information systems

Working Knowledge of:

  • Functions and operations of Emergency Medical Services Programs, including applicable laws and regulations

Skill and Ability to:

**SPECIFIC ELEMENTS AND ESSENTIAL FUNCTIONS*:**

Certificate: Possession of a valid Paramedic license and Advanced Cardiac Life Support certificate as defined by the American Heart Association or REMSA approved equivalent.

Experience: Four years as a Paramedic.

Summary of Position
Red Rocks Community College is seeking a dedicated and experienced Emergency Medical Services (EMS) Skills Instructor to support student learning in the psychomotor components of EMS courses. Under indirect supervision, the EMS Skills Instructor plays a critical role in reinforcing classroom instruction through hands-on skills labs that reflect current industry standards and practices. This part-time role works closely with course instructors and the EMS Program Director to ensure a high-quality, student-centered educational experience.

The EMS Skills Instructor is responsible for teaching and assessing students in practical lab settings using a variety of instructional techniques. The role includes providing constructive feedback, evaluating student performance, and promoting a respectful, inclusive, and engaging learning environment that encourages intellectual curiosity and professional growth. The instructor will also assist with setting up, maintaining, and breaking down skills stations, and ensuring equipment is used safely and correctly. Any equipment misuse or damage will be reported promptly.
The work schedule for this position varies, based on course availability at the Lakewood campus location. May require hours outside of normal work schedule. This position may work up to 28 hours per week, depending on budget and need.

Medical insurance is offered to instructors and other variable hour employees who have worked, on average, at least 30 hours per week in a 12-month period. RRCC/CCCS uses an initial 12-month measurement period to determine medical benefit eligibility, and a 12-month standard measurement period. Student employees are limited to working no more than 20 hours a week when classes are in session, and may work up to 28 hours a week, during academic breaks or breaks between terms at the discretion of the college, and non-classified hourly and temporary staff are limited to 28 hours in a workweek, depending on budget and need.   • Student Success & Support - Serve as an advocate for students and engage in activities that help students reach their goals by collaborating with Student Services staff to retain students, close achievement gaps, and help all students be successful. Advise students regarding class schedules, career information, internships, and other program-related information.
  • Professional Development - Continually improve knowledge and skills in emerging trends, current occupational practices, and teaching through professional development activities, networking with regional industry leaders, and the integration of new techniques and technology. Maintain Faculty Quality Assurance System requirements and licensure required to maintain individual and program accreditation.
Minimum Qualifications
Education and/or Experience Requirements:
  • Technical Diploma required (Associate degree or Bachelor's degree preferred).
  • Five years of occupational experience in the relevant field of instruction preferred, with at least one year of experience within the past five years. (One year of the occupational experience requirement may be waived if the individual has at least two years of post-secondary teaching experience in the appropriate occupational field within the last five years.)
  • Teaching or training experience is desirable.
  • Ability to plan, organize, instruct, and facilitate quality education programs, including development of relevant curriculum.
  • Qualified per FVTC requirements at time of, and throughout employment as an instructor. Must also meet and maintain Higher Learning Commission (HLC) requirements, Faculty Quality Assurance Standards (FQAS), and/or other job specific licensing standards.
Licenses, Certifications, and Other Requirements:
  • Wisconsin State EMS licensure at the level at or above the level of instruction.
  • Wisconsin Instructor II license through DHS/WTCS.
  • National Registry certification at the level at or above the level of instruction, unless licensed as a Paramedic prior to January 1, 2013.
  • American Heart Association BLS, ACLS, and PALS Instructor certification preferred.
  • Valid Driver's License.
  • Subject to FVTC's Motor Vehicle Records Check.
  • Upon hire, must maintain Faculty Quality Assurance System (FQAS) credentials and any licensure required by accrediting agencies to sustain program accreditation, if applicable.

PURPOSE AND SCOPE:

It is the responsibility of the teaching faculty to provide the learning activities and support that will lead to the achievement of the course objectives and contribute to the educational environment of the college and the community. Primary responsibilities are to plan, develop and teach courses within the curriculum in a manner that facilitates student learning.

Adjunct faculty are hired in a part-time capacity on a semester-by-semester basis, contingent upon the needs of the System. Lone Star College accepts application material year-round from qualified applicants willing to teach on a part-time basis. Adjunct (part-time) faculty hiring is based on student demand. We offer day, evening, and weekend classes. Classes are offered at various times and locations during the academic year. As a rule, adjunct faculty may teach a maximum of five classes per academic year.

27. Conducts and supervises continuing quality improvement - prepares daily & monthly reports. Evaluates call reports for protocol compliance, & documentation compliance of signatures, odometer readings,& HIPPA compliance.
28. Administers fleet maintenance program.
29. Prepares daily duty roster.
30. Covers the majority of Medic III on call shifts, including weekends (combined and shared by all Medic III staff).
31. Precepts new employees.
32. Ensure, employees adhere to pre-determined policy and procedure & meet all expectations.
33. Fulfills all compliance responsibilities related to the position.
Other Information:
Required: Associate's Degree.
Minimum Experience: one year.
The recommended renewal date. AHA PALS (or PALS-Instructor) course completion certificate that has not reached the recommended renewal date. CPR, EVOC (Emergency Vehicle Operation).
Paramedic license.
Desired: Bachelor's degree & supervisory experience.
