Job Description

Under the general supervision of the Director of Recipient Rights, the Recipient Rights Investigators (RRI) work at the Detroit Wayne Integrated Health Network (DWIHN) advocating for recipients and recipient services. Employees in this classification also make recommendations for improvements to the rights protection system.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Receives and reviews complaints of suspected or alleged violations of the rights of recipients of services in accordance with the Michigan Mental Health Code.
  • Investigates complaints of alleged violations throughout the Network's service delivery system.
  • Conducts interviews with recipients of services, witnesses, and employees.
  • Conducts reviews of service sites.
  • Writes comprehensive written reports of investigative findings.
  • Develops and recommends appropriate remedial action.
  • Monitors contractors within the Network's service provision system to ensure timely implementation and documentation of remedial actions.
  • Testifies in criminal and civil litigation as the investigator and subject matter expert in issues involving violations of the rights of recipients of service.
  • Partners closely with regulatory and industry counterparts and law enforcement agencies.
  • Monitors contractors within the Network's service delivery system for compliance with regulations, rules and policies related to recipient rights.
  • Prepares appropriate reports of the aforementioned reviews including corrective action plans for noted deficiencies.
  • Develops and maintains collaborative relationships with providers of service for the enhancement of the rights protection system.
  • Performs related duties as assigned.

REQUIRED EDUCATION:

A Bachelor's Degree from a recognized college or university in a Human Service, Social Service, Public Health, Public Administration, Healthcare Administration, Health Management, Business Administration, Conflict Resolution, Criminal Justice or a related field.

REQUIRED EXPERIENCE:

Two (2) years of full time paid investigative work experience in human rights and/or criminal justice.

REQUIRED LICENSE(S).

A valid State of Michigan Driver's License with a safe and acceptable driving record.

NOTE: Employees are required to have an operable vehicle available during work hours.

WORKING CONDITIONS :

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan. This position can work remotely with supervisory approval. Currently this position is primarily a remote position.

RESPONSIBILITIES

  • Conduct preliminary inquiries into allegations and draft memoranda recommending whether to open full civil rights investigations
  • Plan, coordinate, conduct, and evaluate in-depth affirmative civil rights investigations across the District

  • Conduct on-site investigations, including interviews with victims, witnesses, managers, and officials

REQUIRED SKILLS/EXPERIENCE

  • At least six (6) years of experience working with Law enforcement and/or enforcement of Civil Rights statutes.
  • Familiarity with Civil Rights statutes, including the Fair Housing Act and Americans with Disabilities Act.
  • Experience and expertise necessary to perform the tasks and duties listed above.

A Glimpse of the Job

The Civil Rights Investigator is responsible for conducting thorough, unbiased, and prompt investigations of allegations of discrimination or harassment in accordance with University policies, Title IX, the Americans with Disabilities Act, Titles VI and VII of the Civil Rights Act of 1964, and Texas state law. Investigations may involve allegations by or against faculty, staff, or students based on a protected class. The Civil Rights Investigator ensures that the University response to civil rights allegations is timely, thorough, and appropriate.

Job Responsibilities:

Hearing Administration and Investigations

  • Identifies potential violations of University policy and/or state and federal civil rights laws. Drafts charge letters, collects relevant evidence, and represents the university at hearings.

  • Conducts thorough, unbiased, and prompt investigations of allegations of discrimination or harassment in accordance with University policies, Title IX, the Americans with Disabilities Act, Titles VI and VII of the Civil Rights Act of 1964, and Texas state law. Interviews parties and witnesses using a trauma-informed approach to sensitive topics.

  • Collects digital and paper evidence. Maintains accurate records of steps taken in the investigation.

  • Distills voluminous information into a well-organized, written report that objectively represents all evidence related to the allegations.

  • Conducts credibility analyses and draws conclusions. Must be able to defend the Investigator’s conclusions at University hearings and in a court of law.

  • Collaborates with other campus partners.

  • Maintains confidentiality to the extent allowed by federal regulations, state laws and university policies.

Content Knowledge and Training Coordination

  • Maintains knowledge civil rights policies and laws. Allows the law to guide and shape the investigation

  • Represents the department at special events, community functions, and University trainings.

Required Education and Experience:

  • Bachelor’s degree or equivalent combination of education and experience.

Department Overview
The Director, Human Rights position can sit in our Chicago or Washington D.C. offices.
The Director of Human Rights will shape and advance McDonald's commitment to respect human rights across McDonald's restaurants, supply chain, and the company as part of the McDonald's Sustainability & Social Impact team within the Global Impact function. This role will lead the design and oversight of enterprise human rights strategies and governance outlining a multi-year vision for the business. The Director will report to the Senior Director of Social Impact and oversee the management of the Human Rights Manager. The Director will collaborate closely with key functional partners, such as Global Supply Chain, Global People, and Legal, markets, and external stakeholders to make sure that human rights is embedded into the business.
Responsibilities
+ Develop and lead McDonald's global human rights strategy and governance outlining a multi-year strategy, ensuring alignment with regulatory obligations, sustainability goals, and corporate values.
+ Oversee talent management of Human Rights Manager and drive capability building for internal teams to strengthen awareness, skills, and accountability for human rights.
+ Oversee management of cross-functional Human Rights Working Group, which governs the human rights management systems within functions and markets, and responsible for representing the group to senior leadership level, and shepherding key company policies and human rights management system improvements across the McDonald's System.
+ Represent McDonald's externally with NGOs, multi-stakeholder initiatives, government agencies, and industry peers to advance industry change on human rights.
+ Partner internally across functions (Supply Chain, Legal, People) to embed human rights priorities into business decisions.
+ Lead governance and reporting efforts for human rights, translating program outcomes into measurable impact for senior leadership and external stakeholders.
+ Identify opportunities to strengthen external stakeholder partners on human rights and key liaison for business on human rights issues.
Qualifications
+ 10+ years of experience in human rights, ideally for a global company and with demonstrated success influencing at a global scale.
+ Bachelor's degree required. Advanced degree in sustainability, business and human rights, such as an MBA or Masters in Sustainability, or Juris Doctorate with human rights law experience is preferred.
+ Exceptional communication, flexibility, influencing and interpersonal skills, often working with global, virtual and cross-functional teams
+ Demonstrated leadership role, within industry working groups, establishing a strong stakeholder network
+ Proven ability to build strategic partnerships and represent organizations externally.
+ Strong cross-functional collaborator and global mindset, able to align diverse stakeholders and drive results.

Position Summary
The Civil Rights Investigator is responsible for understanding and investigating Federal and State laws, regulations and related guidance regarding investigations of discrimination, sexual harassment, harassment, and retaliation complaints including ADA , Title VII , Title IX, Title VI, VAWA , sexual harassment, sexual misconduct, domestic violence, dating violence and stalking.
This position is primarily responsible for investigating allegations of discrimination, sexual harassments, sexual violence, relationship violence, stalking and retaliation, writing investigation reports, and being a witness in live hearings for Title IX cases.
Adherence to confidentiality is critical. The Investigator reports to the department's Director. This is a 12-month full-time administrative professional position, based in Fort Collins, with the potential for flexible work arrangements, including some remote work, however, on-campus presence is also necessary.
Required Job Qualifications
+ Bachelor's Degree in related field (higher education, gender studies, counseling).
+ Must have previous experience working with investigations of sexual misconduct.
+ Must have 2+ years of experience working with investigations (criminal and/or otherwise).
+ Must have excellent written and verbal communication skills.
+ Demonstrated ability to meet deadlines and perform professionally.
+ Must possess imagination, creativity, and a high level of self-motivation.
+ Must possess strong attention to accuracy and detail.
+ Demonstrated experience working with policy and compliance.
+ Knowledge of Federal regulations in higher education, including but not limited to Title IX, VAWA , and the Clery Act.
Preferred Job Qualifications
+ Demonstrated experience with Title IX investigations and compliance.
+ Familiarity with Maxient Case Management system.
+ Demonstrated experience working at a large public higher education institution.
