General Description:

Under general supervision, the Human Resources Generalist is responsible for various operational and clerical functions of the Human Resources (HR) unit. This position requires a team-oriented and customer service focused individual who thrives in an energetic and collaborative atmosphere. The Employment Services team, operating within the Human Resources Unit, is responsible for all recruiting, hiring, and promotional activities within the Volusia Sheriff's Office.

Minimum Qualifications:
  • High School Diploma or GED, AND
  • Two (2) years of Human Resources related experience.
  • Must be able to obtain and maintain Florida Crime Information Center (FCIC)/National Crime Information Center (NCIC) certification within six (6) months of hire date.
  • Must possess a valid Driver's License.
  • A comparable amount of education and experience may be substituted for the minimum requirements.
Essential Functions:
  • Acts as Subject Matter Expert (SME) in a specific concentration, including but not limited to: Employment Services, Benefits Administration, Retirement, Workers Compensation, Family Medical Leave, Employee Relations/EEO, Classification and Compensation, Liability, Professional Development.
  • Facilitates and manages position announcements for external, internal, and promotional opportunities.
  • Attends recruiting events, such as career fairs, job expos, and school career days.
  • Provides exceptional customer service to internal and external customers.
  • Responds to internal and external requests for information and assistance in a timely manner.
  • Performs day-to-day administrative tasks such as responding to voicemails and emails, maintaining employee files, and processing paperwork.
  • Develops specific goals and plans to prioritize, organize, and accomplish assigned workload.
  • Researches, prepares, submits, and maintains reports and other data for auditing and tracking purposes.
  • Interprets and explains human resources policies, procedures, laws, standards, and regulations.
  • Ensures compliance with laws, regulations, and standards using timely and relevant information and individual judgement.
  • Prepares and maintains employment records related to events, such as hiring, termination, leave, transfer, and promotion using human resources management system software.
  • Maintains current knowledge of Equal Employment Opportunity (EEO) and other guidelines and laws, such as the Americans with Disabilities Act (ADA).
  • Maintains and updates human resources documents, such as organizational charts, employee handbooks and directories, Standard Operating Procedures (SOP), and various forms used throughout the agency.
  • Facilitates and participates in employee orientations, agency training, and the dissemination of organizational information.
  • Gathers and analyzes information and evaluates the results to choose the best solution and solve problems.
  • Effectively coordinate with outside agencies and vendors to facilitate various activities.
  • Provides information to supervisors, coworkers, and Command Staff by telephone, in writing, e-mail, or in person.
  • Participates in the creation and implementation of General Orders, SOPs, and process improvement.
  • Attends meetings, conferences, and workshops.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County, and local ordinances.
  • Performs other duties as assigned.

Responsible for the successful deployment of processes related to the employment life cycle and will work closely with members of the leadership team to ensure that the District attracts and selects the highest level of talent possible.

ESSENTIAL JOB FUNCTIONS
  • Administer assigned employment processes facilitating a positive and productive experience for new employees.
  • Assist with employment transactions as needed, especially during periods of peak activity, for the purpose of ensuring accuracy and maintaining data integrity.
  • Assist in the development of job descriptions and provide input on the assignment of salary structures ensuring valid and reliable employment documentation.
  • Communicate and monitor selection process and policy to hiring managers ensuring internal and external compliance.
  • Communicate directly with applicants for assigned vacancies determining eligibility for considerations of employment and providing customer service, which can include phone calls, emails, and office visits from candidates and employees.
  • Develop staffing and recruitment plans in collaboration with hiring managers efficiently and effectively facilitating the selection process.
  • Administer/oversee stipends, volunteer capacity letters, and Letters of Appointment for applicable staff.
  • Facilitate meetings, workshops, seminars, etc. providing professional learning, supporting staff, identifying issues, recommended solutions, and serving as a District representative.
  • Manage assigned HR projects for the purpose of improving and expanding the service provided by the HR function.
  • Manage and ensure certifications and renewals as necessary, maintaining District standards.
  • Perform related duties as assigned ensuring the efficient and effective functioning of the work team.
  • Respond to assigned tier 2 escalations from tier 1 delivering high quality customer service.
  • Support department Administrators developing and implementing services and programs and achieving operational goals.
  • Update assigned HR metrics, develop related improvement plans, and report progress continuously improving performance.
  • Perform other related duties as required/assigned.
QUALIFICATIONS AND REQUIREMENTS

Education and Experience
  • Bachelor's Degree from an accredited college or university in a job-related area.
  • Years of service in the Human Resources field considered in lieu of this requirement.
  • Minimum of three (3) years of job related experience with increasing levels of responsibility is required.
Certificates, Licenses and Other Special Requirements
  • Preferred - PHR, or SPHR Certification
  • Must pass a Criminal Background Clearance.
Knowledge, Skills, and Abilities

Supports and coordinates ongoing delivery of programs regarding orientation and onboarding, retention, team member engagement, and team member and leader development as directed. Coordinates opportunities for Compeer to have a presence in recruitment and employer awareness activities such as college, professional, or diversity networking events, career events, on campus classroom and club involvement, mock interviews, etc. Assists with orientation and onboarding for all new hires. The skills and experience we prefer you have: Bachelor's degree in business administration, human resources or related field or an equivalent combination of education and experience sufficient to perform the essential functions of the job . Experience in recruitment. Professional Human Resources ( PHR ) or SHRM certification , preferred. Solid HR knowledge, including employment law. Strong organizational skills and attention to detail. Experience working with sensitive and confidential information required . Demonstrated ability to provide strong client service to internal and external c lients. Able to manage multiple projects and timelines simultaneously in a high paced work environment. Strong interpersonal skills and good judgement to management sensitive and confidential matters. GENERAL RESPONSIBILITIES Responsible for support and administration of recruitment programs for assigned areas of business. Works in collaboration with appropriate stakeholders to strategically address workforce needs. Collaborates with leaders across the organization to support talent acquisition pipelines and staffing across designated lines of business. Takes primary responsibility for the execution and administration of student and non-employee rotations. Assists leaders, community partners and various educational institutions with the organization's student program, developing relationships, managing agreements and interacting with individual learners and other stakeholders. ESSENTIAL DUTIES Assists in the development and implementation of recruitment material including posting employment information on key external and internal recruiting sites to help meet both compliance and distribution objectives. Administers the applicant tracking program to document recruitment and screening activities for relevant positions in accordance with Terry Reilly policies and applicable employment law. Conducts pre-screening interviews and may participate in interviews with managers as appropriate for each position. Responsible for maintaining job announcement documentation. Assists Human Resources and leaders to ensure job descriptions are organized, non-duplicated, and easily accessible. Updates descriptions with approved changes and maintains current version in the file and on Intranet. Partners with HR leadership to provide education on hiring practices and develop training materials that support employee success. Organizes and represents the company at recruiting events, job fairs, and industry conferences to enhance visibility. Administers Terry Reilly's Student/Volunteer program and maintains organization wide dashboard of student/volunteer program activities. Coordinates communication between individual corporate departments, affiliated schools and Terry Reilly leadership to manage affiliation agreements, ensure appropriate utilization of preceptors, manage corporate liability and streamline processes. Works with leaders to plan and facilitate department specific goals for student and volunteer workforce. Collaborates with internal/external stakeholders to plan rotations/residency placements, tracks progress, follows up and rounds with staff. Coordinates with HR leadership to develop and deliver mandatory student/volunteer/resident trainings on compliance related topics identified in the Training and Development Policy. Tracks employee/student/volunteer participation in specified trainings in the current technologies as necessary. Assists with report and documentation for both internal tracking and presenting to divisions as needed. Supports other corporate leaders in the development of survey tools as needed to garner input from employees/students related to organizational needs. Provides backup support for other members of the Human Resources Team. MINIMUM QUALIFICATIONS One-year Human Resources experience Excellent organizational and interpersonal skills. Excellent written communication skills. A self-starter able to work with minimal supervision. Excellent computer skills, with experience using Microsoft Word and Excel Is professional in appearance and manner.
