The Department of Natural Resources (DNR) is hiring multiple Human Resources Specialists to join its Employment Services team. In this role, you will provide professional HR support to managers and supervisors in areas such as classification, staffing, compensation, and labor relations. You will act as a trusted consultant, helping leaders make decisions that meet both business needs and workforce requirements.
Key responsibilities include:
+ Conducting job audits and ensuring accurate employee classification.
+ Consulting with managers on position allocation and workforce planning.
+ Developing job postings, including qualifications and interview materials.
+ Reviewing applicant resumes and selection decisions for compliance with collective bargaining agreements and affirmative action goals.
+ Interpreting contracts, plans, statutes, and HR policies to guide decision-making.
+ Analyzing and coordinating compensation requests.
During the first six (6) months of employment, the selected candidate will be required to work onsite full time to complete training and onboarding. Following this period, the position may be eligible for a flexible work arrangement, including part-time telework with supervisory approval. If telework is approved, a signed telework agreement will be required.
**Minimum Qualifications**
+ Bachelor's degree in human resources or a related field; **OR** two years of paraprofessional/technical human resources experience.
+ Analytical skills sufficient to determine job classification, review and recommend appropriate selection/assessment processes, and interpret collective bargaining agreements and plans, policies, rules, and administrative procedures.
+ Computer skills including experience with word processing, databases, and spreadsheets.
+ Critical thinking and problem-solving skills sufficient to research, evaluate and analyze information, and make sound decisions/recommendations to resolve issues.
+ Interpersonal skills sufficient to interact professionally with co-workers, applicants, management, and other staff.

**Preferred Qualifications**
+ Bachelor's degree in human resources or a closely related field.
+ Knowledge of the State of Minnesota job classification system and processes.

Harbor is currently looking for an Employment Specialist to join our Toledo team. The Employment Specialist assists individuals with mental health disabilities in engaging in employment services, including preparing for employment, vocational assessment, guidance and support, and placement in the competitive marketplace consistent with the evidenced based IPS (independent placement and support) model of supported employment. Provides services focused on the outcome of competitive employment, no one is excluded, rapid job search, integration of employment with other members of a treatment team, and other support including vocational rehabilitation services. The focus is on consumer preferences in employment, needs surrounding it and with provision of individual long term supports.

Position is full-time

Education/Experience/Other Requirements :

  • Minimum of Bachelor’s degree in counseling, social work or closely related behavioral/mental health field from an accredited college or university, plus 1 year of vocational rehabilitation or closely related experience
  • Preference will be given to candidate who has a Master's degree, with license in Ohio (LSW or LPC) or who has a nationally Certified Rehabilitation Counselor (CRC), and to the candidate who has experience in vocational rehabilitation with the specified population.
  • Must be proficient and accurate in computer use, including Microsoft Word.
  • When applicable, non-licensed staff will be required to complete 20 hours of CEUs every 24 months.
  • Must have a valid driver’s license, acceptable driving record, and show proof of personal auto insurance policy to be deemed insurable with Harbor’s vehicle insurance carrier.
  • Must successfully complete a BCI/FBI background check(s) and six exclusionary database checks every 5 years, as required by OOD.

Essential Job Competencies/Performance Expectations:

  1. The IPS model of Supported Employment operates from a view that all clients who are interested in working will have access to supported employment services. Mental Health treatment teams encourage IPS/SE participation if the client expresses a desire to pursue employment.
  2. From the SE Fidelity Scale: Employment Specialists (ES) provide only employment related services, with a caseload range from 20-30 and clients in various phases of employment.
  3. ES carries out all phases of employment services including intake, engagement, assessment, job placement, job coaching, and follow along supports. There must be integration of rehabilitation with mental health treatment teams.
  4. ES participate regularly in mental health treatment team meetings with shared decision making, and help the team think about employment for those who have expressed interest and have not yet been referred.
  5. ES service documentation is integrated into client's mental health treatment record.
  6. ES help the team develop employment interest related questions to be asked at intake and ongoing throughout treatment to determine that IPS/SE is accessed.
  7. ES facilitate referrals, eligibility information, and coordination with local VR providers and have frequent contact regarding mutual clients and meet regularly to discuss progress.
  8. ES organize and moderate discussion groups about employment experiences so that clients may share stories of successes and gain increased understanding, guidance, and peer support.

DOCUMENTATION

  1. Responsible for the quality and completeness of the designated area(s) of the clinical record.
  2. Develops and updates employment portion of Individualized Service Plan (ISP) for each client if needed, reflecting the areas of possible need related to employment: Health Care (mental health and physical health), Social Support, Transportation, Vocational/Educational, and Self-Management.
  3. Responsible for accurate and timely documentation which includes, but is not limited to: Activity/Progress Notes, Incident Report forms and any other forms necessary to document CPST services.
  4. Keyes documentation in the format appropriate and acceptable to Harbor.
  5. In providing billable services, fulfills or exceeds unit expectations established by Harbor.

EVALUATION

  1. Assesses client needs for employment and formulates appropriate strategies to assist the client in making progress towards achieving their employment goals.
  2. Assists the client in identifying his/her interests, skills, and aptitudes in exploring possible vocational choices and the labor market.
  3. Assists the client in gaining information on the effects of employment on entitlements / financial assistance that the client may be receiving (i.e., SSI/SSDI, Medicaid, Medicare, Section 8, Food Stamps) to assist the client in making an informed choice.
  4. Evaluates with the client optimal employer and work site job matches and may complete worksite job analysis.
  5. Coordinates with client employment specific needs and formulates a plan in conjunction with the client, family, and/or significant others.
  6. With the behavioral team evaluates and revises the employment portions of the ISP according to the client’s progress and needs.
  7. Assesses client needs beyond employment and formulates a plan for support in that employment in conjunction with the client, family, and/or significant others.

CRISIS PREVENTION/INTERVENTION

  1. Follows crisis prevention/intervention and inpatient pre-screening protocols.

ONGOING INTERVENTIONS

  1. Assists the client in developing employment opportunities as well as the skills to succeed in employment.
  2. Promotes resiliency among youth served through identifying options available through employment.
  3. Provides support, education (i.e., benefits counseling, advantages of employment) and consultation to clients, families, and/or significant others.
  4. Actively develops employment opportunities and assists clients in learning job skills as needed, individually or in groups.
  5. Provides therapeutic interventions as noted in the ISP to maintain the client in employment or assist with adjustment with job loss or difficulty and potentially transitioning to a next step or job.
  6. Monitors clients to identify and minimize effects of psychiatric symptoms, and effective symptom management in an employment setting.
  7. Provides education on self-management of symptoms to clients, families and/or significant others.
  8. Performs community outreach for the purpose of recruitment, client engagement, and necessary support services.
  9. Provides coaching and mentoring assistance as needed for the purpose of maintaining and retaining employment.
  10. Carries and utilizes a cell phone for business related communication with supervisor and other staff.

COLLABORATION

  1. Assists the client, family, treatment team, employer in increasing social supports.
  2. Coordinates evaluations and assessments by internal and/or external providers.
  3. Coordinates and monitors all employment related services identified in the ISP.

SPECIAL WORK CONDITIONS

  1. Keeps current with trends and developments related to essential job competencies, and demonstrates continued growth.

  • Provide flexible, individualized employment supports, offering employment services in three different areas:
    Exploration/Discovery : Help a person gain a better understanding of competitive, integrated employment opportunities in the community. Exploration activities and experiences strengthen a person’s knowledge, interests and preferences so he/she can make informed decisions about competitive employment. Employment exploration includes individualized educational activities, learning opportunities, work experiences, and additional related services identified in the person’s coordinated services and supports plan (CSSP).
    Development : Provide individualized services designed to help a person achieve competitive, integrated employment, become self-employed or establish a microenterprise business in his/her community.
    Support : Provide individualized services and supports that help people maintain paid employment in community businesses/settings. Employment support services occur in integrated community settings.
  • Engage in communication with support teams, planning, and represent Accord.
  • Attend meetings, advocate for the person you serve, and provide them with training.
  • You will become credentialed in the MN Employment Services field.
  • Go to the job sites and support the person when needed.
  • Organize the details- help schedule, set up transportation (which could include driving people supported in your own vehicle), talk with employers, etc.
  • Write reports, and maintain licensing requirements.
  • You will explore, develop, and use your creative talents to help people find work.

Requirements

MUST HAVE

  • Demonstrate good written and oral communication skills as well as time management skills.
  • Must have a valid driver’s license, clean driving record, and a vehicle.
  • Must pass a Department of Human Services background study.
  • If you hold a Social Work degree, you must be currently licensed as a Social Worker as required by the Minnesota Board of Social Work.

PREFERRED

You need passion to make a difference, and the desire to learn.
As outlined by Minnesota statute Chapter 245 D section 8 you must meet one of the qualifications listed below (and provide documentation of them including a copy of the degree earned and your transcript showing the date awarded and the degree earned and a resume which documents the year(s) of direct care experience and populations supported):

  • A four-year bachelor’s degree in a field related to human services and one year of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older; OR
  • An associate degree in a field related to human services and two years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older; OR
  • A diploma in a field related to human services from an accredited postsecondary institution and three years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older; OR
  • A minimum of 50 hours of education and training related to human services and disabilities and four years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older under the supervision of a staff person who meets the qualification identified above.

Work Environment

Typical work days are Monday-Friday 8am-4:30pm, some evenings or weekends for support as needed. 40 hour work week. Mostly in the community with people we support. A supportive and interactive work team.

Duties/Responsibilities:

  • The ability to complete all new employee training within an adequate timeframe
  • Timely completion of accurate case notes documenting work.
  • Timely responses to emails and phone calls from leadership and team members.
  • Completion of and adherence to Key Performance Indicators noted weekly in client database
  • Completion and scheduling of initial meetings, 45-day meetings, semiannual, annual meetings, & VRS required milestones and documents within deadlines for all clients
  • Adherence to all policies and procedures within the division
  • Participation in team meetings
  • Assisting job seekers with tasks to reach self-identified goals. These tasks may include:
  • Employment search
  • Consistent communication with professionals on the team of the job seeker including case manager, VRS counselors, and other service providers
  • Assistance with resume creation and editing
  • Attending the job seeker’s team meetings and completing necessary forms as requested by the team
  • Outreach and networking for employment opportunities for those receiving services
  • Advocating on behalf of job seekers for accommodations and upward mobility, as well as teaching tools to allow the job seeker to be a self-advocate
  • Providing on the job support– this may be partial or full shifts dependent upon the person’s needs and include weekends, holidays and evenings
  • Assistance with creating a plan to achieve and maintain employment and implementation of created plan
  • Continuous education on employment services tasks and skills
  • Transportation as needed within the scope of employment services
  • Meeting with job seekers in person within the community or their preferred setting
  • Specialized Pre-ETS and other VRS responsibilities

Job Summary


The key goal of this position is to provide Employment Services on behalf of Reach For Resources, Inc. It is

expected that Employment Specialists at Reach will work with each person, the person’s family, and the

person’s team to develop, put into practice, and periodically evaluate a community employment plan for each

person. It is also expected that Employment Specialists at Reach for Resources will represent the agency in a

courteous and professional manner in all phases of the position.


Essential Duties and Responsibilities

  1. Individuals Served
  • To put into practice Reach Community Living services and philosophy, aid in self-awareness and in decision making for those assigned to work with. Also of critical importance is the development of a trusting, supportive relationship with the person and their family.
  • To evaluate each person’s skills and needs using the Reach vocational skills assessment, Coordinated Service Support Plan Addendum, Self-Management Assessment, and Individual Abuse and Prevention Plan.
  • Develop a program goal plan, with each person and their team input, which addresses mutually agreed upon need areas.
  • Put into action the program plan with technical assistance, resource information, and listening and helping skills.
  • Develop pleasant and respectful working relationships with parents, county social workers, contracted case managers, and other team members to encourage their participation in the person’s program plan. Staff may also need to clarify with family or others what type of role or interaction may be most helpful in working with each person and/or family.
  • Schedule regular appointments with the each person and adhere to the schedule.
  • To consult with agency Directors of Counseling and Recreation, other providers and other community
  • resources in helping the person establish a social/recreational network.
  • To carry out all quarterly, semi-annual, and annual program planning and be responsible for typing all quarterly, semi-annual, and annual reports. Staff will also be expected to make sure that all team members receive copies of the reports in a timely fashion.

2. General

  • Inspect and maintain files to make sure they are up-to-date and contain all required materials (e.g., skill assessment, CSSP Addendum, SMA, IAPP, annuals, quarterlies, psychological test results, releases of information, contact sheets, etc.). All staff are expected to file their own documents.
  • To submit contact sheets and time sheets to the office in a timely manner.
  • To participate in resource and skill development with the Program Manager of Community Living and to ask for assistance in developing program planning if it is wanted or needed.
  • To participate in staff job evaluation with the department director and/or the Executive Director.
  • To attend and participate in regular staff meetings.
  • Adhere to company policies and procedures at all times
  • Represent Reach in a positive, professional manner in speech and dress at all times and conduct all business with the utmost integrity.
  • Perform other duties and responsibilities as assigned by management.

Knowledge customarily acquired through post high school education; experience in the field may be substituted

for education.
