HR Consultant, Employment Relations

Manufacturing Support is responsible for providing advice, counsel and support for assigned Business Center(s) team members and managers regarding employee performance, attendance and behavioral issues, interpretation and application of company policies, procedures and guidelines as well as monitoring and overseeing adherence to HR, State, Federal and Corporate compliance rules and regulations. This is a "hands on" role that will be a member of the assigned Business Center leadership team(s) with primary focus on supporting production floor employee relations.

Key Responsibilities
• Execute talent initiatives that improve overall business performance for your assigned business function
• Partner with functions to deliver initiatives such as performance reviews, pay planning, succession planning, employee experience survey action planning, benefits enrollment, change management, etc.
• Provide tactical support to frontline managers
• Provide counsel to management regarding company programs, processes and policies
• Partner with managers on performance concerns; provide coaching and assist with documentation where necessary
• Partner with managers to assess talent and create development plans
• Serve as point of contact for employee questions and complaints related to policy, performance management, etc.
• Conduct investigations related to employee relations concerns
• Assist with recruiting/staffing projects where necessary
• Conduct employee exit interviews and track root cause for voluntary separations; use data to create retention plans for designated business units
• Work with broader HR team to develop/deliver and coordinate training on site initiatives as well as developing plan for Business Center focused needs

• Recognized as keeper of confidential information regarding employee relations, workplace investigations, and performance management actions which requires extreme discretion always

• Ability to work with all levels of the organization in the areas of expertise, while exercising good judgment when dealing with issues outside the areas of expertise

Qualifications
• Bachelor's degree in Business Administration, Communications, English, Psychology, or related field. Five (5) years or more hands on HR Generalist experience
• Proven experience managing multiple priorities (investigations, recruitment activities and projects) in manufacturing facility
• Thorough knowledge of conducting workplace investigations and behavioral interviewing techniques
• Proficient in Microsoft Applications (Word, Excel, PowerPoint, Outlook) and HRIS/recruiting or Applicant Tracking/Performance Management Systems.
• Certificates, Licenses, Registrations:
• Professional certification as a PHR or SPHR preferred or knowledge, of employment law and Human Resources best practices obtained through experience

Bring your experience and ideas to help us manage labor issues, negotiate agreements, and resolve disputes in a unionized environment. You'll collaborate with HR business partners, production/site leaders, unionized employees and leadership to ensure stability and compliance. This role will be an integral part of the team, driving positive employee relations and supporting Bell's overall success. **What you'll be doing as a Labor Relations Specialist**
Support labor and employee-related activities, including understanding collective bargaining agreements, arbitration cases, and policies, while providing guidance to HR teams and managers.Assist in negotiating contracts, such as collective bargaining agreements, effects bargaining agreements, and settlement agreements, while contributing to strike preparedness efforts and union-free initiatives.Resolve disputes and grievances by working with union leadership and business agents, evaluating arbitration cases, and preparing necessary documentation.Provide training to managers and supervisors on contract interpretation, grievance handling, union avoidance, and positive employee relations, while supporting labor updates and quarterly calls.Contribute to initiatives that improve employee relations, address workplace issues, and ensure compliance with labor laws, while identifying systemic issues and developing solutions.Assist in building labor knowledge within HR teams, including training HR Associates and interns, and sharing updates with HR Business Partners and front-line leaders.Maintain labor relations records, including arbitration awards, Memorandums of Understanding, and collective bargaining notes, while supporting communication efforts for policy updates and implementation.

This position is located at the Strategic Weapons Facility Pacific (SWFPAC) on the Bangor Naval Base Kitsap, and will also provide support to Strategic Weapons Facility Atlantic (SWFLANT) in Kings Bay, GA. FBM is a 68-year-old Program with a long-standing history of Mission Success and of a strong partnership with our Navy Customer! We are helping the Navy’s mission to provide affordable and credible strategic deterrence.

The Lockheed Martin Space Human Resources team provides strategic human capital support that enables the key priorities of the business. This LR/HR Business Partner position will provide HR and LR guidance and support to ~500 employees.

The HR/LR Business Partner will act as a trusted advisor; proactively engaging with program leadership to influence and positively impact the organization by identifying resources and formulating/presenting actionable recommendations/options for leadership consideration. This position provides leaders with coaching, consultation, and guidance regarding effective management of people, structure, organization effectiveness, and workforce planning. Additionally, key responsibilities will include partnerships with relevant HR Centers of Excellence subject matter experts in designing and delivering innovative HR solutions in core areas to include the following: Total Rewards and Performance Management, Talent Management and Development, Staffing/Workforce Strategy, and Compensation.

The Labor Relations responsibilities will incorporate elements such as the following:

• Performs a broad range of labor relations activities including contract administration, grievance investigation, pre-arbitration settlement negotiations, arbitration, and contract negotiations.

• Advises management on the application and administration of various collective bargaining agreements and labor relations policies.

• Assessment and administration of disciplinary activity for hourly employees.

• Conducts disciplinary/"just cause" hearings.

• Participate in comparability studies, wage surveys and job analysis as required.

• Participates in the collective bargaining process.

Basic Qualifications:

• Experience in Labor Relations and/or HR Functional Experience

• Demonstrated ability to successfully manage/support projects and deliver impactful results

• Demonstrated positive interpersonal skills with the ability to adjust style as needed to develop effective relationships with all levels of leadership, employees, and peers locally and virtually

• Working knowledge of HR systems and metrics

• Must be a US Citizen, no Dual Citizenship

• Ability to obtain and maintain a DOD Secret clearance, requires an interim Secret to start

• Ability to travel to other geographic sites as needed

Desired Skills:

• Master’s Degree in Human Resources or related field

• 4+ years of experience in a Human Resources Business Partner or HR Functional Experience in areas such as Total Rewards, Employee Relations, Performance Management, Workforce Strategy, Talent Management, Organizational Development, and Labor Relations

• Experience with applicable human resources-related federal regulations, labor relations and the law governing collective bargaining and employment

Pay Rate: The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $77,700 - $136,965. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
