Immediate Supervisor: Director of Employment Services
Supervision Exercised: Ventura County Individual Employment Services Coordinators, Employment Specialists, Job Coaches
ESSENTIAL FUNCTIONS:
- Oversees all Individual Employment Services throughout Ventura County
- Develops individual supported employment opportunities in the community by following up with potential employers/business contacts
- Responsible for overseeing the development and implementation of services designed to meet the needs of individuals being served in the Employment Services programs
- Responsible for interviewing, hiring and evaluation of all program staff
- Create and implement strategies for short- and long-term program growth
- In conjunction with the Executive Director, oversees marketing of program offerings to the community
- Helps organize and assist in marketing efforts and special events when applicable
- Responsible for assisting in the recruitment, selection, and training of program staff
- Ensure staff evaluation and review in accordance with Agency policies/procedures
- Responsible for program billing and financials
- Responsible for providing skills or developmental training in areas of specific activities as designated
- Ensures completion of requirements for program participant payroll
- Ensures completion of staff payroll
- Monitors proper implementation and documentation of the Individual Service Plans (ISP) for each program participant
- Coordinates the overall implementation of the program for each program participant based on his/her/their ISP in conjunction with the Case Management
- Ensures that program components meet the assessed needs of the program participants in his/her/their ISP in conjunction with Employment Services Team
- Attends (or designates staff person) all participants' annual ISP meetings
- Attends and participates in in-service training, staff meetings and other activities to facilitate professional development
- Assists Director of Employment Services and Case Management Team with CARF accreditation process.
- During absence, ensure that all responsibilities are delegated accordingly
- Ensures compliance with Agency policies/procedures, OSHA, DOR, TCRC and CARF standards
- Determines the types and amounts/supports necessary and develop plans to provide these supports with the goal of maintaining each individual gainfully employed
- Monitors employer expectations of integration into the work setting and identify potential obstacles to work setting off - setting gainful employment
- Oversees staff in training program participants to access public transportation and assist them in accessing benefits such as Social Security and SSDI and other generic resources
- Responsible for providing skill and/or training as designated
- Participates in meetings, in service trainings, etc. as needed
- Will need to be available during any disasters
- Other related duties, responsibilities, and special projects on an as needed basis

QUALIFICATIONS:
- Bachelor's Degree or equivalent with an emphasis in the areas of education, psychology, social services, or related field (work experience may be substituted for education)
- Four (4) years' experience working directly with developmental and/or other disabilities in individual and/or group settings preferred; two (2) year of which must be increasingly responsible for administrative and/or supervisory experience
- Proven ability to work with and motivate staff
- Demonstrated ability to maintain the highest standards of confidentiality regarding persons served and other related information
- Proven understanding of technology to support the program
- Demonstrated ability to communicate effectively with all levels of staff within the organization

**Overview**
This position serves as the Workforce Development Coordinator for Maine CDC, setting the strategic direction and providing oversight for workforce activities at Maine CDC. The position is responsible for assuring a coordinated approach to planning and implementing improvements in recruitment, retention and workforce development across the agency, including the revision and implementation of the Maine CDC's workforce development plan. + Work closely with the Evaluation Specialist to design and implement required targeted evaluation plans for Public Health Infrastructure Grant (PHIG). Ensure that regular progress reports related to the workforce section of the Public Health Infrastructure Grant (PHIG).
+ As part of PHIG, attend regional (New England) and national grantee meetings, which are each held once a year.
**Schedule**
+ Normal working hours are generally set as Monday-Friday, 8-5, although this schedule can be flexed as approved by the Chief Operating Officer.
+ The position may be remote, up to three days a week, regular on-site, in-person meetings are expected.
+ The position is expected to work within a 40-hour workweek, there is no provision for overtime.
+ This position will be paid for hours worked and will not be compensated for when the State of Maine is administratively closed, unless there is prior approval by the Chief Operating Officer.

# Project Overview:
Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.
# Job Summary:
In this role, you will perform project orientation and craft training in your area of expertise. You will design the craft training matrix to identify and plan curriculum for manual workers. You will plan and prepare testing sites, perform competency verifications, and perform evaluations of craft skills and specialties. Your work will contribute to employee skill development and ensure training compliance. #LI-TH1
# Major Responsibilities:
+ Performs project orientation and craft training on an area of expertise
+ Prepares craft training as identified by construction, WFS or other project teams
+ Performs trade testing or competency verifications for manual workers in one or more areas of expertise
+ Supervises project trainers and/or WFD administrator(s).
+ Attends third party trade testing to verify skills competencies as a Bechtel representative
+ Coordinates the evaluation and training of craft skills and secondary specialties which include, but are not limited to: Pipefitter, Electrical, Equipment operation, Millwright, Carpentry, Concrete, Rebar and Structural Ironworking
+ Coordinates and monitors classes, instructors, facilities, class times, participants (level) and instructor evaluations on each project.
+ Collects, assembles, and analyzes training data and provides reports to site and WFD management regarding the projects training activities.
+ Ensures that the training and assessment programs are consistent with National Center for Construction Education and Research (NCCER) and/or Craft Assessment Program (CAP) guidelines and procedures and maintains accreditations or certifications for training
+ Assists in the development of Craft Competency Compliance to Environmental Safety & Health (ES&H) core processes and Standard Work Processes and Procedures (SWPP's)
+ May perform technical interviews for craft or supervisor candidates in an area of expertise
+ Other duties as assigned.
# Education and Experience Requirements:
+ Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
# Required Knowledge and Skills:
+ Proven ability to define objectives and deliverables and implement key programs on time and within budget.
+ Good analytical and strategic planning skills: able to prioritize, balance short and long term.
+ Must possess mastery of one or more craft discipline skill sets.
+ Excellent oral and written communication skills.
+ Proficient use of Microsoft Office software.

+ Collaborate with the Economic Impact Team to monitor and track workforce development efforts.
