**Job Summary**
Provide Commercial & Industrial program management oversight over scope, schedule and budget of energy efficiency projects in compliance with the BPU Order and PSEG procedures. Ensure projects meet all program requirements, including project scope and cost effectiveness.
+ Develop and maintain the processes for implementing energy efficiency projects and programs in accordance with requirements for Engineered Solutions.
+ Interface with PSEG associates, vendors, customers and outside consultants to assure the Program rules and requirements are maintained, the projects are cost effective, and the information needed for management and regulatory reporting is accurate and timely.
+ Perform and oversee program and project QA/QC as required; Apply knowledge in energy savings measures and techniques to program and project oversight. Need to be familiar with residential and commercial energy efficiency program incentive structures.
+ Manage customer relationships to provide program services with a high level of customer satisfaction.
+ Coordinate and direct the activities of vendors and contractors. Review vendor deliverables. Monitor vendor performance, and review/process vendor invoices.
+ Ensure vendor and employee compliance with safety protocols and practices.
+ Compile and analyze data from various projects / sources to monitor the status of customer projects and report to management. Projects may include the installation of various energy conservation measures (ECMs) such as HVAC, lighting, motors, energy management systems, etc., as appropriate for the program.
+ Analyze performance results for management reports; Provide monthly project status forecasts
+ Assist with special projects and ad hoc requests as necessary.
+ During storm restoration efforts, may be required to perform functions outside of routine duties and on a schedule that may be different from normal operations.

**Job Specific Qualifications**
Required:
+ B.S. Degree plus 5 years of experience in the space of energy efficiency programs, construction, or related fields. In lieu of a degree, 9 years of experience in the space of energy efficiency programs, construction, or related field
+ Experience processing milestone based construction payments and forecasting financial spend
+ Knowledge of energy efficiency measures, implementation, and cost
+ Demonstrated excellent communication skills (oral and written)
+ Demonstrated proficiency with Microsoft Office (PowerPoint, Excel & MS Word)
+ Commitment to process improvement and attention to detail
+ Knowledge of PSEG's CEF energy efficiency order and related frameworks such as the NJ Cost Test
+ Able to travel within PSE&G territory to conduct meetings with customers, perform inspections, and manage relationships with contractors
+ Valid US driver's license

Job Summary
Responsible for planning coordinating and directing estimating functions for a particular geographic location or segment of the company. The position of Renewable Energy Estimator reports to the Preconstruction Manager/Estimating Manager. You will have estimating experience in the utility-scale solar industry, including knowledge of DC, LVAC and MVAC electrical systems and plant design knowledge as it relates to interrelationship of equipment & material selection, sub-contractor selection, energy production, cost of work and labor productivity to provide accurate cost estimates for solar construction projects to support our renewable energy development and construction business. You will oversee the accurate preparation of estimates for jobs to be bid and have knowledge of market pricing construction means and methods, costs and engineering and industry principles. You will also have a client focus approach and will work well as part of the project team.
Essential Duties and Responsibilities

• Review and understand content of all RFP documents to determine scope of work and required pricing elements for inclusion within the estimate. Handle complex project estimate assignments.
• Collaborate with contributing estimators & preconstruction team members on respective SOWs to prepare accurate estimates for Bid-Build and EPC (Engineer-Procure-Construct) construction Request for Proposals (RFPs).
• Develop Request for Quote (RFQ) package to distribute to vendors and subcontractors. Analyze RFQ responses for accuracy, completeness and efficacy per request and project schedule milestones.
• Complete take-offs to calculate estimate quantities and units of work for solar EPC self-perform ground mounted solar & BESS mechanical and electrical scopes.
• Measure resources and production rates for utility grade solar & BESS construction cost estimation.
• Determine impacts to estimates based on local labor requirements, current commodity pricing, and client's project specifications. Identify project risks and record in Risk Register.
• Create estimate-related bid proposals to meet RFP submittal requirements, such as SOV, client provided technical forms, and ACE documents.
• Follow safety and security procedures and determine appropriate action. Report potentially unsafe conditions and uses materials and equipment properly
• Conduct site visits and inspection as necessary.
• Conducts reviews of milestone design documents to identify, develop and price value alternative opportunities in order to provide enhanced value to our clients.
• Prepares contractual exhibits for scope of work for subcontracts and purchase orders.
• Participates in hard bid/estimating and GMP budgeting activities by soliciting subcontractor support and evaluating bids.
• Attends industry events and represents Flintco to the industry in a professional capacity.
• Keeps current with latest estimating technology and techniques.
• Supports with design review of electrical drawings, specifications, calculations, and studies. Communicates with, engineers and consultants to clarify scope of work, materials, and schedule requirements, and documents these clarifications.
• Develop and input material data and assemblies into estimating software. Assists with final assembly of estimate for presentation to owner. Collects and organizes all bid information for future reference. Aids field operations with change order pricing if needed. Help compile historical cost data for projects.
• Use standardized processes to prepare accurate estimates of project cost and schedule. Gather details and maintain current market data necessary to estimate construction, material and soft costs associated with project construction. Actively participates in the internal estimate review process.
• Collaborate with Proposal Project Engineer for engineering support services and deliverables as basis of estimate. Collaborate with Proposal Scheduler for agreement of estimated resources and duration represented in project estimate to achieve client defined milestones identified within project schedule. Collaborate with Proposal Coordinator for assembly of proposal during bidding process.
• Present project scope identified risks and cost estimate for Operations and Executive reviews. Review all estimate entries for accuracy. Analyze multi-discipline estimated costs related to client RFP information and design and cost to complete the estimate.
• Builds relationships with subcontractors and vendors to obtain a competitive advantage for Flintco. Directs, coordinates, and provides information and documents to subcontractors Builds and maintains relationships with internal Flintco clients.
• Adhere to all applicable Safety programs, as well as all EEO/Affirmative Action programs. Other duties as assigned, such as mentoring others, collaborating with project management teams, communicating with other internation departments, engineers, architects and other consultants, etc.
Knowledge/Skills/Ability
Thorough knowledge of company procedures, estimating techniques, all engineering disciplines, cost control systems and accounts required. Ability to estimate all types of projects/contracts, plus ability to coordinate group work effort. In addition, Experience with EPC and BOP estimate structure for creation of proposals for large utility Scale renewable energy power plant construction projects. Recommend alternative designs/scope definitions which support consistency, standardization, and cost competitiveness. Experience with tasks and processes associated with the construction of utility Scale renewable energy projects. Experience working with BESS DC and AC coupled systems, substation, and transmission line construction is desirable. Familiar with design build construction methods, using creative thought processes and experience, to produce production-based cost estimates with detailed costs for resource budget estimates. Complete quantity take- offs from construction plans. Compile indicative budgets in the absence of engineered documents. Experience with estimating software. Strong experience with Blue Beam/Adobe and excel for purposes of quantity take-off. Evaluate site conditions from plans, geotechnical reports, and site visits for creation of cost estimates using best labor, equipment, and material resources for proposal estimates. Apply varying levels of detail for both indicative and hard bid proposals. Ability to travel to sites to review site conditions during the proposal phase, evaluate resources and production during the construction phase. Familiarity with standard construction industry concepts and procedures. Inspire creativity of new processes while supporting corporate standards for quality. Comfortable operating in a collaborative team environment working with third-party customers, developers, design engineers, construction estimators, pre-construction managers, construction managers, and executive managers.
Education
4 Year Engineering or Construction Management degree or an equivalent combination of education, technical training and related experience.
Experience
Minimum 1-3 years of estimating utility-scale solar, ground-mounted power plant systems, including a minimum of 2 years' experience leading a team of estimators for specific project pursuits, or an equivalent combination of education and experience.

Job Description
Apex Clean Energy is seeking an Estimator to support the cost estimating efforts for our utility-scale renewable energy projects-including wind, solar, and energy storage. As part of the Pre-Construction team, you will play a key role in developing accurate and competitive cost estimates that help inform project planning, budgeting, and execution. The Estimator will report into the Director, Preconstruction.
The ideal candidate will have at least 4 years of estimating experience in construction or energy projects, strong analytical and organizational skills, and a passion for the renewable energy industry.
Primary Responsibilities
- Prepare detailed cost estimates for utility-scale renewable energy projects, including solar PV, wind, and battery storage installations.
- Review RFPs, project plans, specifications, and other documentation to identify scope and all relevant cost components, including site preparation, permitting, equipment procurement, balance of plant, interconnection, and commissioning.
- Collaborate with engineering, project management, procurement, and finance teams to align cost estimates with project scope and technical requirements.
- Solicit and analyze quotes from subcontractors, equipment vendors, and suppliers to support accurate pricing.
- Assist in developing and maintaining unit pricing databases, cost libraries, and standardized estimating templates.
- Support the development of bid packages and proposal pricing for EPC or owner-led execution strategies.
- Stay current on market trends, vendor pricing, labor rates, and material costs impacting renewable energy construction.
- Contribute to post-project reviews to help refine estimating accuracy and incorporate lessons learned into future efforts.
- Help identify cost risks and opportunities during early project development and pre-construction phases.
- Maintain organized documentation of estimates and support compliance with internal controls and audit processes.
To succeed as an Estimator at Apex Clean Energy, you'll need to excel within the following criteria:
