The UFSWQD manages the flood safety system in northern Multnomah County. The UFSWQD is seeking a motivated Engineering Associate to join our small, collaborative team dedicated to flood safety and infrastructure resilience. This role offers a dynamic mix of office and field work, supporting a variety of engineering projects, planning efforts, and operations and maintenance activities. Under the guidance of a licensed Professional Engineer, the Engineering Associate will contribute to system and agency improvements, special projects, and development review processes that protect vital assets across the District.

Ideal candidates will bring a strong foundation in engineering principles and a willingness to engage in both routine and complex tasks - from stormwater modeling and pump station upgrades to coordinating with local agencies and contractors. This position provides a unique opportunity to grow professionally while helping shape the future of flood safety in our region.

Position Summary:

An Engineering Associate at the UFSWQD provides engineering support for projects, planning activities, operations & maintenance needs, and other tasks as assigned. As a member of the engineering team, the position helps develop collaborative solutions for system improvements, agency improvements, and special projects. The UFSWQD is a small agency, such that the day-to-day work associated with this position will range from desktop to field tasks. The position requires moderate supervision and reports to a Senior Engineer.

Project assignments vary in size and complexity. Under supervision and direction from a licensed Professional Engineer, the Engineering Associate performs routine to intermediate engineering planning, design, and construction project management and tasks related to pipes and open channel conveyances, pump station improvements, stormwater modeling and analysis, and geotechnical or other technical support related to the District's internal drainage or levee systems. The Engineering Associate will also provide development review support and coordinate with local agencies, developers, and contractors to mitigate potential impacts to District assets. District staff interact with local, state, and national elected officials and agency leadership periodically to help advance our work.

Key Responsibilities:

Specifically, the Engineering Associate:
  • Performs project management duties as assigned, including assisting with the oversight of work of consultants and contractors, preparing and reviewing engineering plans, reports, analyses, and recommendations, preparing cost estimates, driving to and from work sites using District vehicles; serving as liaison between the District, consultants and contractors, monitoring progress of work, keeping project records, recording and communicating issues and changes as they occur, and making timely reports.
  • Inspects projects, equipment installations, and construction work in progress to ensure compliance with contractual specifications and all applicable codes and statutes.
  • Develops project concepts using information gathered through inspections, investigation, research, planning and operational recommendations; performs necessary computations and cost/benefit analyses; makes recommendations on design criteria; produces preliminary and final designs after approval; makes modifications in design if needed.
  • Leads, evaluates, and completes development review proposals in a timely manner.

Minimum Qualifications
Knowledge of:

  • Federal, state, and local laws, regulations, and codes pertinent to area of specialty.

Working Environment: Most UFSWQD office staff work a primarily hybrid schedule, with occasional time in the office as determined by the Division Manager. Employees are required to utilize the appropriate PPE for their time in the field. Summary
The City of Tualatin is excited to announce the opportunity to join our excellent Engineering team. Although the position will be responsible to perform all the duties on the classification description, the focus of this position is represented below.

Manages consultant teams preparing plans and specifications and overseeing construction of public works projects including streets, sidewalks, storm drainage and treatment, sanitary sewer, and water and other similar construction.

Manages and inspects construction of infrastructure projects and helps neighbors understand how projects will affect them.

Communicates with the public about their transportation and other infrastructure issues and concerns, evaluates the issues in the field using engineering practices, recommends solutions, and implements approved recommendations.

Reviews the development and presentation of engineered plans and specifications for a variety of public works and private construction projects to assure compliance with City standards and conditions of approval.
Prepares staff reports and decisions determining conditions of approval for development applications. Creates engineering memos for conditional use permits, industrial master plans, plan map amendments and plan text amendments.

Represents City at public and other agency meetings and hearings.

Communicates with the public to learn their concerns and infrastructure needs for project design.

The laboratories serve a range of high impact business sectors, including advanced packaging and microfabrication, rigid and flexible printed circuit boards, thermal management, optics, and high-speed communication. THE ROLE & RESPONSIBILITIES The engineer specializing in prototyping & fabrication is expected to be the on-site subject matter expert in a diverse range of prototyping and fabrication techniques, including the development of advanced and Client fabrication methods serving a diverse and dynamic project portfolio of applications development work typical for SVTC. Fabrication and prototyping methods will span chemical, mechanical, thermal, subtractive, and additive techniques. The successful candidate will lead fabrication components of critical projects and assist in the testing and characterization of fabricated products. KEY SKILLS & RESPONSIBILITIES: • Engineer specializing in prototyping and fabrication techniques, including development of advanced/non-standard methods for unique applications • Adept at hands-on lab work, creative thinking, problem solving in a unique and fast-paced applications engineering laboratory environment • Ability to conduct hands-on experimental work, interpret data, and suggest modifications • Perform tasks and lead fabrication projects involving laminations, coatings, laser ablation, 3D printing, ion milling +SEM analysis, dispensing, CNC milling, large format routing, etc. • Lead additional prototyping and fabrication applications development initiatives relevant to strategic goals as they arrive • Work closely with team of engineers / technical specialists in support of a broad project portfolio, including optical, thermal, and mechanical characterization • Basic data analysis and statistics experience is expected • Excellent interpersonal skills and ability to work as a team member with a diverse group of people

QUALIFICATION PROFILE: • Required: B.S. degree in engineering, preferably mechanical or other curriculum that required significant hands-on training • Preferred: 1-3 years of post-degree hands-on experience working in a laboratory with fabrication/prototyping equipment • Experience with a diverse range of instruments, spanning chemical, mechanical, thermal characterization, and experience working with basic materials characterization and metrology equipment, such as stress-strain testers, confocal microscopes, SEMs, etc. is preferred • Preferred experience using CAD and CAM software, such as SolidWorks, including the ability to produced professional engineering drawings • Well organized, attention to detail, excellent presentation/communication skills • Curiosity and excitement to learn beyond assignments, excellent problem-solving skills

Essential Job Functions
  • Responsible for creating design specifications for various public works projects.
  • Performs detailed engineering calculations.
  • Prepares analysis reports of assigned engineering projects.
  • Performs site assessments and environmental assessments as needed.
  • Conducts public meetings and various public relations tasks which may include media briefings.
  • Supervises assigned staff in the day-to-day operations and directs project staff as needed.
  • Responds to citizen inquiries and complaints regarding assigned projects.
  • Provides technical assistance to other divisions and departments.
  • Coordinates with other divisions, departments, or municipal agencies on projects under design.
  • Meets with consultants on various projects to discuss designs and design problems.
  • Performs related duties and fulfills responsibilities as required.
Job Requirements
  • Bachelor's Degree in Engineering from an accredited college, university or engineering school approved by a State Board of Registration for Professional Engineers.
  • One (1) year of engineering experience.
  • No substitution for education allowed.
  • Valid Class "C" Texas Driver's License.
  • Engineer-in-Training (EIT) certification in the State of Texas.
  • OR Engineer-in-Training (EIT) certification from another state with the ability to obtain an EIT Certification in the State of Texas within 6 months of employment.

Preferred Qualifications:

  • Civil Engineer
  • Skill with CAD software.
  • Experience managing the design and construction of street and drainage projects.
  • Experience with construction management.
