JOB SUMMARY:
The purpose of this position is to plan, direct, and oversee the operations and staff of the Program Management and Engineering Department, which includes: planning, designing, and constructing of the CCWA water, wastewater, and stormwater assets and treatment facilities; developing and managing of the CCWA Strategic Master Plan; developing and maintaining the geographic information system (GIS) and computerized maintenance management system (CMMS); directs asset management; and surveying, designing, planning review, construction managing and inspecting activities.
ESSENTIAL JOB FUNCTIONS:
- Manages, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

- Communicates with the CCWA Board and public regarding planning, construction; and procurement issue; communicates with CCWA Board regarding approval and status of engineering projects.
- Develops and maintains design and construction specifications and standards; communicates with local, regional, state, and federal regulatory agencies regarding permitting, design, construction, and environmental issues.
- Works on business process improvements, business intelligence implications, organizational assessments, rate studies, and other activities affecting operations.
- Ensures all work activities are in compliance with local, regional, state and federal planning, permitting, and environmental requirements.
- Oversees the development and maintenance of CCWA geographic mapping and information systems.

MINIMUM REQUIREMENTS TO PERFORM WORK:

Who You Are
**Required Qualifications**

+ Engineer license required.
+ Advanced knowledge and experience with local agency procedures.
+ Advanced proficiency with traffic engineering principles, practices, and processes.

GAI Consultants is looking for a motivated leader to be part of the continued growth and expansion of the civil engineering practice in the Ohio River Valley Region. GAI’s civil engineering practice is focused on private and public projects. The successful candidate will lead multi-disciplined infrastructure projects for GAI. Essential Duties and Responsibilities:
- Provide sales and client management for existing and new strategic clients.
- Work with other senior leadership to support and execute GAI’s multi-disciplined efforts in the greater Ohio River Valley Region
