Amentum is seeking a highly motivated, team-oriented Estimator to work out of our Independence, OH office supporting projects in various international locations.
Actively participates in the collective preparation of comprehensive, accurate, and consistent cost estimates/proposals for projects between $1M-$00M. Project types include but are not limited to tenant improvements, civil infrastructure (border crossings), electrical infrastructure (generators, uninterruptible power supplies, battery energy storage systems), communication (wireless and fixed networks), CBRNE laboratories and high hazard process facilities. Interprets construction bid documents and technical drawings to identify engineering specifications, evaluate and estimate materials, manpower, schedule and budget. Utilizes formal training and experience to provide technical expertise adhering to a clearly defined estimating process and ensures compliance with Amentum compliance pre-determined process/procedures.
**Functional Responsibilities include:**
+ Reviews and analyzes relevant Request for Proposal (RFP) documents to determine estimate worksheet requirements for response to RFP.
+ Reviews draft Project Engineers work scope and requirements to ensure subcontractor pricing data is properly captured for preparation of Amentum's estimates/proposals.
+ Accumulates statistical data by completing discipline labor and or material takeoffs of work scope.
+ Prepares and reviews clarifications, checklists and document lists for estimate submission.
+ Incorporates sub-contractors' and/or material suppliers' proposals in the proposal worksheet as required for clarity.
+ Performs material take-offs and systematically estimate costs involving fabrication, manufacturing, systems and construction projects.
+ Initially prepares and reviews estimates/proposals to ensure completeness, accuracy, and conformity to functional process.
+ Assists with populating the necessary estimates/proposals documents such as clarifications lists, tender forms, work break down structures, rates schedules, etc.
+ Contributes to the development of estimating basis identifying utilized estimating methodologies.
+ Contributes to the identification of potential risks, opportunities, and alternative solutions.
+ Collectively maintains estimating historical benchmarking database.
+ Reviews and provides input to the technical proposal related to the estimate.
+ Provides input to and reviews proposal basis of estimate for accuracy against the cost estimate
+ System Requirements:
+ Utilize estimating software and enter accumulated statistical data and costs.
+ Set up job and specs as well as enter take-off data.
+ Develop estimating skills in more than one discipline.

+ Intermediate knowledge of estimating techniques and strategies for international projects.

**COMPENSATION**
HIRING SALARY RANGE: 98,000- 108,000 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)

Position Overview

We are seeking a full-time, on-site Project Estimator to join our team in the Greater Pittsburgh Region. This role involves preparing accurate and competitive cost estimates, supporting project planning efforts, and contributing to winning bid strategies. The Estimator will play a critical role in the preconstruction phase by collaborating with internal teams, subcontractors, and suppliers to deliver comprehensive and timely proposals.

Primary Responsibilities

• Analyze project blueprints, specifications, and documentation to develop precise cost estimates
• Perform quantity takeoffs and material evaluations across all scopes of work
• Request and evaluate pricing from subcontractors, suppliers, and manufacturers
• Prepare detailed cost breakdowns including labor, materials, equipment, overhead, and general conditions
• Participate in pre-bid site visits and meetings to gather critical project insights
• Coordinate closely with project managers, field supervisors, and clients to ensure alignment between estimates and project goals
• Assist in preparing bid packages, presentations, and formal proposals for submission
• Maintain an organized and up-to-date database of historical costs for use in future estimations

Position Overview:

We are looking for an experienced Senior Project Estimator or a seasoned Project Estimator looking to advance their career with a passion for construction to join our team. The Senior Project Estimator will have experience working in Preconstruction for a Commercial General Contractor/Construction Manager in construction markets that include Corporate, Healthcare, Education, Non-Profit, Assisted Living, Multi-family, Science and Research Facilities, Industrial and Manufacturing.

Responsibilities:

• The Senior Project Estimator will work closely with the preconstruction team, taking the lead in producing Conceptual Estimates at the Schematic and Design Development level of design and forecasting costs for all General Trades in a variety of commercial and multi-family construction markets.
• Take the lead in all Lump Sum Competitive Bidding for select projects.
• This position requires a strong understanding and connection with the Subcontractor community in the office's region, and the surrounding communities. Established relationships and the ability to establish relationships with Subcontractors is essential to success.
• You will be helping owners validate and manage their budget through the design process with the objective of determining a responsible subcontractor bid day cost.
• Perform quantity takeoff and pricing of all system components, inclusive of labor, material, and subcontractor overhead and profit.
• Use On-Screen Takeoff and Office Suite products to prepare estimates.
• Develop and maintain relationships with vendors and subcontractors to validate and confirm costs and unit costs.
• Assist the design team with value added suggestions and pricing exercises.
• Support the Project Managers with detailed scopes of work for bidding and post bid scope reviews with subcontractors.
• Review subcontractor bids and submittals for conformance with the specifications.
• Take the lead in communicating estimate and project details to the clients, architects, engineers, and project stakeholders.
• Performs other related duties as assigned.

Skills and Abilities:

• No one can be a subject matter expert in all aspects of construction. We are looking for a candidate who has a passion for construction and can demonstrate they understand the sequence and techniques used in the construction industry.
• Higley Construction begins 80% of our Preconstruction Services at the Schematic Level of design. The successful candidate should be able to quantify all the designed components of the systems but also reasonably "fill in" the gaps and include cost allowances for the incomplete components of the systems.
• The ability to review and analyze plans and specifications.
• A thorough understanding of how the following systems are designed and constructed:
  • Civil and sitework improvements
  • Foundations - including deep foundation systems.
  • Structural Systems - Steel, Concrete, Masonry and Cold Formed Framing
  • Exterior Enclosure Systems - Masonry, Metal Panels, Curtainwall/Storefront, etc.
  • Roofing Systems
  • Interior Construction - non-load bearing partitions, demountable partitions, doors/frames/hardware, millwork, etc.
  • Interior Finishes - all types of flooring, painting, ceiling systems, etc.
  • Division 10 specialties
  • A solid understanding of MEP systems is a plus.
• Working and cooperating within a team environment is required.
• A Self-starter with good time management skills is essential in this position.
• A plus if the candidate can produce a complete Conceptual Estimate from limited information.

POSITION SUMMARY

Demonstrates proficiency in all core estimating technical skills. Assists Lead Estimator on projects and leads smaller projects. Trains entry-level Estimators. Identifies design gaps and provides complete estimate. Assists with leading the preconstruction process.

PRIMARY RESPONSIBILITIES

Preconstruction

• Manages project estimates and coordinates with project team to manage the preconstruction process in a smooth and efficient manner.
• Assists or leads communication with design team and compiles questions and discusses with architect and client in written communication to clarify any unknown areas in the project.
• Participates in owner and project meetings.
• Develops understanding of planning, permitting, utilities, and sequence of the entire project (preconstruction through warranty) with project scheduling.
• Assists with development and coordination of preconstruction schedules to coordinate preconstruction tasks.
• Develops ability to understand, create, and implement PFP plan and overall project strategy.
• Understands and creates master budget and manages project team.
• Coordinates with and presents information to internal departments efficiently.
• Obtains exposure to tracking individual project preconstruction costs.
• If desired, cross-trains within McCownGordon (field engineer or project engineer).

Budget Development and Quantity Survey

• Assists or leads the estimate development, including quantities and initial pricing as required by the contract or project team and reviews with Lead Estimator.
• Reviews, understands, and communicates risks, scopes, design gaps of project documents (specifications, plans, and front-end documents).
• Develops scopes of work to convey to the design team and client what has been included in the proposal.
• Works with Lead Estimator to define un-designed items that need to quantified or priced.
• Assists in establishing required estimate reports for review of McCownGordon team prior to submittal.
• Completes clarifications as appropriate for each budget update or bid.
• Prepares estimates, including reviewing what is required to build a complete project.
• Identifies risk items associated with project and discusses them with the project team and identifies ways to mitigate the risk.
• Gains knowledge to review the quantity survey performed by others.
• Checks and reviews accuracy of quantities.
• Assists with development of cost strategy.
• Masters knowledge of waste factors and understands labor productivity based on project conditions.

GMP Development and Bidding

• Sets up bid tab sheets for trade partner bid process and analysis.
• Reviews the complete set of documents for items to be quantified, priced, and included in the proposal. Relays pertinent information to the project team.
• Leads bid and trade partner selection process.
• Coordinates with Senior Leadership for development and approval of GMP.
• Plays an active role in pre-bid meetings.

Trade Partner & Project Development

• Develops and manages trade partner bid list.
• Follows up with trade partners prior to bidding to verify phasing requirements and, determine whether they are participating in the bid and to answer questions.
• Confirms schedule with trade partners and material vendors to ensure materials and manpower is available to meet the client's and McCownGordon's schedule.
• Identifies long lead items and risks.
• Ensures that materials are available for the project and included in bids by coordinating with trade partners market and suppliers.
• Leverages trade partner relationships in requesting and obtaining proposals.
• Attends networking events and continues to develop new and existing contacts with trade partners and design teams.
• Develops strategic relationships with industry professionals.
• Develops strong relationships with trade partners through work and professional outings.

MINIMUM QUALIFICATIONS

• Bachelor's Degree in Construction Management, Engineering, or related field, or equivalent combination of education, training, and experience.
• 3+ years' experience in Estimating or Preconstruction role.
• Proficiency in computer applications, including Sage/Timberline Estimating, MS Project, Microsoft Office applications, On-Screen Take Off, and any other company standard software appropriate for the position.
• Demonstrated ability to take a leadership role on projects.
• Proven track record of proactive approach to issues/management.
• Strong fundamental knowledge of establishing and maintaining a budget.

Skills and Requirements

• 5+ years of experience in project planning and coordination

• 5+ years of experience reading and understanding engineering drawings, blueprints, schematics, and specifications

• 5+ years of experience in Material estimating

• 5+ years of experience preparing time, cost, and labor estimates

• 5+ years of experience with Estimates at Completion, Data Analysis, and/or Budgeting/Cost Performance Reporting - Bachelor degree in Construction Management

• Bachelor's degree or higher in engineering (civil, mechanical, electrical), architecture, or construction management

• Knowledge of tracking and monitoring project costs throughout the construction process

• Familiarity with current construction methods, materials, and costs null

Job Description
- Analyze project plans, specifications, and blueprints to determine the scope of work
- Conduct site visits to assess project feasibility and identify potential challenges
- Research and obtain budgetary estimates for materials, labor, and equipment
- Prepare detailed cost estimates that include material costs, labor costs, equipment rentals, permits, and overhead
- Track and monitor project costs throughout the construction process
- Prepare cost reports and variance analyses to identify cost overruns and implement corrective actions
- Stay up to date on current construction methods, materials, and costs
- Update Standard Estimating Tool for use by Project Managers at sites
- Develop and Lead estimating training for Project Managers and Planners at sites across the enterprise
- Domestic travel required
