Project Cost Estimation
- Knowledge and familiarity with related fields of work such as electrical, mechanical, structural, environmental, civil engineering, filling & packaging, and chemical industry to sufficiently create either high-level budgetary estimates or specific line-item estimates.
- Expert Level knowledge in at least two of the abovementioned fields or high-level experience in 4 areas.
- Ability to create detailed line-item (Class 3 to Class 4) cost estimates, reviews work orders, programming documents, design documents, or similar project documentation.
- Highly Proficient in use of cost estimating software. RS Means and ProEst shall be the preferred software, while Procore and others shall be considered.
- Highly proficient in Computer Aided Design (CAD) Programs.
- Ability to navigate and use AutoCAD Plant 3D, AutoCAD P&ID, Revit, Navisworks and Inventor
- Highly proficient in the use of the Autodesk Construction Cloud and use of Cost Module within the ACC.
- Expert level proficiency with MS Office/Excel software.

Project Management
- This role includes the use of a variety of problem solving and Project Management methodologies.
- Incumbent participates in division-level programs and is a key member of project teams to ensure the successful completion of project objectives while pursuing improvement projects.
- Manages multiple Design and Continuous Improvement projects and milestones.
- Key member of cross functional, Global Supply Chain project teams
- Works on teams of 1-6 people during all stages of the project life cycle.
- Assists Project Managers in the development of end-date schedules of assigned projects

Minimum Requirements
- Must be at least eighteen (18) years of age

We are looking for a Mechanical & Materials Science Engineering Estimator to join our team in Sterling, VA. You will play a key role in supporting our research, development, and manufacturing operations by preparing detailed cost estimates for proposals and active projects. This position requires you to analyze project requirements, work closely with engineers and program managers, and provide critical data to support strategic decisions for both government and commercial programs. The ideal candidate has strong analytical skills, a deep understanding of engineering and manufacturing processes, and can thrive in a fast-paced environment.

Mechanical & Materials Science Engineering Estimator Requirements:
- Ability to obtain and maintain a U.S. security clearance
- Bachelor’s Degree in Mechanical Engineering, Materials Science, Industrial Engineering, or a related discipline; equivalent technical experience considered
- 3+ years of experience as an estimator, cost analyst, or project controls specialist in an engineering, manufacturing, or R&D environment
- 5+ years in an engineering discipline
- Familiarity with government contracting cost principles (FAR, DFARS)
- Strong technical understanding of mechanical systems and prototype development
- Proficiency in cost-estimating and financial modeling processes and tools, as well as ERP/MRP systems

- Experience bidding, winning and supporting government-funded programs
- Familiarity with manufacturing techniques, such as CNC machining and additive manufacturing

Higley Construction is seeking a Project Estimator to support our preconstruction team by developing accurate and thorough estimates across a diverse range of commercial construction projects. The Project Estimator will work alongside senior estimators and preconstruction managers to quantify scope, analyze documents, and interact with subcontractors and vendors throughout the preconstruction process. Responsibilities:
- Support the development of design-phase estimates, including concept, schematic, design development, and construction document-level pricing.
- Assist in preparing detailed quantity takeoffs across a variety of CSI divisions.
- Help prepare bid packages and participate in competitive lump sum bid efforts, including, document management, invitations to bid, completion of front-end requirements, setting up bid forms, tracking RFIs, and analyzing subcontractor bids.
- Work closely with the project team to ensure scopes are comprehensive and aligned with drawings, specs, and project goals.
- Identify scope gaps or design omissions and flag potential cost, scope, or schedule risks for review.
- Collaborate with project teams to create and validate preliminary General Conditions based on project type and scale.
- Assist with the preparation of estimate clarifications, assumptions narratives, and deviation reports.
- Participate in the review of progress drawings and specifications for constructability and completeness.
- Work directly with vendors and subcontractors to obtain and validate pricing, product and labor availability, and unit costs.

- Complete takeoffs utilizing partially complete or in progress design documents. Be able to conceptually visualize the general intent on incomplete drawings.
- Coordinate with other takeoff personnel working together to facilitate the takeoff off and quantity comparison of a project's construction components in a timely manner.
- Ability to stay on schedule and gauge the level of effort in order to complete the task at hand.
- Maintain organized records, working drawings, and take off summaries.
- Identify missing design elements or an overlap in work areas with other disciplines.
- Create exhibits for review purposes showing take off assumptions and communicating to others what has been included or excluded from quantity take off.
