Residing on the list of the Engineering News Record (ENR)'s Top 500 Design Firms in the nation, TPD is seeking a highly qualified and experienced professional with extensive expertise in delivering transportation infrastructure projects in compliance with federal and PennDOT guidelines. This individual will be responsible for managing federally and state-funded projects under PennDOT oversight, as well as administering and overseeing County Infrastructure Programs, including roadways, bridges, trails, and parks.

Position Overview:

The successful candidate will lead transportation projects from initiation through close-out on behalf of clients. Responsibilities include:

  • Managing project advertisements and supplements through ECMS.
  • Organizing and facilitating project meetings and stakeholder coordination.
  • Overseeing design submissions, reviewing plans and special provisions.
  • Tracking project schedules, budgets, and key milestones.
  • Managing environmental documentation, permitting, and clearances.
  • Coordinating utility relocations and right-of-way acquisitions.
  • Supporting consultants with the preparation of addenda for advertised projects.
This role requires proficiency or a strong willingness to develop proficiency with project management and transportation systems including e-Builder, ECMS, RAS, BMS2/3, PPCC, CEES, and dotGrants .

Regular coordination with engineering consultants, municipalities, DVRPC, PADEP, and PennDOT is essential to resolve design issues, advance PS&E packages, and support successful project letting.

Additional Responsibilities May Include:
  • Developing and maintaining long-term capital plans for client infrastructure.
  • Prioritizing projects for reconstruction, rehabilitation, or demolition.
  • Overseeing bridge inspection programs and ensuring regulatory compliance.
  • Providing technical support to maintenance crews and staff.
  • Supporting right-of-way acquisition processes.
  • Reviewing and guiding consultant proposals and bid package development.
Job Requirements
  • It is recommended that the candidate possesses a Pennsylvania PE or be on track to obtain one
  • Demonstrate familiarity with PennDOT's project development process for local projects and PennDOT's project delivery systems.
  • Knowledge of PennDOT's Publications 9, 34, 35, 41, 42, 93, 408 and 740 is required.
  • The desired candidate should have at least 5 years of project management and project delivery experience and be willing to work in a collaborative team setting.
  • Successful candidates shall possess excellent written and verbal communication skills. Ability to work effectively with teams, government officials, and the public.
  • Discipline strengths could include structural, highway or traffic engineering.

Position Summary:

The Vice President, Project Management Office (PMO) will lead project management teams within Specialty Lab Services (SLS), which include IHC, Molecular Pathology, Genomics, Proteomics, and Flow Cytometry. The Vice President of Project Management plays a key role in overseeing clinical and scientific project management teams within the business, creating and harmonizing project management processes across laboratories, overseeing multi-business and multi-site projects, collaborating with stakeholders, and driving streamlined and successful project management across SLS. Must-Have Qualifications (Education, Skills, Experience):

Key Responsibilities:
  • As a member of the SLS leadership team, contribute to the direction of the SLS business unit growth

  • Strategic Leadership:
    • Lead and develop a high-performing, multi-disciplinary project management organization across clinical and scientific domains
    • Set strategic direction for project governance, methodology, and resource planning within SLS
    • Partner with senior leaders to align project initiatives with business goals and scientific priorities
  • Operational Excellence & Harmonization:
    • Facilitate transparent communication, foster collaboration, and ensure shared accountability across Operational Site Leaders, Project Managers, Laboratory Managers, Sample Management, Pathologists, QA and IT
    • Design and implement a company-wide organizational project management structure in close collaboration with the operational site leaders
    • Harmonize processes for project setup, project monitoring, provision of project deliverables and project closure among the Specialty Lab Services (SLS) unit of Discovery for all sample testing projects (exploratory projects and prospective clinical trials) as well as post approval services
    • Establish and standardize project management frameworks, tools, and best practices across laboratories
    • Build joint infrastructure tools for project management, which include required interfaces of project managers to the LIMS Systems, project management and resource management software or document management systems
    • Monitor project performance metrics and continuously improve operational efficiency, quality, and delivery timelines
  • Project Oversight:
    • Oversee a portfolio of complex, multi-site, and multi-disciplinary projects, ensuring alignment with customer expectations, regulatory requirements, and internal quality standards
    • Organize and oversee multi-site and multi-business unit project management
    • Provide escalation support and risk mitigation for high-impact projects
    • Create and maintain training plans for project managers
    • Contribute to the pricing structure for project management activities within projects within global rate cards and quotes
    • Projection of resource capacity and forecasting
    • Adhere to GCLP, CAP/CLIA and IVDR requirements for the conduct and documentation of projects within clinical trials
  • Consistently demonstrate a positive, "can-do" and “customer-first” attitude
  • Client Management:
    • Maintain strong relationships with customers with the goal of becoming a trusted partner
    • Serve as key point of contact for strategic clients, ensuring transparency, responsiveness, and high satisfaction throughout the project lifecycle
    • Partner with commercial and operational teams to align project delivery with client goals, contractual commitments, and timelines
    • Participate in customer audits representing project management related items
    • Proactively identify opportunities to expand client relationships and improve service delivery
  • Talent Development & Culture:
    • Contribute to building a culture that embraces scientific excellence, urgency, partnerships with key stakeholders, continuous learning and improvement, increasing technical skill and proactive participation in personal and professional growth

This enterprise-wide function is responsible for evolving our company's capabilities; for strategically planning and leading project and program management; and to drive decision-making and execution of the company's portfolio of critical work.   • Lead the prioritization, identification and implementation of project management processes, methodologies, tools, guidelines and standards in order to establish a best in class framework that supports all project teams and stakeholders to improve the probability of successful project delivery.

Base salary for the role is commensurate with experience and can range between $170,000 - 195,000 + annual bonus opportunity.

Our main office is located in Center City, Philadelphia, where we operate on a hybrid model with in-office work required three days a week for local employees. We believe collaboration is most effective when teams come together, which is why we prioritize hiring in the Philadelphia area.

For certain roles, we also hire from hub locations -regions where we have an established presence with multiple team members working remotely. While these employees primarily work from home, we bring them together in person at lease once a year for team-building, collaboration, and strategic planning.
