Job Description

MELE Associates, Inc. is seeking to add an experienced Engineering Specialist to support the Office of Stockpile Sustainment (OSS), NA-12. The OSS maintains and enhances the safety, reliability, and performance of the US nuclear weapon stockpile. This full-time position is contingent upon contract award.

Essential Functions:

  • Compile and track NA-122 container requirements.
  • Initiate the process for Offsite Transportation Authorization (OTA) & Offsite Transportation Direction (OTD) transportation recertification as needed.
  • Organize weapons related activities by
  • coordinating the dissemination of knowledge to stakeholders with a
  • need to know.
  • Support logistics of information exchange with internal and external
  • nuclear deterrent stakeholders.
  • Support weapons vault custodian as appropriate.
  • Prepare travel arrangements and meeting schedules for NA-19 leadership.
  • Issue general awareness reminder including training deadlines and delegations of authority.
  • Route for signature and track office packages.
  • Be familiar with IDRIMS, CONCUR, and other NNSA software packages.
Minimum Qualifications:
  • Bachelor’s degree in business administration or a related field
  • Minimum five (5) years of experience leading large teams and managing multiple projects
  • Superior communication, organizational, interpersonal, and writing skills.
  • Current and active DOE Q Clearance/Top Secret Clearance with ability to acquire an SCI.
Preferred Qualifications:
  • Master’s degree in business administration or PMP certification
  • Experience with DOE/NNSA
This position is contingent upon contract award.

Minimum Requirements

  • Must have a Technical Degree above a high school diploma.

  • Must have a minimum of 6 years of experience in the field of engineering controls certification.

  • Fitness Requirement: Must be able to pass an M-40 fit test and have the ability to don and doff. Donning means to put on and use PPE properly to achieve the intended protection and minimize the risk of exposure. Doffing means removing PPE in a way that avoids self-contamination. This will require personal protective equipment (PPE) and additional PPE for long periods of time in extreme weather conditions

Job Duties

  • Research and identify safety and health issues and strategies in order to mitigate the risk of handling chemical, biological, and radiological (CBR), toxic industrial chemicals (TIC), toxic industrial materials (TIM), and ammunition and explosive (AE) materials thus improving the CBC Safety and Health Program by email, written report, or oral communication to COR.

  • Develop CBR/TIC/TIM/AE safety and health management processes, written program documentation, and implementation strategies for review by the Government.

  • Submit program implementation plans and assess the results of each process implementation. Additionally, if required, the Contractor shall develop CBR/TIC/TIM safety handling Programs of Instruction (POI), student materials, instructor guides, training aids and student critique forms.

  • Submit safety training After Action Reports (AARs) capturing the results of each training session.

  • Develop and conduct industrial hygiene and safety evaluations, observe personnel during operations, perform preoperational safety surveys and reviews, perform surety, chemical and biological laboratory surveys, and industrial areas safety assessments.

  • Conduct risk management analyses and follow-up surveys to track corrective actions, workplace safety trend analysis and AARs to identify all factors that contributed to an accident.

  • Comply with Occupational Safety and Health Administration (OSHA) standards where feasible, promote strong Safety and Occupational Health programs, safe working conditions, and safe performance to prevent mishaps, injuries, and occupational illnesses. An analysis of the reports will be conducted for the potential development of Industrial Safety Plans (ISP), equipment, systems, or material of benefit to CBC, DEVCOM, and the Research and Development (R&D) community.

  • Review approximately 25-50 SOPs, related CBR/TIC/TIM/AE Hazard Analyses, and related pre-operational surveys to ensure proper risk management controls are in place in order to safely conduct hazardous operations. Reviews will be documented electronically and incorporated into the Government’s SOP completion and tracking system within two weeks.

  • Include in the monthly status report information pertaining to the SOP title, number, date, date review conducted, major comments made, and date and disposition of review.

  • Conduct approximately 800 evaluations per year, of safety and industrial hygiene exposure assessments and evaluations to include assigned surety and chemical laboratory hoods and glove boxes.

  • Update Government database within 5 days of hood certification in accordance with CDRL A010. The evaluations will undergo trend analysis, thereby identifying operational improvements necessary for CBC and the R&D community in the handling of nuclear, biological and chemical materials.

  • Identify and monitor industrial hygiene Government test equipment and perform analysis of failed equipment.

  • Analyze faulty and out-of-tolerance ventilation systems and recommend upgrades to improve operating efficiency. The number and type of evaluations recorded will be included in each monthly report.

  • Provide onsite safety support to the CBC Explosive Destruction System (EDS) and Transportable Detonation Chamber operations as the Site Safety and Health Officer (SSHO) for the disposal of chemical agent filled munitions located at Aberdeen Proving Grounds and various U.S. Army and Air Force bases and depots throughout the United States through U.S. Army’s Recovered Chemical Warfare Material (RCWM); U.S. Army’s Element, Assembled Chemical Weapons Alternatives (ACWA); and U.S. Army’s North Atlantic Region Corps of Engineer (COE) programs. Overtime may be required in support of this program. Monitor site to ensure all safety and regulatory requirements are met in accordance with the site health and safety plan and internal operating procedures (IOP) as applicable.

Location: Services shall be performed at primarily at Aberdeen Proving Ground (APG), MD, subject to the section below regarding telecommuting. Temporary duty services may be required at locations other than APG to include Continental U.S (CONUS).

Responsibilities

    • Collaborate with engineers to troubleshoot technical challenges and propose effective solutions.
  • Project Coordination:
    • Assist in the planning, coordination, and execution of engineering projects from conception to completion.
    • Ensure that projects adhere to established timelines, budgets, and quality standards.
  • Research and Analysis:
    • Conduct research to stay current with industry trends, emerging technologies, and best practices.
    • Perform analysis and evaluations to support engineering decision-making processes.
  • Documentation:
    • Prepare and maintain detailed project documentation, technical reports, and engineering drawings.
    • Ensure that documentation complies with regulatory requirements and internal standards.
  • Quality Assurance:
    • Implement and maintain quality control procedures to ensure the highest standards of engineering excellence.
    • Conduct regular reviews to identify areas for process improvement.
  • Collaboration:
    • Work closely with cross-functional teams, including design, manufacturing, and testing, to facilitate seamless project integration.
    • Foster effective communication and collaboration between different engineering disciplines.
  • Training and Development:
    • Provide training and mentorship to junior engineering staff, sharing expertise and facilitating skill development.

Requirements:

  • Bachelor's degree in Engineering or a related field; advanced degree is a plus.
  • Proven experience as an Engineering Specialist or in a similar technical role.
  • In-depth knowledge of engineering principles, practices, and methodologies.
  • Proficiency in engineering software tools and applications relevant to the field.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal abilities.
