Overview

We are seeking a Technical Expert / Subject Matter Expert (SME) to support a high-visibility Navy program as it prepares for Milestone A approval. This position requires a minimum of 20 years of experience in cost estimating and analysis, with a focus on developing new cost estimates from the ground up. The successful candidate will have extensive expertise in DoD cost estimating and acquisition processes, along with the ability to lead efforts in creating comprehensive cost models for large-scale programs.

Responsibilities

  • Lead the development of a new cost estimate from inception for a major Navy program progressing towards Milestone A.
  • In addition, conduct cost and feasibility analyses for complex program alternatives, Program Office budgets, Contractor Proposals, and other high-impact cost-related products.
  • Provide expert-level analytical support for program controls, financial reporting, and budget execution, ensuring the alignment of estimates with program objectives and DoD guidelines.
  • Spearhead the development of the program Work Breakdown Structure (WBS) and play a critical role in crafting the program's initial Cost Analysis Requirements Description (CARD) and Acquisition Program Baseline (APB).
  • Engage with senior leadership, stakeholders, and contractors to present, defend, and document cost estimate results, ensuring clarity and confidence in program projections.
Skills Required
  • Deep understanding of DoD acquisition regulations, processes, and best practices, with a particular focus on the "Develop, Deliver, and Sustain" lifecycle and Milestone A preparation.
  • Proven experience in leading life cycle cost estimate development, including risk/uncertainty analysis and model documentation for large DoD programs.
  • Extensive knowledge of WBS development, particularly with MIL-STD-881.
  • Direct experience supporting ACAT 1D acquisition programs is preferred.
  • Knowledge & experience estimating costs for advanced missile systems (targeting, guidance, flight control, engine, warhead) is preferred.
  • Demonstrated knowledge and experience using the Automated Cost Estimating Integrated Tool (ACEIT) suite to perform cost estimating and analysis tasks.
  • 24 semester hours of quantitative course work (mathematics, statistics, engineering, physics, chemistry, etc.) to include at least three hours of college level calculus.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Certification in cost estimating or financial management, such as DAWIA Level III (or equivalent), ICEAA CCEA, CDFM, or related professional credential, is strongly preferred.
  • Active DoD Secret Clearance required; TS preferred
  • Salary Range: $120,000 - $160,000/year, depending on experience and qualifications.

Compensation & Benefits:

Engineering SME Responsibilities Include:

  • Acquisition support. Work closely with the Headquarters AMC (Scott Air Force Base), AMOW (Hickam AFB, Hawaii), and the Contracting Officer Representative (COR) and/or appropriate Contracting Officers to provide technical advice and helps manage projects supporting Civil Engineering and other stakeholders in the Pacific Theater of Operations.
  • AMOW (AMC) MILCON and FSRM (O&M) contractor support as necessary. In concert with the team, duties include project programming (Air Force), preparing Statement of Work (SOW) packages and cost estimates (to include Independent Government Estimates), and processing contracting (contractor) submittals.
  • This Engineering SME role will assist with project programming, assessments, planning, and deliverable execution in support of Civil Engineering (includes other customers) and A&E contractor, as needed. The Engineering SME has ability to analyze drawings/designs and check for compliance with Unified Facilities Criteria Code (UFC) and appropriate building codes (US Federal and local). This position supports realistic expectations toward Engineering Program goals, and timely and accurate deliverables. Projects include vertical (structures) and horizontal (pavements) requirements.
  • COR support. Work with the AMOW (AMC) Team, COR and the Civil Engineering Units to receive and manage deliverables, review invoices, manage files, proactively reply to issues and emails as requested by the COR. Provides recommendations to the government regarding project management, as requested.
  • Facilitates MILCON and FSRM (O&M) related project meetings with other contractors and internal government clients; present recommendations to leadership. Meetings also include stakeholder facilitation and site-specific visits, etc.
  • Coordinates engineering project related meetings with AMC, AMOW, AMOG (Air Mobility Operations Group), and other appropriate stakeholders.
  • Travels to AMOW (AMOG) locations to coordinate and provide multi-disciplinary engineering support for projects.
  • Performs other job-related duties as required.

Engineering Project Manager Experience, Education, Skills, Abilities requested:

  • Bachelor's Degree from an accredited school in a relevant degree is mandatory.
  • Advanced Degree from an accredited school in a relevant degree, preferable.
  • Active Professional Engineering (or architect) license, preferable.
  • 10 years' experience within the last 15 years, focusing on engineering project programming and management.
  • Preferably includes familiarity with the DoD related MILCON Program, Asset Management principles and FSRM Program Business Rules.
  • AFIMSC and/or AFCEC experience is a plus, but not required.
  • Air Force Base level and Major Command (AMC preferable) level experience is a plus.
  • Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to controlled areas.
  • Excellent communication, computer, and data management skills required. Experience with facility-related data systems (e.g., TRIRIGA/NexGen, GEOBASE, Builder, etc.).
  • Demonstrated professional-level ability to work with engineers, contracting, contractors, and end-users to collect data, present findings, and recommend alternative courses of action.
  • Excellent collaboration skills required. Must expertly and proficiently coordinate with base and headquarters level Civil Engineering entities.
  • Can work efficiently with limited daily supervision.
  • Must pass pre-employment qualifications of Cherokee Federal.

Duties and Responsibilities:

  • Answer inbound calls to troubleshoot SolarEdge products (including, but not limited to, battery, BUI, Energy Hub and Commercial products)
  • Follow up with customers via phone or email as needed to ensure 100% satisfaction
  • Schedule calls when needed for a better customer experience while remaining organized
  • Attend weekly training's specific to the Subject Matter Expert team
  • Remain up to date on all new issues and trends relating to these product lines
  • Process RMA's for damaged or faulty hardware
  • Maintain open case load to ensure fast response times to customers
  • Solve technical issues with a higher level of permissions on internal software and tools
  • Review and escalate any trends found with our products to the Tier-II team
  • Enforce standards of high quality, written and verbal communications to our customers
  • SREC and Grid Services
Requirements

Required Skills and Qualifications :
  • Spanish speaking is required.
  • AA or technical degree or equivalent professional training preferred.
  • Two years' experience in a support center (call center) environment, technical helpline and/or remote support services.
  • One year solar industry experience highly preferred, but not required.
  • Experience with solar electric products and National Electric Code (NEC) is helpful.
  • Ability to stay calm and demonstrate effective time management in a high stress environment.
  • Strong typing experience.
  • Exceptional listening and questioning skills.
  • Outstanding verbal and written communications skills.
  • Ability to multitask in a very fast-paced environment.

The pay range for this position in California at the start of employment is expected to be between $19 - $23 per hour. It is anticipated that most qualified candidates will fall near the middle of this range. Your role and responsibilities

As a Technical Subject Matter Expert you'll work closely with clients to develop relationships, understand their needs, earn their trust and show them how IBM's Planning Analytics solution will solve their problems whilst delivering value to their business.

Your primary responsibilities will include:

  • Client Strategy Design: Creating client strategies focusing on Integrated Planning & Analytics solutions.

  • Solution Definition: Defining Integrated Planning & Analytics solutions that facilitate collaborative planning, budgeting, and forecasting, alongside "what-if" analysis and reporting.

  • Educational Support: Providing proof of concepts and simplifying complex topics to educate clients.

Pre-Sales Support and Solution Design:

Experience in delivering technical presentations, demonstrations, and proof of concepts, as well as designing solutions to customer requirements.

Strong Communication and Collaboration:

Excellent communication skills, both verbal and written, to effectively interact with clients, stakeholders, and internal teams. Ability to produce clear and persuasive documentation, proposals, and reports, and to work collaboratively to address complex client needs and provide customized solutions.
