As an Engineering Manager you will safelyand efficiently execute capital projects including new construction and/or upgrades to existing equipment.This individual must have a strong background in capital engineering, construction, manufacturing, and possess the ability to lead engineering team(s), engineering firms, equipment vendors, and contractors along with working in cross functional groups. Must have technical ability to understand and the ability to design, specify, procure, install and commission equipment.

The ideal candidate shall have 10-15+ years experience supervising project teams, developing budgets, writing capital expenditures, and overseeing mid to large capital construction projects from inception through startup. To be effective in this role this individual must have hands on engineering experience with bulk material handling, milling/grinding, pulp processing, fourdrinier machines, autoclaving, coatings systems, pressing, and high-speed material handling equipment.

What You'll Do:

  • Proven leadership experience and ability to manage the multidiscipline aspects of people, projects including geotechnical, utilities, civil, structural, mechanical, electrical, and piping.
  • Proven leadership skills to manage a project portfolio from a safety, quality, cost, and schedule perspective forecasting and delivering promised results while collaborating with manufacturing, business, and many other departments.
  • Experience in understanding, leading and designing / sizing piping system, tanks, pumps, batching equipment, material storage silos, bulk material transfer & conveying systems, grinding equipment, mixing systems, compressors, pumps, boilers, hydraulic / pneumatic systems, etc. that align with process / production requirements.
  • A strong background in developing mechanical equipment specifications for goods and services.
  • Ability to develop and leading a full scope of work for use in soliciting general contractor proposals including all site utilities, civil and structural works, buildings, process equipment and exterior paving.
  • Ability to prepare and lead request for quotation documentation, solicit / review bids and award contracts.
  • Ability to prepare and manage project budget and schedule.
  • Ability to coordinate and lead design review meetings pertaining to process requirements, equipment design / layout, piping and instrumentation diagrams, utilities and HAZOP study.
  • Ability to gather and disseminate design data to EH&S team for use in preparing permit applications.
  • Ability to understand and work with detailed commissioning plans for use in equipment checkout and systems startup.

What You'll Bring:

  • Bachelor of Science Required in Chemical, Civil, Mechanical or Electrical Engineering.
  • 10-15+ years of experience managing heavy industrial capital projects
  • Experience in Industrial Manufacturing environment preferred
  • Knowledge of International Building Codes and OSHA standards.
  • Knowledge of AWS, ANSI, and ASTM standards.
  • Knowledge of Lean Six Sigma principles.

MAJOR FUNCTIONS
Actively participates in maintaining the Waste Recycling Divisions exceptional performance level by meeting and/or exceeding job requirements and customers expectations coupled with a positive attitude, unparalleled ethical behavior, and unquestionable work ethic.
Responsible for the management and coordination of the Waste Recycling Division engineering staff work efforts. Coordinates the daily efforts of the engineering section and directs the work load of the staff. Responsible for ensuring proper technical support to the customer service and operations sections of the Division, provides recommendations to the Solid Waste Director, and provides engineering supervision over all construction, engineering, and operational projects.

ILLUSTRATIVE DUTIES
Responsible for the daily management of all Waste Recycling Division projects supervising the studies, planning, design and construction of various solid waste facilities (i.e.: transfer stations, landfill cell expansion, landfill closure, leachate management, financial responsibility for closure, resource recovery and management plan, landfill gas systems, storm water management, septage management, utilities, groundwater monitoring, landfill volumetric determinations and life expectancy, landfill cover requirements, liners and erosion control systems and resource recovery facilities). Responsible for planning and coordinating projects, determining engineering personnel needs, assigning tasks, supervising staff assigned to the project and estimating budget requirements. Schedules and provides design and overall project supervision to meet project completion date and approved budget. Reviews and directs the work of consultants, subordinates and others as assigned. Implements and incorporates best management practices into landfill designs and practices.
Prepares and supervises reports and applications for State and Federal permits. Responds to, meets with and answers inquiries from the public. Acts as liaison with other public, municipal, county, State and Federal environmental and engineering agencies in developing assistance, information, and resources for specific projects (s). May serve on various environmental committees or boards representing the Waste Recycling Division. Provides technical and operational assistance to Landfill Operations section in permit compliance, landfill design, access roads, erosion control methods, surveying, fill sequences and leachate reduction and management.

Plans and acts on administrative and personnel matters and functions of assigned staff. Oversees collection of data, information and related project matters used in the preparation of project reports, budget preparations and cost analyses. Conducts and/or attends staff conferences/meetings.
Negotiates fees & scope of services with consultants & contractors. Recommends action to Director. Acts as liaison w/regulatory agencies. Prepares agenda requests for BoCC as needed. Coordinates projects with other County Divisions (Risk Management, Facilities, Purchasing, and County Attorney). Participates in short & long range planning.
Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of the concepts, terminology, principles and analytical techniques of civil and environmental engineering. Knowledge of engineering design and construction related to solid waste operations. Graduate of an accredited four (4) year college or university with major course work within the engineering curriculum and have a minimum of five (5) years solid waste management, environmental or related civil engineering experience, including a minimum of three (3) years project management experience in a supervisory capacity.
Must be a registered Professional Engineer and be able to obtain P.E. registration within the State of Florida within six months of employment.
Must have a valid drivers license and be able to secure a valid Florida drivers license at the time of employment within this classification.
A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of Professional Engineer registration and licensure and project management experience.

SPECIAL PREFERENCES
Prefer Masters Degree in Environmental Engineering or a related discipline.
Prefer three (3) years engineering management experience in the solid waste field.
Prefer environmental engineering experience in groundwater monitoring, surface water monitoring, and wastewater facilities design.

As the **Transmission Line Project Engineering Manager** , you will have the opportunity to:
+ Lead a multi-discipline team of engineers and technicians

**Explore our overhead transmission capabilities:**
**Key Responsibilities**
+ Develops and manages budget, schedule, and quality requirements across multiple disciplines for assigned projects
+ Actively manages project changes directly with the Client in coordination with the Project Manager
+ Reviews lower level engineering work or assignments. Responsible for coordinating multiple discipline activity and may serve as the engineer of record for assigned projects
+ Develop good working relationships with project leadership, design teams, and support staff
+ Communicates client interests and drivers to project team members and develops approaches to accommodate these concerns in the performance of the work
+ Provides support to business development and pursuit activities
+ The position will entail occasional travel to support site visits, design reviews, and client meetings
+ Consistently and independently applies knowledge and complies with Black and Veatch quality program
+ Ensures client and industry standards are maintained on assigned projects
+ Provides guidance, mentorship, and direction to team members
**Preferred Qualifications**
+ Experience managing Engineering, Procurement, Construction (EPC) or design services overhead transmission line projects for investor owned utilities in the United States
+ Five years of experience in design of high voltage overhead transmission lines with strong understanding of PLS-CADD, line routing, structural loading design, foundation design, and overall project lifecycle
+ Good communication skills and interest in engaging with Clients to grow relationships
+ Advanced knowledge of engineering design principles and applicable design guides and standards
+ Working knowledge of interdisciplinary project coordination: procurement, subcontract administration, permitting, real estate and land acquisition, and construction support
+ Working knowledge of the proposal process and developing engineering estimates
+ P.E. License highly preferred
**Minimum Qualifications**
+ Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing
+ Minimum of 8 years related work experience

**The Opportunity**
The **Senior Project Engineering Manager for Liquefied Natural Gas (LNG)** will function in a senior-level engineering manager capacity.
You will manage execution of the engineering component of EPC and Services Projects including LNG, FLNG, Fertilizer, PetroChemical and Sustainable Processes. In this role, you will have the opportunity to:
+ Deliver high-profile projects for industrial clients across the globe
+ Lead a multi-discipline team of engineers and technicians to produce deliverables for diverse and challenging projects
+ Supervise and mentor engineering staff and identify developmental growth opportunities
+ Assist with developing new business opportunities
+ Manage budgets, scheduling, and correspondence with clients and project management in support of a project
**The Team**
Black & Veatch's Fuels and Natural Resources business works to provide innovative solutions and integrated planning, design, and construction support for industrial facilities related to fuel production, fertilizers and chemicals.
**Key Responsibilities**
+ Experience with either EPC or Services projects.
+ Experience leading teams on large and/or complex projects.
+ Experience in LNG, Oil & Gas, Fertilizer, Petrochemical and/or Sustainable Process industries.
+ Capable of leading project teams on FEL and EPC projects regardless of technology.
+ Skilled in communicating with project teams, project leadership and business leadership.
+ Capable of interpreting RFPs and developing technical proposals labor estimates for FEL and EPC opportunities.
+ Capable of interfacing directly with the client, communicating change and managing the production of quality deliverables.
+ Experience with project schedule development, model reviews, P&ID reviews, HAZOP/LOPA and regulatory requirements.
+ Ability to understand and adopt Black & Veatch culture and promote an atmosphere of psychological safety on our project teams.
**Preferred Qualifications**
+ Experience working at a large engineering and construction firm.
+ Familiarity with contract structure, performance guarantees and project delivery methods.
+ Ability to collaborate with Project Managers in developing the project execution plan, staffing plan, risk register and action register.
+ Ability to research, understand and communicate key aspects of technologies to the project team.
+ Ability to interface with licensors, subcontractors and third parties to obtain the required information for the project team.
+ Awareness of marine engineering, naval architecture, ship classification, weight control and topsides engineering.

**The Opportunity**
As the **Project Engineering Manager for Water & Wastewater** , you will manage execution of the engineering component of multiple traditional, design-build, design-bid-build, and collaborative delivery projects including advanced treatment facilities, underground conveyance, and carbon neutral solutions. In this role, you will have the opportunity to:
+ Lead a multi-discipline team of engineers and technicians on high profile municipal projects
+ Supervise and mentor engineering staff, identifying developmental growth opportunities
+ Manage budgets, scheduling, and correspondence with clients and project management in support of a project

The **Project Engineering Management** team is a top-ranked team by ENR for Water Design Firms in Water Supply, Sewer Waste, and other water-related rankings. They partner with clients to align people, processes, technologies, and data analytics to modernize water infrastructure, optimize asset use, meet performance goals, reduce costs, and mitigate risk.

**Key Responsibilities**
**Project Execution:**
+ Prepare complex engineering deliverables for multiple or mega projects
+ Conduct research to develop equipment and material recommendations
+ Manage data and perform complex engineering calculations
+ Develop and manage project budgets, schedules, and quality requirements across multiple disciplines
+ Lead larger production teams, coordinate multiple discipline activities, and serve as the responsible charge for a project
**Client Interface:**
+ Identify key client interests and drivers for moderately complex projects
+ Communicate client concerns to project team members and develop solutions
+ Provide support for business development or pursuit activities
+ Manage project changes directly with the client under Project Manager supervision
**Technical expertise:**
+ Lead large multi-discipline teams to meet project deliverables
+ Provide technical leadership for complex water and wastewater treatment projects
+ Drive solutions to achieve project goals
**Management Responsibilities:**
+ Reviews lower-level engineering work or assignments
+ Hiring, mentoring, performance managementand pay administration of assignedpersonnel
**Preferred Qualifications**
+ PE license
+ Previous engineering consulting experience
+ Experience executing multi-discipline WWTP upgrades and expansion projects
**Minimum Qualifications**
+ Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing
+ Minimum of 8 years related work experience
+ All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
**Work Environment/Physical Demands**
+ Hybrid or flexible work options may be offered after the first 90 days of employment based upon manager discretion, job performance and work assignments
