Overview
The Electrical Engineering Technician assists NAVFAC WASH with performance of electrical engineering statement of work development. The Electrical Engineering Technician is familiar with both Design-Bid-Build and Design-Build, delivery methods for projects, and should have the ability to estimate design/construction efforts of scopes of works and assist the Contracting Officer in the negotiations of statements of work with the General Contractor. The Electrical Engineering Technician can review contractor submittals and respond to requests for information (RFI's).
Responsibilities
-
Responsible for providing guidance and consultation for electrical power distribution, lighting, and telecommunications systems.
-
Responsible for performing inspections and developing studies, designs, construction documents.
-
Perform on-site field inspections of on-going construction projects.
-
Assist the construction manager in monitoring the status of construction progress for quality and timeliness of construction on contracts that involve technically complex electrical system aspects.
-
Review plans and specifications for complex electrical systems in such facilities as hospitals, power plants, geothermal heat, plating shop projects and other sophisticated projects involving complex and highly technical electrical equipment and systems.

Review and recommend approval of shop drawings, samples of materials and components, catalog information, and certificates of compliance.

Qualifications

High school diploma or GED is required.

5+ years of experience is required in the field of designing and producing electrical facility design drawings and specifications.

Background check required with the ability to obtain an interim secret or secret clearance, prior to hire and start.
Knowledge, Skills and Abilities:

Certified as a Master Electrician is a plus.
-
Substantial knowledge and practical application of electrical design concepts, theories, principles, practices, and techniques necessary to plan, design, construct, and maintain a wide range of shore based engineering projects.

Have a thorough knowledge of electrical systems, which include progressively difficult substantial experience in this filed.
-
Ability to function independently, interpreting, adapting, and supplementing this knowledge as necessary to complete the task, test, or project.
-
Knowledge of DoD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to electrical engineering design including the NFPA 70 (National Electrical Code), IEEE C2 (National Electrical Safety Code), and the International Building Code.

Knowledge of Design-Bid-Build (DBB) and Design-Build (DB) Contracts.

Job Description
SimVentions is looking for a highly skilled Electrical Engineering Technician capable of independently running an Electronics and Printed Circuit Board production and prototype facility for engineering development and low rate production efforts. You will work closely with a highly disciplined engineering team supporting quick turn precision projects. Projects involve innovative and novel integrations of electrical components and development of specialized PCBs. Must have a high level of attention to detail and ability to run a diverse set of machines/equipment.
This position is located on Dahlgren Naval Base, running an electronic production/prototyping laboratory. This requires on base presence.
A Secret Clearance is required to start with the ability to be eligible for a TS/SCI clearance.
Travel: None Clearance:An ACTIVE Secret Clearance is required for this position. However, TS/SCI is preferred. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information. US Citizenship is required to obtain a clearance. Ability to upgrade to a TS/SCI clearance is required within a year of starting.
Requirements:- Minimum of 4 years experience as a skilled electrical engineering technician
- Demonstrated experience operating four or more of the following manufacturing equipment:
- solder stencil printers
- pick & place machines
- solder reflow oven
- automated optical inspection station
- x-ray inspection machine
- prototype PCB milling machines
- selective soldering machines
- BGA rework station machines
- Candidate should have rigorous hand soldering experience to include component sizes of 0201, BGA, LGA, and QFN.
- Perform moderately complex engineering technician support assignments
- Construct and build devices and simple equipment
- Construct developmental and production models, following layouts and diagrams
- Conduct tests and experiments that require non-standard setups and procedures
- Extract and compile data from field notes, technical manuals, lab reports, and bench tests
- Develop information about operational failures and modifications
- Perform more complex aspects of function; receive guidance/supervision on new assignments but normally works independently on mastered tasks.
- Ideal candidate will have 10 or more years of experience as an Electrical Engineering Technician
- Experience independently running an electronics production laboratory
- Experience with the use and maintenance of ALL of the following manufacturing equipment:
- Solder Stencil Printers
- Pick and Place Machines
- Solder Reflow Oven
- Automated Optical Inspection machine
- X-Ray Inspection machine
- PCB Mill (prototyping)

Compensation at SimVentions is determined by a number of factors, including, but not limited to, the candidate’s experience, education, training, security clearance, work location, skills, knowledge, and competencies, as well as alignment with our corporate compensation plan and contract specific requirements.
The projected annual compensation range for this position is $70,000 - $120,000 (USD). This estimate reflects the standard salary range for this position and is just one component of the total compensation package that SimVentions offers.

SimVentions is looking for a highly skilled Electrical Engineering Technician capable of independently running an Electronics and Printed Circuit Board production and prototype facility for engineering development and low rate production efforts. You will work closely with a highly disciplined engineering team supporting quick turn precision projects. Projects involve innovative and novel integrations of electrical components and development of specialized PCBs. Must have a high level of attention to detail and ability to run a diverse set of machines/equipment.
This position is located on Dahlgren Naval Base, running an electronic production/prototyping laboratory. This requires on base presence.
A Secret Clearance is required to start with the ability to be eligible for a TS/SCI clearance.
Travel: None Clearance:An ACTIVE Secret Clearance is required for this position. However, TS/SCI is preferred. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information. US Citizenship is required to obtain a clearance. Ability to upgrade to a TS/SCI clearance is required within a year of starting.
Requirements:- Minimum of 4 years experience as a skilled electrical engineering technician
- Demonstrated experience operating four or more of the following manufacturing equipment:

Compensation at SimVentions is determined by a number of factors, including, but not limited to, the candidate’s experience, education, training, security clearance, work location, skills, knowledge, and competencies, as well as alignment with our corporate compensation plan and contract specific requirements.

The **Engineering Technician IV** will provide construction quality assurance and project management labor support to various locations within the NAVFAC Washington Area of Responsibility performing various tasks/services.
**Responsibilities**
+ Mechanical engineering statement of work development.
+ Develop and execute projects with both Design-Bid-Build and Design Build delivery methods.
+ Estimate design/construction efforts scopes of work.
+ Address contractor submittals and requests for information (RFIs).
+ Design and technical competence in developing and the production of complete Statements of Works including drawings and specifications, for new and renovation projects.
+ Responsible for the professional quality, technical accuracy, and coordination, including inter-discipline coordination, of all designs, drawings, specifications, and other services furnished by the Contractor under this contract.
+ Functions as a team member on assigned construction projects.
+ Represents the FEAD/ROICC at the construction site and monitors the construction Contractor Quality Control (CQC) to assure they are achieving quality work.
+ Assists Construction Managers in coordination and construction of projects.
+ Attends and participates in all construction and CQC meetings.
+ Monitor and notify Project Superintendent or QC Manager and Government Staff immediately of safety violations.
+ Notify the Government Construction Manager (CM), and the FEAD/ROICC if the Contractor does not correct a hazardous working condition or a continuing safety issue in a timely or acceptable manner.
+ Report all accidents immediately to the Construction Manager, FEAD/ROICC office and Contracting Officers.
+ Reviews construction plans and specifications.
+ Notify CM and KO of any situation that may result in a construction contract dispute, modification, or require a stop work order to be issued to the construction contractor.
+ Investigates/inspects/performs Quality Assurance of the construction contract/CQC system and coordinates resolution of technical problems.
+ Prepare an inspection report each day the site is visited, and QA activities are performed.
+ Provide input to the CM concerning the construction contractor's performance at the end of the project in a written and signed report. The report shall specify the contractor's performance in maintaining schedule, quality, and degree of overall effectiveness.
