Summary

This position is a critical member of the department's leadership team, overseeing transportation infrastructure projects from conception through design, permitting and construction. The Supervisor leads a team of approximately nine with expertise in engineering, drafting, surveying, inspection, construction administration, and right-of-way.

Salary within posted range is dependent upon qualifications.
Job Duties

  • Supervises and coordinates Public Works capital and maintenance projects and related activities.
  • Schedules and assigns work to assure completion of projects in accordance with established timelines and budget limitations.
  • Supervises and participates in the review of complex Civil Engineering reports, designs, plans, specifications and cost estimates.
  • Coordinates with Federal, State, County and local governments, franchise utility companies, private property owners, community organizations and other county departments relating to the design and construction of capital public works improvement projects.
  • Manages property acquisition activities for public works projects.
  • Assures proper technical oversight of County Public Works Projects.
  • Prepares or directs the preparation of required reports for the County Road Administration Board, 6-year Transportation Improvement Plan, and budget reports
  • Work with the public on engineering matters.
  • Performs other tasks as directed.
Knowledge, Skills & Abilities
  • Valid Washington State Driver's License.
  • Familiarity with tools, instruments, equipment and techniques commonly used in the performance of related tasks.
  • Maintains a high standard for accuracy, completeness and efficiency in the preparation of reports.
  • Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to various personality styles in a calm, professional manner.
  • Effectively communicates with others for purposes of gathering and relating information.
  • Independent and self-motivated to complete required deadlines while simultaneously completing other tasks.
  • Familiarity with road construction, stormwater management, surveying, and engineering practices; familiarity with supervisory practices.
  • Previous work with managing consultants, permitting agencies, the County Road Administration Board, and federal and state grant funds beneficial.
  • Familiarity with right-of-way (ROW) acquisition practices and permitting requirements a plus.
Education, Experience & Certifications
  • A College Degree in Civil Engineering, Civil Engineering Technology, Construction Management, Public Works, or related field.
  • Professional Civil Engineer License preferred.
  • Eight years' of progressively responsible experience successfully managing complex public works construction projects with five years' of supervisory or managerial experience.
  • Previous work with managing consultants, permitting agencies, the County Road Administration Board, and federal and state grant funds beneficial.

What You Will Do:

**Job Summary:**
The Engineering Technician IV works with limited direction to perform complete testing of new development and sustaining programs and special projects assigned by their managers.
**Essential Functions:**
+ Works with engineers and senior level technicians to perform all work necessary to fabricate, test, build prototypes, and otherwise assist in the development verification, validation, and qualification of products and/or test equipment
+ Interpret and manage work in accordance with work orders, drawings and schematics, sketches, catalogs, manuals, all other applicable engineering and customer specifications, and oral instructions
+ Setup, adjust, adapt, operate and interpret results from standard toolssuch as multi-meters, signal generators, power supplies, bridges, oscilloscopes, function generators, in addition to automatic test equipment or special test consoles to simulate in-service conditions and specialized test equipment applicable to assigned area
+ Perform functional, calibration, qualification, acceptance tests (if applicable), design verification tests under all applicable environmental and operational variables such as temperature, humidity, altitude, shock, vibration, EMI, and various stresses
+ Review and perform plans and procedures to perform preventative maintenance and calibration of equipment and systems
+ Review, dry-run and redline, provide input for Acceptance Test Procedures (ATPs), Standard Test Procedures (STPs), Qualification Test Procedures (QTPs), Design Verification Test Procedures (DVTPs), and other relevant and related procedures in support of engineering directed changes
+ Document, analyze and organize test data, make computations, plot, graph and chart as needed, and otherwise prepare concise and accurate reports of test results.
+ Interface with all applicable groups such as Production Technicians, Assemblers, Buyers, Engineers, Quality Assurance and others as necessary to exchange information, provide technical assistance, and share equipment; Assist with the transition of engineering to production.
+ Ability to take on more leadership role in the department for the Level V Technicians.
+ SME of area and able to provide cross functional support to one other area
+ Coordinate and travel to outside testing facilities to support business functions
+ Any other task assigned by supervisor or management
**Minimum Qualifications** **:**
+ Experience: 6+ years of related experience
+ Knowledge: Exceptional comprehension to perform any test, and the ability to write and document tests to help support Engineering; Accelerated understanding of practical applications for engineering electronics, science and technology including applying principles, techniques, procedures, and equipment to the design and production of various goods and services; Accelerated understanding of circuit boards, processors, chips, electronic equipment, and computer hardware and software, including applications and programming . Able to verify test software used in assigned area such as C#, Java, LabVIEW, etc.
+ Skills/Abilities: Strong verbal and written communication; Proficiency in reading comprehension (understanding written sentences and paragraphs in work related documents) of the English language; Basic computer skills (understanding of basic software). Basic customer service and organizational skills.
+ Education/Certification: Two-year degree in Electronics or equivalent experience

The Maritime System Solutions Portfolio (MSS) within the Maritime Systems Division (MSD) is seeking an experienced, dynamic, and highly capable Electrical Engineering Manager to join the Leidos team in Lynnwood, WA to lead a multidisciplined team in the support of a series of maritime products. The scope of the business activities within this portfolio includes underwater vehicle systems, maritime sensors, supporting information technology & engineering services for complex maritime applications, development and support of underwater data acquisition and telemetry systems for distributed sensors for ISR, IPOE, SSW and platform signature measurement.
The Electrical Engineering Manager will be responsible for providing strategic and tactical leadership for the electrical engineer team across a portfolio of products, providing technical leadership across multiple programs, technical advancements, identification and communication of customer needs, ensuring engineering excellence in execution, provide process oriented guidance across multiple sub-expertise areas within electrical engineering , and providing resource planning and communication across a matrixed team.
The Maritime Systems Division of Leidos is an industry leader in developing, applying, and advancing the state-of-the-art processing technologies for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems including distributed netted sensor systems, communications systems, positioning systems, tactical decision systems, and autonomous unmanned platforms. Primary Responsibilities
+ Responsible for providing strategic and tactical leadership for the electrical engineering team across a portfolio of programs
+ Lead technical thought on project and program execution
+ Facilitate the system design, derivation and development of subsystem requirements
+ Provide technical mentorship and subject manner expertise to the electrical engineering team
+ Supervisor and provide tasking for the electrical engineering team in coordination with the program managers to meet program requirements, schedule and costs
+ Active participation in the Business Capture Process to include writing, designing, and reviewing proposal material.
Basic Qualifications
+ Bachelor of Science and/or master's degree in electrical engineering, computer engineering, or physics from an accredited college.
+ 10+ years of engineering experience in subsea maritime programs that include software and electro-mechanical systems.
+ 5+ years in leadership of teams.
+ Able to obtain Secret clearance, requires US CItizenship
Preferred Qualifications
+ 10+ years of experience leading the design, development, and integration subsea maritime systems.
+ Understanding of ISO 9001:2015.
+ Exposure to program management responsibilities for DoD programs. Including program execution, contract negotiations, financial, and subcontractor management.
+ Experience transitioning products from design to manufacturing.
+ Experienced with UUVs, payloads, and deployed subsea systems.
