Position Description

Under general supervision, assists in the planning and completion of public works projects by collecting survey data, preparing preliminary designs, drafting projects according to specifications and inspecting projects in progress or as completed to ensure that the project is completed according to City standards. Jobs in this classification spend a greater percentage of time and more frequently perform preliminary design and drafting and project inspection work in addition to surveying activities. Incumbents may specialize in one or more phases of engineering technician work, including drafting, locating and construction inspection.

Scope of Responsibility:
The Engineering Technician II may serve as crew lead and provide work direction to others.
Primary Responsibilities

Essential Duties and Responsibilities:
  1. Prepares preliminary designs and specifications for public works projects such as water, sewer and storm drain systems; and street grades, curb, gutter, sidewalk, streetlights and signals according to established procedures and to comply with departmental standards.
  2. Inspects public works projects in progress and completed including observing installation and testing of certain components to ensure compliance to project specifications and City standards. Maintains records of inspections performed as required.
  3. Collects survey data from topography such as location of utilities, physical objects which lie within and adjacent to the City right of way and other surface features of the area to be used in the design of public works projects and verifies locations and elevations during actual construction.
    1. Applies appropriate survey technology/equipment as conditions require (i.e. GPS equipment, total station, etc.);
    2. Collects topographic features, etc. for preliminary design work;
    3. Establishes survey control for - public works construction and improvement projects;
    4. Verifies staking and layout of each phase of projects in association with plans and blueprints;
    5. Drafts plans and profiles of projects and reproduces and plots drawings for utility comments, in-house review and contract bid openings.
  4. Assists with emergency technical duties and floodplain management.
    1. During flood events inspects and/or provides technical assistance to field inspectors;
    2. Stake sandbag/flood protection dikes - verify elevations are correct;
    3. Performs inspection of dikes for proper construction;
    4. Establish flood protection elevations prior to construction;
    5. Verify as built elevations for flood plain certification;
    6. Coordinate and monitor protection of City infrastructure.
  5. Provides work instruction to seasonal/temporary staff persons responsible for assisting in survey work and construction projects.
    1. Provides training and work direction, ensuring the employee knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; ensures that each employee:

    2. While performing the same or similar work as employees under the line of authority, serves as a team leader, assigning particular work to their co-workers using informed and independent judgment when making these assignments.
  6. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
    1. Interacts with public, contractors and utility representatives to respond to general inquiries, provide information such as locate information on sewer and water ties; records of as-built plans, property descriptions, elevations, etc.; and/or to refer individual(s) to supervisor or other appropriate personnel to resolve issues;
    2. Frequently interacts with others in the work unit, or across departments, to exchange detailed and/or technical information.
  7. Responsible for periodically being the designated on-call locator for afterhours, including weekends and holidays.
  8. Performs other duties and activities as assigned.

Engineer Technician II - Traffic Engineering
The Engineering Technician II with a Traffic Engineering assignment spends a proportionately high percentage of time performing field verification of performance of contractors and work crews during the construction season. During the winter months the job is focused on assisting with design drafting and calculation of quantities and preparing bid specifications for projects that will be undertaken during the next construction season.

Essential Duties and Responsibilities:
  1. Monitor multiple construction sites for adherence and compliance with specifications.
    1. Verifies location, alignment, elevations, compaction, etc.;
    2. Prepares and recommends release of payments for work performed in a satisfactory manner.
    3. Ability to make limited field/construction decisions.
  2. Communicates with the public to address questions and complaints, such as signing and striping, etc.
  3. Assists with the design and project management of:
    1. Traffic signal systems, flashing beacons, Intelligent Transportation System devices, traffic control work zone plans, and signing & striping plans;
    2. Street Lighting systems;
    3. Fiber optic system for traffic, inspection and review of all testing design of fiber results; fiber optic design includes the needs of multiple Departments and government entities;
    4. Pavement markings on projects and also on a citywide basis for replacement.
  4. Assists with placement, operation and maintenance of portable traffic control message boards.
  5. Assists with the review and approval of all traffic signal equipment, wire, and fiber optic shop drawings.
  6. Monitors established standards for compliance with applicable codes and regulations according to the Manual on Uniform Traffic Control Devices (MUTCD) and the National Electric Code (NEC).

Minimum Qualifications:

Same as base description, plus:
  • Knowledge of Traffic Signal Systems, Street Lighting Systems, and wiring
  • Knowledge of Fiber Optic Communication
  • Knowledge of Pavement markings
  • Knowledge of the MUTCD and NEC
Most training is on-the-job.

Physical Demands & Working Conditions:
Similar to core description. There is some exposure to 110 to 120 volt electrical. Work is primarily in the field during the construction season (60% of time) and in the office in the winter (40% of time). The job may require overtime work in the summer. There is frequent driving during year-round.
Minimum Qualifications

The job requires an associate's degree in civil engineering technology, survey technology or a related field and three or more years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A valid driver's license is also required.

Knowledge, skills and abilities include:
  • Knowledge of technical engineering methods, techniques, principles and procedures, particularly surveying techniques and methods;
  • Knowledge of design and construction theory and engineering design standards;
  • Knowledge of property and engineering maps and records;
  • Knowledge of geographical information systems, computer aided drafting and design;
  • Skill in performing mathematical computations such as algebra and trigonometry in order to calculate slopes and quantities, such as cut and fill;
  • Skill in performing technical engineering procedures such as collecting and documenting surveying data, drafting and designing;
  • Skill in operating surveying equipment;
  • Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, contractors, the general public, etc. sufficient to exchange or convey information and to give and receive work direction;
  • Ability to interpret, explain and enforce applicable policies and procedures, especially safety;
  • Ability to prioritize work, meet deadlines, and make sound decisions within established guidelines;
  • Ability to work independently.

Physical Demands

Physical Demands & Working Conditions:
Work is performed in an ordinary office environment and in the field. The amount of field time will vary by specialty. In general there is more office time with this level than with Technician I. Outdoor work involves exposure to all weather conditions, dirt, noise, and fumes. There is exposure to construction equipment and traffic at project sites. The job may involve lifting manhole covers and carrying or setting up survey equipment. Regular driving is required. There is considerable attention to detail.

Stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions.

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

HDR Engineering is currently seeking a Transmission Line Engineering Manager to join our growing and nationally ranked team of Power Delivery professionals.

Primary Responsibilities

As a Transmission Line Engineering Manager (EM), you'll draw upon your broad technical knowledge and experience in design and construction of high voltage Transmission Line projects to lead, guide, and advise clients, projects, and teams. Having previously performed a leading technical role on increasingly complex transmission line projects, you'll be ready to undertake greater challenges and responsibilities. You will develop a partnership with the Project Manager (PM), whereas the PM is responsible for scope, schedule, budget, and overall client management, you will be responsible for technical execution of the project.

As a Transmission Line Engineering Manager your role will encompass the following:

  • Leveraging technical experience and expertise while working in close coordination with a PM, to manage and execute the engineering and design components of transmission projects.
  • Developing and implementing a project execution plan for the technical aspect of transmission projects.
  • Working independently and/or directing, mentoring, training, and/or supervising one or more Project Engineers, EITs, Designers, CADD technicians and administrative staff.
  • Supporting the technical aspect of scope, schedule, and budget, including proposal development, work breakdown structure development and implementation, progress assessment, risk assessment/mitigation, change management, and schedule management.
  • Coordinating and/or leading the QA/QC process on projects per HDR's Quality Management Systems (QMS) requirements with a commitment to delivering world class quality.
  • Performing quality checks and/or reviews of projects from other teams as needed.
  • Participating in project reviews as needed.
  • At times, leading multiple projects concurrently, utilizing teams in different locations.
  • Working with senior engineers and technical leaders to identify and develop specific technical expertise and attending training and seminars focused on further development and understanding of complex concepts related to the transmission industry.
  • At times, assisting with development of technical papers and/or presentations that showcase HDR's technical capabilities at industry conferences or other events.

Preferred Qualifications

  • Master's degree a plus.
  • Distribution line design and/or steel lattice tower modeling and design experience a plus.
  • Track record of working cooperatively with diverse teams; regional, department, and technical managers; and project staff preferred.
  • Experience working with Renewables developers and/or the interconnection of Renewables a plus.

We are looking for an experienced, results-orientated leader to head up our robotics software development. In this leadership role, you will:

  • Lead architecture design and development for autonomous machine control platforms
  • Build a world class engineering team to advance autonomous machine development
  • Encourage learning and development of domain expertise in Machine Learning, Computer Vision, and/or Computer Graphics to push simulation and autonomous operation
Role & Responsibility
  • Leadership: Lead multiple teams across different layers of the software stack. Provide development, mentoring, and coaching to cross-functional teams and individuals.
  • Technical Vision: Drive the overall technical vision and architecture, ensuring systems grow and scale quickly. Lead the creation of Long Range Plans (LRP) for a functional team.
  • Process: Develop release plans and ensure they are delivered at a regular cadence. Ensure requirements, design documentation, and software are developed and validated in alignment with industry best practices.
  • Business: Ensure planning, estimation, and tracking activities are carried out effectively, manage the operating budget for the team.
Job Requirement
  • Bachelor's degree in electrical engineering, Computer Engineering or other software related field
  • 10+ years of relevant engineering experience
  • Strong background and experience in applied Deep Learning
  • Experience leading and developing engineering teams for multiple products
  • Excellent communication and interpersonal skills
  • Strong experience in project management and different software process methodologies
  • Master's degree in electrical engineering, robotics or related field preferred
  • 5+ years of people management experience
  • Experience with ROS, Gazebo, Unreal, and Omniverse

The Disaster Engineering Specialist:
- Conducts site inspections to validate and record infrastructure damage to include: taking photographs, making site sketches, and writing detailed damage descriptions. Develops and reviews scopes of work and cost estimates, including code and standard requirements.
- Reviews and analyzes engineering reports, designs, and as-built plans.
- Makes recommendations regarding claim eligibility. Develops or evaluates hazard mitigation proposals and benefit-cost analyses. Works with applicants to prioritize their projects, facilitates applicant meetings throughout the program delivery and recovery stages, and communicates the final determination to the applicants.
- Provides analyses and updates reports, participates in status update meetings with FEMA, and identifies the need for technical specialists.
