JOB SUMMARY
The Senior Manager Engineering is responsible for planning, organizing, and directing engineering to meet company objectives for design, new product development and improvement of existing product lines by performing the following duties personally or through subordinates.

Under supervision, this class series performs entry-level to paraprofessional technical work in design, contract administration, survey and inspection of street, storm drain, sewer, water improvements and other public works, development review and permitting, traffic, geographic information system, hazardous materials, and performs other related work as required.
ALLOCATION FACTORS: Positions in this series are allocated to these classes on the basis of the incumbent's education and experience, and therefore the amount of supervision and review of work needed, the independence expected in approaching projects and the level of difficulty of work assignments.
The Engineering Technician seriesis a flexibly staffed position.
Engineering Technician I: 28.46 - 34.20 per hour
Engineering Technician II: 32.44 - 39.03 per hour
Engineering Technician, Specialized III: 37.84 - 45.59 per hour

Engineering Technician, Specialized III - 5% Certification Pay to California Certified Qualified SWPPP Practitioners
CLASS CHARACTERISTICS:
Engineering Technician I: The entry-level position in this series. Performs technical and skilled work of a paraprofessional nature, usually under supervision. Work is usually reviewed upon completion.
Engineering Technician II: Assigned more responsible and complex work, which involves application of knowledge of engineering skills to projects; may use independent judgment in making technical decisions.
Engineering Technician, Specialized III: This is a specialized, multiple option class. Work in this class is characterized by the complexity of the assignments and by the independence with which an incumbent performs. Typically, incumbents perform work with minimal supervision and maximum opportunity for planning and exercising judgement.
EXAMINATION PROCESS: Based upon screening of the City application , applicants whose qualifications best meet the requirements of the position will be invited to the examination process. This process may include, but is not limited to, panel interview, written exercise, and/or performance exam which consists of an evaluation of some of the essential knowledge, skills, abilities, and job-related experience listed below. Those candidates who pass the examination process are placed on an eligibility list from which the final selection will be made.

Development Review and Permitting: Informs public and private agencies regarding conditions for development; coordinates the issuance of permits for private or commercial construction and road right-of-way construction work; leads and participates in construction inspection.
Traffic: Prepares reports and exhibits for administrative, policy and public meetings; reduces and interprets traffic data; interprets and applies CalTrans and MUTCD standards; directs placement of signage and traffic controls; plan checks traffic signal plans and traffic signal timing against standards and research traffic plan data.
Geographic Information System: Maintains, updates, and enters geographic data into a GIS computer including both graphical and text database operations; writes structured query language (SQL) scripts; utilizes Intergraph based CAD, database, analysis, and related software; creates custom reports and maps for various divisions of the City; develops and conducts end user training and support; performs routine maintenance and disk backups.
Hazardous Materials: Directs and organizes the City's Household Hazardous Waste Collection Facility; oversees collection and disposal of hazardous waste; prepares complex technical reports for State and Federal Agencies; responsible for characterization of all materials entering the facility; identifies physical and chemical properties of hazardous materials; directs disposal and shipment of hazardous materials and maintains records thereof; performs inspections and reviews to insure the facility operations and shipping comply with government codes, regulations and mandates; performs daily safety inspection; conducts daily safety meetings; trains and supervises employees in daily operations; responds to public inquiries concerning hazardous material and identifies these materials.
PERIPHERAL FUNCTIONS: Operate blueprint copy and scanner machine. Construction - oversees construction projects of substantial complexity. Contract Administration -prepares specifications for construction projects; writes public notices relating to construction projects; arranges for contractors to bid on projects and may coordinate a disadvantaged business enterprise program; coordinates the design work of complex engineering projects. EDUCATION/EXPERIENCE:
- Engineering Technician I: Four (4) years of high school with completion of courses in algebra, trigonometry and drafting and one (1) year of paraprofessional work experience.
- Engineering Technician II: Two (2) years (60 semester units or equivalent) of college in civil engineering, engineering technology or related field; AND two (2) years of paraprofessional experience at an Engineering Technician I level, or equivalent.
- Engineering Technician, Specialized III: Two years (60 semester units or equivalent) of college in civil engineering, engineering technology or related field; two years' experience at the Engineering Technician II level in the assigned specialty, or equivalent.
** Additionally, the Hazardous Materials Specialty requires the completion of the following classes:
- 40 Hour Hazardous Waste Operations and Emergency Response for Routine Workers.
- 8 Hour Waste Site Worker for Supervisors.
Substitution: College course work in Civil Engineering may substitute for the experience requirement on a year-for-year basis up to two (2) years. Qualifying experience may be substituted for college coursework on a two for one basis.
LICENSE REQUIRED: Possession of a valid and appropriate California driver's license.

POTENTIAL CAREER PATH: Incumbents in Technician series may qualify for positions in the Civil Engineering Associate series with specific professional experience that may be substituted for the education requirement.

Job classes in this unit are subject to the City's Personnel Rules, Procedures, and Policies. Benefits include the following:
Bilingual Pay: Individuals determined to be in an eligible position and qualified by the City will be eligible for 150 per month bilingual pay. Employees with both oral and written bilingual skills shall receive 190 per month bilingual pay.
Deferred Compensation: The City encourages and supports employee enrollment in either MissionSquare or CalPERS deferred compensation plan. Employees may contribute up to the maximum amount according to the IRS Retirement Plan Contribution Limits.
Dental Insurance: Effective the first day of the month following appointment, the employee and dependents are eligible for insurance; the City contributes a substantial amount of the premium for the employee and dependents.
Health Insurance: Effective the first day of the month following appointment, the employee and dependents are eligible for insurance; the City contributes a substantial amount of the premium for the employee and dependents. Employees can select from three (3) Blue Shield plans.
Employee Assistance Program (EAP): Employees of the City of Lompoc are eligible to receive EAP services administered by Anthem Blue Cross. Employee, spouse, and eligible dependents are entitled to receive five (5) sessions per family member, per incident. Services include counseling for various reasons/needs.
Holidays: Thirteen (13) days per year including one floating holiday.
Life Insurance: The City provides life insurance in the amount equivalent to two years' annual salary up to a maximum of 300,000. The premium is paid entirely by the City. Employees are eligible for enrollment after the first day following six (6) months of continuous employment. Additional employee coverage is available at group rates.
Long-Term Disability Insurance: Effective the first day of the month following six complete months of employment, the employee is eligible for insurance. The City pays 100% of the premium.
Retirement: Third Tier -- Employees hired after January 1, 2013 are covered by California Public Employees Retirement System (CalPERS) 2% at age 62 formula. Employees pay 50% of the normal cost of the member's contribution as prescribed by PEPRA. Final compensation is the average for the highest 36 consecutive months.
Second Tier -- Employees hired after November 19, 2011 and before January 1, 2013 are covered by California Public Employees Retirement System (CalPERS) 2% at age 60 formula. An eight percent (8%) member's contribution is paid by the employee. Final compensation is the average for the highest 36 consecutive months.
First Tier -- Employees hired prior to November 19, 2011 are covered by California Public Employees Retirement System (CalPERS) 2.7% at age 55 formula with 1959 survivor's benefit. A ten percent (10%) member's contribution is paid by the employee. Final compensation is the average for the highest 12 consecutive months.
Social Security: As a City of Lompoc employee, your earnings are not covered by Social Security. Under the Social Security law, there are two ways your Social Security Benefit amount earned under previous employers may be affected, "Windfall Elimination Provision" and "Government Pension Offset Provision." Section 125 Tax Deferral: Program used for out-of-pocket health premiums, medical costs not covered under health plan, and day care/elder care.
Sick Leave: Commencing at the time of appointment, sick leave benefits accrue at a bi-weekly rate and the employee is eligible to use those benefits reflected as their sick leave balance; accrual rate is 12 days/year.
Tuition Reimbursement: The City will provide tuition reimbursement for college courses in accordance with Personnel Procedures Manual Chapter 43 "Tuition Reimbursement for College/University Courses." In addition, the City will provide community college students up to 100% tuition reimbursement and 100% reimbursement for required course books per semester. (Course syllabus and receipts identifying books purchased are required for books).
Vacation: Commencing at the time of appointment, vacation leave benefits accrue at a bi-weekly rate based upon length of employment. Employees are eligible to use vacation leave following completion of six months employment and accrue 10 days per year, which increases to 21 days based on years of service.
