The Engineering Manager will be Responsible for the strategic and tactical leadership and management of all Process & Mechanical Engineering personnel within the Midland Execution Center. This includes ensuring all Process & Mechanical Engineering personnel have the technical/team skills and knowledge to successfully and profitably execute their assigned job functions. The Engineering Manager is jointly responsible for the achievement of all financial and non-financial goals and objectives of the organization. This position reports directly to the Midland BU Manager.

PRIMARY RESPONSIBILITIES :

• Responsible for the overall development, productivity, and guidance of all team members.
• Interact and communicate effectively with direct reports, team members, clients, subcontractors, vendors and other consultants.
• Set realistic expectations and ensure assigned projects are completed according to schedule and within budget. Ensure that projects assigned to direct reports and team members are completed according to schedule and within budget.

• Responsible for hiring staff, performance evaluations, resolving grievances and complaints and initiating disciplinary actions.
• Approve time entry and expense reports pursuant to company/client policies and procedures.
• Provide advice and assistance on work techniques, best practices, and subject matter expertise to co-workers and subordinates as required to resolve the most difficult issues facing the group or project.
• Participates in and/or facilitates regular team meetings to provide/receive updates on the status of projects and to adjust recruiting, training and management of Engineering and Design personnel to ensure achievement of Project goals and objectives.
• Ensure the proper resources and skill levels are assigned to projects.
• Manage personnel resources of the Engineering and Design team in the assigned Execution Center including recruiting, staffing, training, and job performance.
• Setting technical criteria for the Engineering and Design team and ensuring conformity with current engineering industry best practices.
• Evaluate culture of the group and assess its congruency with the organization.
• Manage interdepartmental relationships and interfaces with the other units or departments within the execution center and company.
• Ensure proper communication to Engineering and Design team within the assigned Execution Center regarding new initiatives, decisions, dissemination of new programs, policies and procedures.
• Primary coordination point for Engineering and Design within the assigned Execution Center.
• Maintain control of expenditures, monitor the revenue stream, and ensure margins are maximized within assigned team.
• Ensure Engineering and Design personnel are executing in accordance with established project budgets and forecasts.
• Ensure that all Engineering and Design personnel are in compliance with Company policies and procedures.
• Ensure that appropriate support is provided to the project teams in terms of insight and analysis of project progress and recommend recovery plans (as needed).
• Oversee and supervise Engineering team within assigned Execution Center.
• Overall technical responsibility for all activities performed by Engineering team within assigned Execution Center.
• Overall responsibility for QA/QC within Execution Center including technical audits as required.
• Responsible for interfacing with HR, and addressing personnel issues including disciplinary action and termination when required.
• Comply with all company and client health, safety, security and environmental (HSSE) standards as well as federal and local HSSE regulations.
• Actively participate in company and client hazard identification and observation programs, and immediately report any unsafe acts, conditions or incidents to supervisor.
• Monitor and ensure safe working conditions for staff, and ensure all team members receive required safety training to perform their tasks in a safe manner. Ensure all reportable occupational incidents are reported in a timely manner and provide assistance in the completion of any investigations, including implementing corrective actions.

The Project Manager reports to Field Engineering Manager and will work from Enterprise's Midland Office. The Project Manager provides project management and technical support for the operation and construction of Enterprise's pipelines and terminal facilities. The Project Manager ensures that facility upgrades and changes are designed and constructed in accordance with the Company's Engineering Guidelines and Specifications, Industry Codes & Standards, and Regulatory Agency requirements while also meeting functionality and performance requirements. • Manages multiple projects at different project locations. Projects are typically less than $10MM.
• Coordinates and manages capital projects in accordance with Company policies and procedures.

The successful candidate will meet the following qualifications:

• A Bachelor's degree in Engineering is required. Mechanical or Chemical Engineering is preferred.
• 5 years' experience in the oil, gas, or chemical industries is required.
• 3 years hands-on experience in a project management role in a pipeline and facilities environment is required
• Experience with ASME and API standards, PSM, DOT regulations, pipeline maintenance and construction and storage is preferred.
• Experience with some or all of the following: plant construction and modifications, pipeline routing and construction, regulatory approval processes, project planning and scheduling, cost tracking and control, contract administration and project management.
• Proficiency in the use of Microsoft Office applications such as Word, Excel, Project and Outlook is required.
