The Engineering Technician utilizes knowledge of the fundamentals of AC/DC circuits as it pertains to the installation of electronic equipment.
**Responsibilities include, but are not limited to**
+ Support teams performing installs, maintenance, repairs, overhauls, troubleshooting, and the tests of electrical, electronic, and/or mechanical equipment and related devices
+ Troubleshoot field equipment failures, documentation of maintenance and troubleshooting procedures
+ Perform preventative maintenance and troubleshooting or assessment of electronic equipment
+ Work and perform at government and contractor facilities with little supervision, receiving technical guidance from project managers, where awareness is critical, and the highest level of safety and caution must be exercised to eliminate risk
+ Working alongside engineers to design, build and test solutions to a variety of technical problems
+ Prepare technical reports, documentation, and manuals related to engineering projects
+ Analyze operations and offering suggestions for improvement
+ Perform research, writing, editing, and revising of Navy technical documents
+ Perform field validations of various watercraft and equipment
+ Ability to read and comprehend preventive maintenance documents and procedures
+ Proficient with Microsoft Windows OS and office automation software (Microsoft Office, SharePoint)
+ CONUS/OCONUS travel may be required
**Minimum Requirements:**
+ Associates degree

+ Applies engineering knowledge and experience to support the planning and preparation of Technical Working Documents (TWD) such as: CVN and summaries, Task Group Instructions (TGIs), and Deficiency Forms (DFs).

Duties And Responsibilities
The Engineering Department Manager reports directly to the Director of Production for the performance of his/her responsibilities, providing structure, leadership and guidance to the Project Engineers, Waterfront Engineers, Planning and Testing Departments, and assumes profit/loss responsibility for those business units.
KEY RESPONSIBILITIES:
•Leadership & Management:

•Project Oversight & Execution:

Utilize ERP systems like Deltek CostPoint to track project costs, schedules, and resources. Assist in financial forecasting, budgeting, and ensure proper documentation of engineering costs and expenditures.
•Customer & Stakeholder Communication:
Act as the primary point of contact for customers, stakeholders, and subcontractors, ensuring effective communication regarding project status, technical issues, and resolution of any concerns.

•Technical Expertise:
o Deep understanding of submarine systems, including but not limited to hull structures, propulsion systems, sonar, weaponry, and deep submergence technology.

Other duties include, but are not limited to:
- Overseeing traffic engineering and highway improvement programs, customer service efforts, traffic engineering review of new development and city projects, studies of ongoing operational traffic issues, or roadway safety studies/Road Safety Audits.
- Position will oversee response to all citizen requests for traffic engineering services, preparation of engineering studies, and issuance of work orders to the sign and signal shop or contract for implementation.
- Represents the City at Hampton Roads Transportation Technical Advisory Committee, Regional Traffic Operations Committee, and Bicycle and Trails Citizens Committee.
- Negotiates and administers engineering and construction contracts, such as an on-call traffic engineering consulting service contract.
- Position is also responsible for all traffic signal and ITS / TMC system installations by contract and other VDOT hazard elimination grant safety projects.
- Evaluates and approves all traffic control devices used to regulate, warn, or guide traffic that are placed along city streets and highways.
- Ensures substantial conformance with standards issued by FHWA in the Manual on Uniform Traffic Control Devices ( MUTCD ), VDOT , or regulated by city code.
- Develops and oversees the implementation of policies and procedures to ensure the flow of operations and accomplishments of goals.
- Assists in the preparation of the division's operating budget.
- Supervises subordinate personnel within the section.
- Oversees transportation planning functions to include revisions to the City's Master Transportation Plan ( MTP ), collection of traffic and roadway safety data, submission and administration of grants for various transportation programs; including VDOT Hazard Elimination Grant, RTSP , and CMAQ grants, and coordination with Hampton Roads Transit bus service and the various railroad lines that operate in our city.
Required Qualifications
VOCATIONAL / EDUCATIONAL PREPARATION : Requires a bachelor's degree in civil engineering, or a closely related field. Master's degree preferred.
SPECIAL CERTIFICATIONS AND LICENSES : Requires a valid driver's license and a driving record that is in compliance with City Driving Standards . A Professional Engineer license is also required.
EXPERIENCE REQUIREMENTS : In addition to satisfying the vocational/education standards, this class requires a minimum of ten years of related, full-time equivalent experience.
SPECIAL REQUIREMENTS : Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
Preferred Qualifications
Managerial experience in traffic engineering in a municipal setting is preferred; also, experience working with or for a state department of transportation is preferred.

Are you a former Navy Electrician or Technician ready to bring your hands-on experience into a high-impact civilian role? Noblis MSD is looking for a **CVN Electrical Engineering Specialist** to join our mission-focused team supporting **Commander, Naval Air Force Atlantic (CNAL)** and the **CEMAT Auxiliaries Project Team** . You'll work directly aboard East Coast-based **CVN Aircraft Carriers** , helping to modernize and maintain critical electrical systems-while mentoring active-duty Sailors and ensuring mission readiness.
What You'll Do:
+ Serve as a **technical expert** for shipboard electrical systems (60Hz, 400Hz) across CVN-class aircraft carriers.
+ Deliver **on-the-job training (OJT)** and **over-the-shoulder coaching** to ship's force Sailors-building their technical proficiency and self-sufficiency.
+ Provide **engineering guidance, maintenance support, and troubleshooting expertise** for CNAL's CVN electrical systems.
+ Collaborate with Fleet Maintenance, Systems Engineering, and QA/QC teams to support critical readiness and sustainment efforts.
+ Interpret and apply electrical schematics, blueprints, NAVSEA standards, and the Joint Fleet Maintenance Manual (JFMM).
+ Join a high-performing, veteran-friendly team driving long-term success for the Navy's operational platforms.
Required Qualifications
Bachelor's degree **or** Associate's degree + 3 years **or** a High School diploma + 6 years' experience.
+ Prior U.S. Navy service with direct experience aboard CVN aircraft carriers or surface ships.
+ Proficient with 60Hz/400Hz electrical systems, equipment, and troubleshooting practices.
+ Ability to read/interpret electrical schematics, diagrams, and NAVSEA documentation.
+ Minimum 5 years' experience supporting Navy or DoD technical projects.
+ **Active SECRET clearance and U.S. Citizenship required.**
+ Physically able to lift up to 50 lbs and operate in shipboard environments.
Desired Qualifications
+ NEC certifications in electrical systems/equipment highly desirable.
+ Proficiency with **Microsoft Office Suite** , including Excel and PowerPoint.
+ Familiarity with **NAVSEA Standard Items** , **JFMM** , and maintenance planning systems.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $57,240.00 - USD $89,505.00 /Yr.
