Staff Scientist – Environmental Assessments

Annual Salary Range: $70,000–$5,000

BLEW is excited to announce an opening for a Staff Scientist specializing in Environmental Assessments. In this role, you will be instrumental in managing projects that involve both environmental and physical property condition assessments across the United States. This is a fantastic opportunity to grow within the commercial real estate due diligence industry.

We are seeking candidates who have the ability to perform one or more of the following types:

  • ESA
  • PCA
  • ESA/PCA Dual
  • FMAC ESA / FMAC PCA / FMAC Dual
  • FNMA SBL ESA / FNMA SBL PCA / FNMA SBL Dual
  • HUD MAP ESA / PCA / Dual
  • HUD LEAN ESA / PCA / Dual
  • RADON
  • EQUITY PCA
  • ASM Sampling
  • MEP/HVAC
  • LBP Assessment
  • Construction
  • Phase II
  • Seismic Risk
Responsibilities
  • Conduct and prepare Environmental Site Assessments (ESA, PCA, or other reports for which you are qualified as listed above).
  • Provide clear, well-supported recommendations and solutions to Managing Directors and clients while understanding how assessments impact transactions.
  • Oversee quality control throughout project lifecycles.
  • Conduct site visits and lead fieldwork activities.
  • Write Report.
  • Perform research (historical, regulatory, etc.) and compile supporting data.
  • Communicate with clients and site representatives.
  • Prepare professional supporting documentation (figures, appendices, etc.).
  • Other tasks as assigned by the Managing Director related to report deliverables and schedules.

Requirements

  • Bachelor's degree in Environmental Science, Environmental Engineering, or a related field.
  • Minimum of 3-5 years of experience in conducting environmental assessments.
  • Strong understanding of Phase I and Phase II ESA protocols and relevant regulatory requirements.
  • Excellent written and verbal communication skills.
  • Strong analytical thinking and problem-solving abilities.
  • Ability to manage multiple projects and meet strict deadlines.
  • Familiarity with environmental assessment software and Microsoft Office Suite.
  • Professional certifications such as Certified Environmental Professional (CEP) or similar credentials are preferred.
  • Knowledge of GIS and mapping tools is a plus.

**Job Description:**
Our growing Southeast Area team is currently seeking a motivated and talented **_Department Leader_** for our Environmental, Assessment and Remediation (EAR) practice. Our Southeast Area EAR practice focuses on site assessment/remedial investigations and design, environmental regulatory compliance and support, feasibility studies, emerging contaminants, and property transaction due diligence for clients in industrial, power, water, and government end markets. The Department Leader will be instrumental in the continued growth of our Southeast market through people development, sustainability, and client engagement.

Position Type: Hourly Contract (90 day period with possible extension)

Position Summary

TULK is seeking an Environmental Assessment Specialist to support preparing Environmental Condition of Property (ECP) Reports for the Estate Bethlehem Military Compound (St. Croix) and the Estate Nazareth Military Compound (St. Thomas). This role involves conducting field inspections, stakeholder interviews, and records reviews in accordance with the Army National Guard ECP Process Handbook (Dec 2023) and ASTM Standards D6008 and D5746 .

Key Responsibilities
  • Conduct site reconnaissance and field investigations , including:

    • Visual inspections of soils, vegetation, drainage, and infrastructure.

    • Identifying potential environmental hazards such as stained soils, odors, or stressed vegetation.

  • Perform records reviews (environmental permits, historical aerials, prior studies, and databases) following ASTM D5746.

  • Conduct and document interviews with current and former site personnel per ASTM D6008.

  • Compile data, photographs, maps, and supporting materials into Draft and Final Environmental Condition of Property (ECP) Reports .

  • Maintain a Daily Project Log , documenting site activities and observations.

  • Serve as the Competent Person for assigned workdays, ensuring safe and compliant field operations.

  • Ensure compliance with safety standards (OSHA, territorial regulations, USACE EM 385-1-1).

  • Complete required training, including AT Level I Awareness and iWatch Program , within 15 days of hire.

  • Coordinate with VING Environmental Office, contracting officer representatives, and project manager to deliver timely and accurate reports.

Qualifications

Required

  • Bachelor’s degree in Environmental Science, Geology, Biology, Engineering, or a related field.

  • Minimum 3 years of experience conducting environmental site assessments, Phase I/II ESAs, or similar federal/state environmental compliance projects.

  • Familiarity with ASTM standards (D6008, D5746, and E1527) .

  • Strong writing skills with experience drafting technical environmental reports.

  • Ability to conduct structured interviews and synthesize findings.

  • Proficiency with MS Office (Word, Excel) and GIS or mapping software.

  • US Citizenship: Must be legally authorized to work in the U.S. and its territories.

  • Valid U.S. government–issued photo ID (driver’s license, passport, etc.).

Preferred

  • Prior experience with Department of Defense (DoD) or National Guard environmental projects.

  • Knowledge of hazardous materials, waste management, and remediation practices .

  • HAZWOPER 40-hour certification (preferred but not required).

  • Previous work in the Caribbean or coastal environments.

Physical & Travel Requirements
  • Ability to work outdoors in varying weather conditions.

  • Travel required between St. Thomas and St. Croix.

  • Must be able to carry field equipment (up to 30 lbs).
