The Environmental Compliance Manager at the Biomass Cogeneration Facility at the Savannah River Site (SRS) in Aiken, South Carolina, is responsible for ensuring compliance with air emissions, solid waste, and outfall emissions regulations. In addition, this position is responsible for facility water treatment and the test laboratory.

Responsibilities:

  • Waste Management & Spill Prevention, Control, and Countermeasure (SPCC) Plan Compliance:

    • Oversee and ensure compliance with the Waste Management & SPCC Plan.

    • Provide management and operations personnel with training and instruction on waste management practices.

    • Perform weekly inspections of waste accumulation areas.

    • Manage the universal waste program.

  • Ameresco Compliance Plan:

    • Annually review the environmental sections of the Ameresco compliance plan to ensure continued adherence.

  • Emergency Planning and Community Right-to-Know Act (EPCRA) Reporting:

    • Collect necessary data and complete reports for Savannah River Nuclear Solutions (SRNS) to ensure Environmental Protection Agency (EPA) compliance reporting.

  • Discharge Monitoring Report (DMR) & Outfall Management:

    • Complete and submit the monthly DMR.

    • Ensure weekly outfall samples are properly collected and evaluate results for any necessary follow-up.

  • Stormwater Management & National Pollutant Discharge Elimination System (NPDES) Compliance:

    • Inspect and maintain stormwater drains.

    • Ensure compliance with established permits.

    • Maintain accurate records and reports related to stormwater.

  • Air Permitting & Emissions Monitoring:

    • Manage and schedule boiler stack tests for all six (6) units at the Savannah River Site.

    • Review daily Continuous Emissions Monitoring Systems (CEMS) and Continuous Opacity Monitoring Systems (COMS) reports.

    • Schedule and oversee audits and calibrations of monitoring equipment.

    • Ensure compliance with all established air permits.

    • Track emergency generator operational hours.

  • Annual Regulatory Reporting:

    • Maintain comprehensive records and submit annual Boiler Maximum Achievable Control Technology (BMACT) and Title V reports.

  • Water Treatment & Laboratory Operations:

    • Serve as the Laboratory Director, overseeing all lab activities.

    • Maintain certified laboratory operations (specifically for pH and Temperature measurements).

    • Conduct annual proficiency testing and submit reports to a third-party laboratory.

    • Provide training and instruction for boiler analysis and overall laboratory compliance.

    • Manage and ensure the availability of laboratory reagents.

  • Chemical Inventory Management:

    • Track deliveries and manage the inventory of bulk chemicals.

    • Create, approve, and submit purchase orders for chemical supplies.

    • Maintain current Safety Data Sheets (SDS) on file for all chemicals.

    • Ensure quarterly updates to the Chemical Management & Environmental Tracking System (CHMEMS) inventory.

  • Operations Performance Tracking:

    • Track performance data related to facility operations.

    • Provide monthly performance reports.

    • Analyze and maintain trends for Water Treatment operations.

    • Submit EEC to the site for any major equipment or system change.

  • Measurement & Verification (M&V) Reporting:

    • Submit the M&V report to SRNS by the 16th of each month.

  • Perform other duties as required.

Minimum Qualifications:

  • Associate's Degree in Environmental Science, Environmental Engineering, Chemistry, or a related field.

  • Minimum of 5 years of experience in an industrial or commercial setting with exposure to boilers, emissions monitoring, and environmental compliance.

  • Either hold or be able to quickly obtain the following certifications and licenses:

    • Certified Visible Emissions Reader (EPA Method 9)

    • South Carolina Labor, Licensing and Regulation (SC LLR) licenses for Physical/Chemical Wastewater, Water Treatment, Water Distribution, and Biological Treatment

  • Ability to review confidential US security information.

Additional Qualifications:

  • Prior experience working in a biomass, cogeneration, or utility-scale power facility.

  • Hands-on experience with boiler chemistry and water treatment systems, including RO systems and lab testing.

  • Familiarity with chemical/environmental tracking systems.

  • Strong organizational skills with the ability to manage multiple regulatory deadlines and reporting requirements.

  • Calm, self-directed, and adaptable in high-pressure or emergency situations.

Responsibilities:

  • Implements and follows policies and procedures necessary to meet requirements of environmental, policies, and federal, state, county or local environmental, regulations, laws, and standards and corporate environmental policies and standards.
  • Implement environmental training programs for facilities. Arrange, coordinate and perform environmental training, including new employee (on-boarding) orientation and on-going training programs. Evaluate training methods and presentations used by Shift Supervisors and Work Group leaders.
  • Develops and implements monitoring programs for, solid waste generation and water discharges to meet the requirements of federal and state regulations, laws and regulations, and corporate environmental, health and safety policies.
  • Implements, follows and assists in enforcement of corporate policies and procedures to assure an environmental compliant, safe workplace for all employees, contractors, and visitors.

Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of the Environmental Compliance Division; coordinates and acts as a liaison regionally in matters concerning wastewater, pretreatment, recycled water, stormwater, and groundwater; administers environmental compliance, inspection, and monitoring programs of the Public Works/Engineering Department, which includes water quality monitoring, industrial waste, wastewater, and hazardous materials management programs; oversees database records management processes; provides lead direction to environmental technical personnel; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the Director of Public Works/City Engineer in areas of expertise; and performs related work as required.

DISTINGUISHING CHARACTERISTICS: This is an advanced journey level classification responsible for performing the most complex environmental compliance work. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to ensure efficient and effective servicing function of the assigned program area. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services. POSITION SNAPSHOT: The Environmental Compliance Manager will lead the Environmental Compliance Division within the Public Works & Engineering Department under the direction of the Director of Public Works/City Engineer. This position is responsible for planning, organizing, and managing the daily operations of the Division, while also supervising staff and ensuring regulatory compliance across multiple environmental programs, including wastewater, pretreatment, stormwater, recycled water, Household Hazardous Waste, SB 1383, Used Oil Program, and other related environmental issues.

A typical day for the Environmental Compliance Manager includes coordinating with internal departments such as Finance, Planning, Police, and Building & Safety, as well as working closely with external agencies such as the Inland Empire Utilities Agency (IEUA), utility providers, regional cities and counties, and various state and federal regulatory bodies. The role involves frequent meetings, both internal and regional, to align on environmental compliance strategies and collaborative infrastructure planning.

Daily responsibilities also include monitoring changes in environmental laws and regulations, developing strategies to maintain the City's compliance, overseeing inspection and reporting activities, managing permit and enforcement processes, and ensuring timely submission of regulatory reports. The Manager provides leadership to technical staff, evaluates operational performance, and facilitates training to maintain high standards of regulatory awareness and safety.

Strong written and verbal communication skills, a thorough understanding of environmental compliance programs, and the ability to work independently and collaboratively are essential. The role requires both technical expertise and sound judgment to navigate complex regulatory frameworks and ensure the City's environmental programs are efficient, compliant, and aligned with long-term sustainability goals.
Essential Functions

The incumbent must have the ability to:

  • Plan, manage, and oversee the daily functions, operations, and activities of the Environmental Compliance Division.
  • Coordinate with regional parties in matters pertaining to wastewater, pretreatment, recycled water, stormwater, and groundwater.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for the division; recommend within division policy, appropriate service, and staffing levels; recommend and administer policies and procedures; lead project, set timelines, coordinate work schedules, and assign tasks to appropriate staff and contract personnel.
  • Participate in the development, administration, and oversight of division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
  • Oversee the recycled water program; assists in developing water resources management strategies related to the recycled water program and system expansion.
  • Oversee the National Pollutant Discharge Elimination System implementation to ensure compliance with county, state, and federal requirements for protection of surface water quality.
  • Develop preliminary project concept and design; prepares or oversee preparation of engineering plans, specifications, and bid documents for water quality, sewer, storm drain, and recycled water projects.
  • Analyze hydraulic and technical data to plan for improvement projects.
  • Develop operating budget, procedures, guidelines, ordinances, resolutions, and service rates necessary for the Environmental Compliance Division including the use of the City's services and facilities regarding sanitary wastewater, storm water, and recycled water compliance programs.
  • Assist other departments and divisions and participates in regional environmental program activities.
  • Ensure staff compliance with City and mandated safety rules, regulations, and protocols.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Effectively communicate, both verbally and in writing, with a variety of audiences.
