  • Conducts inspections, investigations and research on environmental health or sanitation problems and their control.
  • Performs initial and follow-up inspections of garment manufacturing establishments and issues applicable notices of violations.

  • Performs intake reviews and processes permit applications for food facilities, manufacturing establishments, solid and liquid waste disposal, and water wells in conformance to state and local laws and regulations.

  • Assists with Stormwater and Cross Connection Program related inspections, audits and complaint responses.
  • Performs initial surveys and complaint investigations of water supplies, landfills and dump sites, gas stations, waste facilities, industrial and commercial facilities using or storing hazardous or toxic materials as well as private premises; identifies problems and recommends solutions.
  • Assists or independently conduct environmental health surveys or inspections.
  • Performs initial and follow up field surveys on non-operating food facilities.
  • Collects samples using proper protocol and chain of custody for submission to the laboratory; collects recalled products from businesses.
  • Performs initial investigation of complaints of environmental nuisances and blight; investigates requests for non-conforming use business permits; issues notice to abate; performs surveys to verify compliance with permit requirements.
  • Researches zoning maps, general and community plans, and planning regulations to determine and inform the public of requirements and restrictions relating to the use of property or the location of water wells.
  • Records and maintains data on soil characteristics and percolation rates; reviews bacteriological and chemical analysis of public water wells and compares to standards.
  • Monitors and maintain reports of waste haulers.
  • Receives and screens complaints about a variety of public health and environmental control issues and refers as appropriate.
  • Performs routine maintenance and calibration of equipment.
  • Uses computers to establish and maintain permit databases and research parcel information.
  • Maintains logs and records, collects fees, writes reports and correspondence, and assists in preparation for court hearings.
  • Assists the public and answers inquiries about department services, programs and records; explains rules, policies, and procedures, and research databases and files; refers matters requiring policy interpretation to supervisor for resolution.
  • Provide administrative support as needed.
  • Supports the relationship between the City of Vernon and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications

MINIMUM REQUIREMENTS:

License Requirement:

Position Summary:

The Environmental Health Officer (EHO) serves as a public health consultant to Tohono O'odham Nation Health Care to prevent and recommend corrective interventions to minimize illness and injury impacted by environmental health matters and provide recommendations for remediation and disciplinary actions where needed. The EHO is supervised directly by the Director of Environmental Health Services.

Scope of Work: The environmental health practice includes facility and community-based work. Program components include General Environmental Health (GEH), Institutional EH (IEH), Environmental Sustainability (ES), and community Injury Prevention (IP). The program emphasizes the provision of 1) routine and follow-up surveys of the built environment (homes and tribal facilities), including evaluation and remediation of environmental exposures, 2) professional advice and technical consultation; 3) assistance in investigations of emergent/emergency issues including foodborne illness, communicable diseases, acute and chronic exposures, and vector control; 4) policy evaluation and development; and 5) staff and community training.

Essential Duties and Responsibilities: (Depending on the area of assignment, an incumbent may not be required to perform some of the duties listed below):

  • Conducts environmental health investigations and inspections of complex institutional facilities (e.g., health care, Head Start and Senior Centers, schools, jails, casinos, hotels) to protect the health and safety of facility employees and visitors.
  • Teaches courses related to food safety, bloodborne pathogen avoidance, community injury prevention, and other environmental safety-related topics.
  • Builds tribal capacity to manage environmental health hazards through public health policy development and environmental health training.

Minimum Qualifications:

  • Bachelor's degree in Environmental Health (accredited by the National Environmental Health Science and Protection Accreditation Council preferred), or a related health field (e.g., Public Health, Health Sciences, Biology, Health Administration, or other closely related disciplines);
  • Two (2) years of experience serving as an environmental health professional, or equivalent experience gained through completion of an advanced health-related degree (e.g., MPH, MS, etc.).

Licenses, Certifications, Special Requirements:

  • Possession and maintain a current/valid professional registration as a Registered Sanitarian (RS) or Registered Environmental Health Specialist (REHS) by any State or the National Environmental Health Association (NEHA) or a state with reciprocal registration. If not already certified, the RS/REHS credential shall be obtained within one (1) year of employment.
  • Desired/beneficial training includes Master of Public Health degree or course work and knowledge of basic epidemiology and statistics, or;
  • Certification in Industrial Hygiene, Safety Management, or Hazardous Materials.

DEFINITION

To learn, administer and enforce federal, state and local statutes, ordinances and regulations related to public health and sanitation as a Trainee; to learn to encourage sound sanitary and environmental health practices; and to learn to protect the environment and the public.

DISTINGUISHING CHARACTERISTICS

The Environmental Health Trainee is a training level classification in the Environmental Health Specialist Series established to qualify incumbents in the training and experience requirements to become a Registered Environmental Health Specialist with the State of California. This class is distinguished from the Registered Environmental Health Specialist by the performance of the less complex routine tasks and duties assigned to positions within this series. Positions in this classification do not possess registration as an Environmental Health Specialist by the State of California. Employees at this level are expected to perform under guidance and direction. Since this class is used as a training class, employees may have only limited or no directly related work experience. Upon completion of the State of California Environmental Health Trainee requirements and issuance of a State of California Environmental Health Specialist registration number, incumbents meet the eligibility requirements for the flexibly staffed Assistant Registered Environmental Health Specialist classification.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate and close supervision from the Supervising Environmental Health Specialist and may receive technical and functional supervision and training from an Assistant or Associate Registered Environmental Health Specialist.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

As a trainee, receive instructions and perform the following duties in a learning capacity:
  • Inspect and evaluate restaurants and other retail food establishments, public bathing, spa, and other recreational and institutional facilities; provide food handling education and other relevant public health and sanitation information; and participate in state-mandated food recalls.
  • Conduct plan checks of new or remodel construction plans for restaurant, pool, and spa facilities relative to regulatory compliance; investigate complaints about sewage and various public health nuisances; conduct epidemiological investigations; handle housing and vector complaints; and investigate food borne illnesses.
  • Conduct site evaluations of proposed developments, including soils testing, to determine site capability for sewage disposal; evaluate submitted designs and proposed septic systems relative to site conditions; evaluate feasibility of proposed subdivisions and set conditions for approval; and recommend approval or denial of variances and appeals.
  • Evaluate existing sewage disposal and water treatment installations and facilities for regulatory compliance; evaluate need for expansion or replacement of treatment systems; evaluate well sites and well construction for code compliance and acceptance as domestic water supply; and test and assess public drinking water potability.
  • Conduct compliance inspections of public drinking water systems and evaluate laboratory testing data related to state and federal safe drinking water standards.
  • Evaluate solid waste handling and disposal facilities; review and recommend approval of or note exceptions to engineering reports regarding construction, operation, monitoring and closure/post closure maintenance and use; and respond to complaints and inquiries from the public regarding solid waste handling and disposal.
  • Participate in environmental review process of assigned projects; identify and evaluate concerns regarding discretionary entitlement applications; process environmental assessment questionnaires and environmental impact reports; provide information regarding public health and sanitation issues involved in projects to proponents, the public and public hearing bodies.
  • Conduct site assessments as part of environmental review process; develop recommendations for approval or denial; and assist staff in drafting environmental health findings and draft comments as opinion to the County Planning Division from the Environmental Health Division.
  • Inspect and evaluate facilities that handle hazardous materials; review hazardous materials business plans for regulatory compliance; inspect above ground containers and underground storage tanks; and approve plans for and monitor underground storage tank removal and installation.
  • Provide collection and information services for household hazardous waste; and evaluate facilities to generate and manage hazardous waste; respond to hazardous materials release/threatened release and provide technical assistance to emergency response team; and respond to complaints or requests for service from public regarding hazardous materials/waste storage, use, or disposal in business, institutional, or private residential settings.
  • Conduct investigations and assessments and respond to complaints involving issues of environmental health and sanitation; work with all affected parties, in resolution of problems and issues; and coordinate with other County divisions and departments and other public agencies and jurisdictions to protect the public health.
  • Provide information to the public regarding environmental health and sanitation issues and respond to questions and inquiries in the office, by telephone, in person at field sites, or through educational presentations; prepare staff and regulatory reports and correspondences; and establish and maintain appropriate and accurate files and records.
  • Build and maintain positive working relationships with co-workers, other County employees, and the public using principles of good customer service.
  • Perform related duties as assigned.
WORKING CONDITIONS

Work is performed in both an indoor office environment and in the field requiring travel to various locations throughout the County in a variety of outdoor weather conditions.

MINIMUM QUALIFICATIONS

Key Responsibilities:
+ Acts as the primary liaison for EHS on the Denver campus, in addition to spending time at the Anschutz campus. + The position supports hazardous waste management activities on the Denver campus. This includes participating in RCRA and DOT compliance oversight; assisting with the coordination of hazardous waste (HW) pickups for the Denver campus; moving hazardous waste containers to storage areas requiring the operation of a university vehicle; identifying and characterizing waste; lab packing and bulking HW; maintaining HW and shipping documents (manifests, land disposal restrictions, and waste profiles); paperpacking chemicals for disposal. Documents compliance findings and develops or assists with the generation of compliance metrics (includes administration of related databases). Participates in decommissioning and "green tagging" hazard abatement validation efforts.
+ Assists with and/or develops training and outreach materials. These include content and format development for online, written and in-person training delivery. Conducts in-person training and outreach presentations. Prepares outreach materials in the form of compliance guidance documents and standard operating procedures. May assist with writing, updating, or editing compliance, safety or training program plans. + Provides industrial hygiene and hazardous materials response support for both Anschutz and Denver locations. Performs indoor air quality assessments. Performs environmental and personnel exposure sampling activities. Assists with spill response activities. Assists with maintaining testing and sampling equipment and instrumentation. Performs tests to assess adequacy of engineering controls designed for worker/student protection. Participates as a member of the EHS emergency response team. Assists with respiratory protection program (i.e., conducts fit tests, records management, develops filter change out schedules, ensures appropriate mask type and cartridge for hazard, etc.). Acts as the primary Denver campus first responder for hazardous materials incidents during normal working hours.
+ Participates in pre-planning and review efforts to support the reduction or elimination of risk/hazards. Assists senior staff with review of new research protocol to inform needed engineering and administrative controls and ensure that proper personal protective equipment is prescribed. May also assist with cursory reference material and literature review to help assess toxicological hazards and inform appropriate controls. We’re currently looking for an Environmental Health & Safety (EHS) Specialist to help ensure our operations meet the highest standards of safety, compliance, and sustainability. What You’ll Do

Program Development & Compliance

  • Design, implement, and continuously improve EHS programs, policies, and procedures to meet regulatory and corporate requirements.
  • Ensure compliance with OSHA, EPA, and other applicable regulations.

Risk Assessment & Hazard Control

  • Conduct comprehensive risk assessments, job hazard analyses, and ergonomic evaluations.
  • Recommend and implement engineering controls, administrative measures, and PPE solutions to eliminate or reduce hazards.

Audits & Inspections

  • Lead regular site inspections, audits, and compliance reviews to identify unsafe conditions and environmental risks.
  • Develop corrective action plans and track closure to ensure timely resolution.

Incident Management

  • Investigate incidents, near-misses, and non-conformances to determine root causes and implement preventive measures.
  • Maintain accurate records and prepare regulatory reports as required.

Training & Engagement

  • Deliver engaging EHS training programs for employees, contractors, and leadership.
  • Facilitate safety committees and employee engagement initiatives to build a strong safety culture.

Environmental Stewardship

  • Monitor environmental compliance, including waste management, emissions, and sustainability initiatives.
  • Support corporate sustainability goals and reporting requirements.

Continuous Improvement

  • Analyze EHS performance metrics and drive initiatives to achieve year-over-year improvements.
  • Stay current with regulatory changes, industry best practices, and emerging technologies.

What You Bring

  • Strong communication and problem-solving skills.
  • Ability to work independently or collaboratively in a fast-paced environment.
  • Strong knowledge of OSHA, EPA, and state regulations.
  • Proficient in Microsoft Office Suite; experience with EHS management systems a plus.
  • Excellent communication, problem-solving, and leadership skills.

Requirements

  • Bachelor’s degree in Occupational Safety, Environmental Science, Industrial Hygiene, or related field (preferred). Associate degree or equivalent experience considered.
  • 1–3 years in EHS roles within manufacturing or industrial environments.
  • OSHA 30 required; CSP, ASP, or CHMM preferred.
  • Bilingual (English/Spanish) preferred.
  • Ability to work flexible hours as needed.
