The Environmental Compliance Programs leader role exists to lead the strategy, development, execution, and management of programs, policies, and procedures with the goal of achieving 100% compliance with applicable existing and upcoming environmental laws and regulations associated with air, water, and waste for all PTS operations.
The role's main responsibilities will be to build, lead, and continually develop a team of environmental professionals and third party professionals and vendors to execute initiatives to ensure our goal of achieving 100% compliance with air, water, and waste laws and regulations applicable to PTS. This will include, but not be limited to, building repeatable, reliable and scalable policies, programs, procedures and processes ensuring QA/QC and continuous improvement and integrating with business processes; developing strong and collaborative relationships with leadership at the internal and external department level, and with providers/partners/vendors and regulators; evaluating, implementing and integrating digital solutions to manage environmental compliance programs consistent with the to be implemented Environmental Information Management System; development and management of KPIs to gauge program success; setting the specifications and design parameters for new and renovated locations to ensure operability and compliance; and developing and implementing our environmental compliance program strategy in line with business goals.
Environmental compliance is crucial to our customer relationship and organizational reputation, and air, water, and waste laws and regulations represent a significant exposure to environmental liability, necessitating the appropriate level leader. Our customers outsource their transportation needs to PTS and in turn, expect us to conduct this work in compliance with all applicable laws and regulations. Moreover, influencing at the regulatory and legislative level can be impacted by environmental compliance misses, and non-compliance can result in monetary and reputational damage to the organization.
**Major Responsibilities:**
- Build and lead a team with the requisite knowledge, experience, and skills and be accountable for environmental compliance programs encompassing air, water, and waste. This includes but not limited to performance management, training and development
- Focus on compliance will result in repeatable, reliable, documented and scalable policies, programs, procedures and processes ensuring QA/QC, continuous improvement, with the goal of achieving 100% compliance.
- Evaluate our current environmental compliance programs (air, water, and waste), develop and implement a roadmap to achieving our goal of 100% compliance with applicable laws and regulations. This will include developing and implementing: an accurate method of determining, tracking, auditing, and updating required environmental permits or authorizations required to perform our business operations.
- Maintain up to date records, testing and compliance audits.
- Lead spill response efforts.
- Create and maintain the appropriate written plans (Slug Control Plans, Hazardous Waste Operations Plans, Hazardous Materials Business Plans, Stormwater Pollution & Prevention Plans, etc.) are prepared and updated in a timely manner.
- Develop processes to ensure the environmental compliance programs team effectively coordinates with Field Environmental Compliance Specialists to address regulatory inspections.
- Collaborate and develop processes with the Environmental Project Manager, Facilities, Real Estate, and Operations teams on required structural controls, compliance audits, and waste removal related to air, water, and waste compliance, business acquisitions, and site divestures.
- Establish Environmental and Safety protocols and ensure staff compliance and training with hazardous material handling procedures.
- Identify and partner with 3rd party partners/vendors for compliance work and keep them accountable; ensuring accurate and timely inspection, monitoring, testing, and follow up; ensuring the appropriate written plans are prepared and updated in a timely manner.
- Communicate with government agencies, regulatory bodies, and community stakeholders about waste/water/air activities
- Monitor and analyze waste/water/air data trends to identify operational improvements
- Other projects and tasks as assigned.
**Qualifications:**
- Bachelor's degree in Environmental Science, Environmental or Civil engineering, Chemistry EHS, etc required. Experience with air, water, and waste compliance programs can be substituted for a preferred degree program
- Certificates in Professional Engineer, Environmental Professional, Hazardous Materials Manager, and/or Environmental Auditor.
- Minimum of 10 + years experience in air, water, and waste laws and regulations and proven experience in developing and implementing compliance programs, processes, and procedures to achieve 100% compliance all required.
- Minimum 10 + years experience with implementing digital applications associated with air, water, and waste compliance programs and systems, environmental experience in the vehicle maintenance and repair field all preferred.
- Advanced knowledge of air, water, and waste related laws and regulations, environmental compliance program management, and how to apply and embed compliance requirements into business processes.
- Ability to manage multiple compliance requirements across a broad geography
- Intermediate knowledge of how to apply technology to air, water, and waste compliance solutions
- Experience with EMIS systems
- Relate and communicate complex and varying storage tank compliance requirements to the audience
- Collaboration across multiple internal and external stakeholders
- Strategic thinking: works with a sense of urgency and makes quick informed decisions.

This role is a great fit for recent graduates with degrees in biology, chemistry, or environmental science, especially those with some analytical lab experience who are eager to apply their skills in the field. If awarded, the position is expected to last up to 5 years and is based in Landstuhl, Germany, with travel throughout the region.
Duties/Responsibilities:- Coordinate and perform drinking water sampling missions at U.S. Army Garrisons and associated facilities.
- Prepare sample kits and perform field instrument measurements using government-furnished analytical equipment.
- Conduct quality control and calibration of portable water quality testing devices.
- Operate equipment including spectrophotometers, colorimeters, GPS units, and pH/conductivity meters.
- Enter data and reports into the Government's systems (e.g., DOEHRS).
- Travel to designated field locations, collect samples, and document results including photographs and field notes.
- Participate in the planning and logistics of sample collection with PHCE staff and installation representatives.
- Adhere to safety procedures and wear appropriate personal protective equipment (PPE).

Under supervision, the Environmental Health Trainee performs technical and professional level office and field work to ensure compliance with environmental laws and regulations.
Staff will be assigned to one of the following programs:
- Consumer Protection: Ensures compliance with regulated food facilities, body art facilities, swimming pools, public drinking water systems, and campgrounds.
- Hazardous Materials (CUPA) and Solid Waste: Ensures compliance with laws and regulations pertaining to business facilities that handle hazardous materials or hazardous waste, operate underground storage tanks, and operate above ground storage tanks. Conducts compliance inspections and supports solid waste disposal facilities and resource recovery and recycling programs, waste tire management, and nonhazardous waste recycling and management programs.
- Land Use and Water Use: Ensures compliance with state and local regulations pertaining to septic systems and water wells.

DISTINGUISHING CHARACTERISTICS
The Environmental Health Trainee is a training level classification in the Environmental Health Specialist Series established to qualify incumbents in the training and experience requirements to become a Registered Environmental Health Specialist with the State of California. This class is distinguished from the Registered Environmental Health Specialist by the performance of the less complex routine tasks and duties assigned to positions within this series. Positions in this classification do not possess registration as an Environmental Health Specialist by the State of California. Employees at this level are expected to perform under guidance and direction. Since this class is used as a training class, employees may have only limited or no directly related work experience. Upon completion of the State of California Environmental Health Trainee requirements and issuance of a State of California Environmental Health Specialist registration number, incumbents meet the eligibility requirements for the flexibly staffed Assistant Registered Environmental Health Specialist classification.

As a trainee, receive instructions and perform the following duties in a learning capacity:
- Inspect and evaluate restaurants and other retail food establishments, public bathing, spa, and other recreational and institutional facilities; provide food handling education and other relevant public health and sanitation information; and participate in state-mandated food recalls.
- Conduct plan checks of new or remodel construction plans for restaurant, pool, and spa facilities relative to regulatory compliance; investigate complaints about sewage and various public health nuisances; conduct epidemiological investigations; handle housing and vector complaints; and investigate food borne illnesses.
- Conduct site evaluations of proposed developments, including soils testing, to determine site capability for sewage disposal; evaluate submitted designs and proposed septic systems relative to site conditions; evaluate feasibility of proposed subdivisions and set conditions for approval; and recommend approval or denial of variances and appeals.
- Evaluate existing sewage disposal and water treatment installations and facilities for regulatory compliance; evaluate need for expansion or replacement of treatment systems; evaluate well sites and well construction for code compliance and acceptance as domestic water supply; and test and assess public drinking water potability.
- Conduct compliance inspections of public drinking water systems and evaluate laboratory testing data related to state and federal safe drinking water standards.
- Evaluate solid waste handling and disposal facilities; review and recommend approval of or note exceptions to engineering reports regarding construction, operation, monitoring and closure/post closure maintenance and use; and respond to complaints and inquiries from the public regarding solid waste handling and disposal.
- Participate in environmental review process of assigned projects; identify and evaluate concerns regarding discretionary entitlement applications; process environmental assessment questionnaires and environmental impact reports; provide information regarding public health and sanitation issues involved in projects to proponents, the public and public hearing bodies.
- Conduct site assessments as part of environmental review process; develop recommendations for approval or denial; and assist staff in drafting environmental health findings and draft comments as opinion to the County Planning Division from the Environmental Health Division.
- Inspect and evaluate facilities that handle hazardous materials; review hazardous materials business plans for regulatory compliance; inspect above ground containers and underground storage tanks; and approve plans for and monitor underground storage tank removal and installation.
- Provide collection and information services for household hazardous waste; and evaluate facilities to generate and manage hazardous waste; respond to hazardous materials release/threatened release and provide technical assistance to emergency response team; and respond to complaints or requests for service from public regarding hazardous materials/waste storage, use, or disposal in business, institutional, or private residential settings.
- Conduct investigations and assessments and respond to complaints involving issues of environmental health and sanitation; work with all affected parties, in resolution of problems and issues; and coordinate with other County divisions and departments and other public agencies and jurisdictions to protect the public health.
- Provide information to the public regarding environmental health and sanitation issues and respond to questions and inquiries in the office, by telephone, in person at field sites, or through educational presentations; prepare staff and regulatory reports and correspondences; and establish and maintain appropriate and accurate files and records.
- Build and maintain positive working relationships with co-workers, other County employees, and the public using principles of good customer service.

Work is performed in both an indoor office environment and in the field requiring travel to various locations throughout the County in a variety of outdoor weather conditions.
MINIMUM QUALIFICATIONS
Experience and Training

Based upon responses to the supplemental questionnaire, the applicant's education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

Key Responsibilities:
+ Acts as the primary liaison for EHS on the Denver campus, in addition to spending time at the Anschutz campus. On both campuses, performs compliance and safety inspections/audits of research and teaching laboratories, shops, and other areas where regulated operations that pose liability to the institution.
+ The position supports hazardous waste management activities on the Denver campus. This includes participating in RCRA and DOT compliance oversight; assisting with the coordination of hazardous waste (HW) pickups for the Denver campus; moving hazardous waste containers to storage areas requiring the operation of a university vehicle; identifying and characterizing waste; lab packing and bulking HW; maintaining HW and shipping documents (manifests, land disposal restrictions, and waste profiles); paperpacking chemicals for disposal. Position will also conduct outreach for waste minimization efforts.
+ Communicates compliance findings, conducts compliance assurance follow-up measures and corrective action activities. Documents compliance findings and develops or assists with the generation of compliance metrics (includes administration of related databases). Participates in decommissioning and "green tagging" hazard abatement validation efforts.
+ Assists with and/or develops training and outreach materials. These include content and format development for online, written and in-person training delivery. Conducts in-person training and outreach presentations. Prepares outreach materials in the form of compliance guidance documents and standard operating procedures. May assist with writing, updating, or editing compliance, safety or training program plans. Conducts and assists with coordination of outreach efforts on the Auraria Higher Education Center (AHEC) campus for such EHS activities as safety fairs, vaccination clinics, etc. Other examples of outreach and training efforts include (but are not limited to) conducting new employee orientations, student intern safety trainings, TA training, and presenting at departmental meetings (i.e., administrator meetings, etc.).
+ Provides industrial hygiene and hazardous materials response support for both Anschutz and Denver locations. Performs indoor air quality assessments. Performs environmental and personnel exposure sampling activities. Assists with spill response activities. Assists with maintaining testing and sampling equipment and instrumentation. Performs tests to assess adequacy of engineering controls designed for worker/student protection. Participates as a member of the EHS emergency response team. Assists with respiratory protection program (i.e., conducts fit tests, records management, develops filter change out schedules, ensures appropriate mask type and cartridge for hazard, etc.). Acts as the primary Denver campus first responder for hazardous materials incidents during normal working hours.
+ Participates in pre-planning and review efforts to support the reduction or elimination of risk/hazards. Assists senior staff with review of new research protocol to inform needed engineering and administrative controls and ensure that proper personal protective equipment is prescribed. May also assist with cursory reference material and literature review to help assess toxicological hazards and inform appropriate controls. As the primary liaison for EHS on the Denver campus, assists senior staff by reviewing communications and attending planning meetings for proposed moves, new construction or renovations and communicates plans to senior staff keeping them informed of proposed Denver campus programmatic changes. Interacts with AHEC, Metro State, and CCD representatives on issues of proposed or current programs that can affect safety or compliance and communicates these to EHS management.

**Salary, based on experience and other qualifications:** $93,000 to $138,000 annual with additional bonus potential
+ Provide strategic direction and oversight, aligned with Corporate EHS & Risk Management, for environmental, occupational health, safety, industrial hygiene, occupation medical, and security issues.
+ Ensure compliance with multidisciplinary groups and EHS programs in accordance with federal, provincial, state, local regulations and internal standards to drive continual improvement and an incident free work environment
+ Assisting with safety related regulatory compliance issues, as well as assisting with updating and implementation of company and divisional safety policies/standards.
+ Supporting analysis, preparation and maintenance of mandatory /regulatory safety and environmental reports/records through EHS&RM Data Management System
+ Lead cross functional and multidisciplinary team to address EHS and security site issues, formulate proposal for strategic and tactical responses, and advise site leadership of impacts and mitigation strategies.
+ Implement an incident investigation methodology, aligned with corporate EHS & Risk Management, at sites to ensure incidents are investigated and root causes are identified.
+ Support the Site Leadership Team, supervisors and employees to ensure the site success to drive towards zero environmental and employee health & safety incidents. Analyzes incident data to identify trends and incident types that can be prevented.
+ Ensure that site regulatory and internal reporting is submitted on time and is accurate and reproducible. Monitor site metrics and implement programs to address undesirable trends.
+ Site EHS liaison for applicable regulatory agencies and internal THS organizations (Engineering, CI, etc.). Support cross functional relationship with site FSQ, Eng, and Maintenance organizations.
+ Participate in the THS EHS & Risk Management network (communities, conferences, audits) representing the site to develop and implement Campbell EHS programs and practices consistency throughout the organization.
+ Maintaining Plant SDS Program using Sphera
+ Updating and maintaining PPE Records.
+ Supporting Worker's Compensation loss control programs and related reporting requirements.
+ Maintaining Brady Lock Pro (LOTO Instructions) for all machinery plant wide.
+ Assisting with updating and revising Plant Safety Programs if necessary.
+ Ensuring injured employees receive appropriate medical care in a timely manner by accompanying them to Medical Provider Visits. (WorkMed, Hospital, etc.)
+ Participate on Safety and Environmental Divisional Meetings.
+ Coordinator of the Plant Safety Committee.
+ Support Environmental, Health and Safety Policies and Practices.
+ Safety and Environmental issues in absence of EHS Manager.
+ Updating and testing of LOTO Procedures on all equipment annually.
+ Ensuing all First Aid Supplies are stocked sufficiently at all times.
+ Become First Responder Certified every 2 years.
+ Ensuring all AED's are tested and compliant on a monthly basis.
+ Safety Portion of New Hire Orientation.
+ Safety Shoe Voucher Program.
+ Prescription Safety Glass Voucher Program.
+ Assist with facilitating the Near Miss Program.
+ Assist with Environmental Audits. (internal and external)
+ Plan, Do, Check and Act Investigations for all reported injuries.
+ Ability to use Data Management Software to log in audits, task completion, injury records, etc.
**OTHER DUTIES AND RESPONSIBILITIES:**
+ Participation in safety orientations for new employees.
+ Participation in administering plant hearing conservation program and annual audiometric testing.
+ Industrial hygiene monitoring and equipment maintenance.
+ Support plant EHS Audits.
+ Coach and mentoring for new EHS&RM leaders, providing support and guidance.
+ Subject Matter Expert for EHS programs, providing support to EHS Leaders to assist with compliance.
+ Systems trainer for EHS&RM tools. (Cority, Sphera, ISN, Brady, SharePoint)
+ Technical lead for Lock Out/Tagout activities.
+ Best Practice sharing between sites.
+ Lead Round Table review calls with EHS Leaders.
+ Conduct site visits on an as needed basis to assist with program roll out, hazard mitigation, completion of Program Element Assessments and internal audits.
**Qualifications:**
+ Minimum education required: B. S. in Scientific, Engineering or technical discipline.
+ 5+ years of relevant experience.
+ Trained subject matter expertise familiar with OSHA/EPA regulations
+ Knowledge, skills and abilities required:
+ Skilled in leading strategic initiatives, planning and management of change
+ Knowledgeable in OSHA's Process Safety Management and/or EPA's Risk Management Plan Standards.
+ Technical EHS skills: behavior-based principles, engineering, hazard recognition, risk assessment and worker compensation administration
