The Agency of Natural Resources' Department of Environmental Conservation seeks a talented and effective leader to serve as Director of the Watershed Management Division.
As the largest Division in the Department, The Watershed Management Division (WSMD) is responsible for protecting, maintaining, enhancing and restoring the quality of Vermont's surface water resources. The Division includes three media-specific programs, Wetlands, Rivers and Lakes, administers federally delegated and state Stormwater, Wastewater, and Concentrated Animal Feeding Operation permitting programs, operates a comprehensive Monitoring and Assessment program, and is supported by a Business and Operational Support Services program. Watershed Management Division programs coordinate well with other agencies of the Federal and State Government that also participate in water pollution control. The position will also serve as a member of the Department's multidisciplinary senior leadership team; engaging in strategic planning to optimize the leadership direction of the Department and the Division.
Essential skills include:
- Highly developed communication and policy evaluation skills,
- A working operational knowledge of Federal and State water pollution control laws and rules,
- The ability to manage multiple concurrent programs and projects,
- Well-developed supervisory skills.
The successful applicant will demonstrate a dedication to protecting and restoring Vermont's water resources, a focus on customer service towards all Vermonters, and a commitment to civil rights and equity in the operation of the Division. Duties are performed primarily in a standard office setting or remote office environment. Some in and out of state public speaking and attendance at meetings and hearings is necessary. An incumbent must be able to deal effectively with stressful, sometimes nighttime public meetings where strongly divergent opinions are expressed. Private means of transportation must be available for required travel.
Minimum QualificationsMaster's degree or higher in a physical or natural science, in public or business administration, in engineering, or in law AND four years or more at or above a supervisory level in a field directly related to environmental conservation or natural resources management.
