Environmental Consulting Specialist (USCG):
Bowhead is seeking an Environmental Consulting Specialist to support the overall program objectives on behalf of United States Coast Guard (USCG) Civil Engineering Unit (CEU) Juneau. Position is located in Juneau, Alaska. Most CEU Juneau Environmental Consultation work is related to natural and cultural resource permitting of construction projects. In addition, there is also environmental consultation work related to shore-side maintenance of existing facilities. This includes, but is not limited to, utilities, roads, piers/docks, hangars, housing complexes, offices, galleys, gyms, small clinics and tower structures. Industrial facilities include water and wastewater treatment plants, steam generation plants and fuel farms. The Environmental Consulting Specialist will provide Environmental Consulting Services for the CEU Juneau in support of work associated with hazardous waste management at units across the D17 AOR. Services include independent technical reviews, project scope development, field investigation, planning, specifications, cost estimating, problem and conflict resolution, quality assurance, and hazardous media disposal and shipments.
**Responsibilities**
- Provides contaminated site consultations, providing technical and project advice and guidance to CEU Juneau.
- Conducts comprehensive technical reviews of professional studies, reports and analysis.
- Collaborates with managers, other environmental specialists, construction project managers, legal staff, contract specialists and contractor personnel, and provides advice and insight on the resolution of unique and complex natural and cultural regulatory problems and disputes.
- Provides technical reviews and review comments for work plans, environmental specification language, and construction project environmental requirements.
- Provides technical responses for Environmental and contractor requests for information and coordinates with CEU Juneau Environmental in developing Scopes of Work for required contract modifications.
- Provides regulatory consultation support for construction projects throughout D17.
- Occasional travel (with potential for overnight) required to operational & environmental liability sites in USCG District 17 Area of Responsibility (D17 AOR).
**Qualifications**
- Must possess Bachelor's degree in a relevant field.
- The Environmental Consulting Specialist must possess a mastery of the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and Section 106 of the National Historic Preservation Act (NHPA). - Requires a minimum of 5 years of work experience in the Environmental Consultation Services field.
- Work experience in Alaska or conditions closely matching those found in Alaska highly preferred.
WORK ENVIRONMENT: The work is primarily sedentary and is performed in a normal office environment. Some overnight travel may be required and the contractor may be exposed to risks associated with field work which may include moderate stress such as being exposed to adverse weather, riding in small aircraft, climbing ladders, crawling under buildings, etc.
Physical Demands
+ Must be able to lift 25 pounds on occasion.
+ Must be able to stand and walk for prolonged period amounts of time.
+ Must be able to twist, bend, and squat periodically.
SECURITY CLEARANCE REQUIRED: Must be able to obtain a security clearance at the Public Trust level. US Citizenship is a requirement for Public Trust clearance at this location.

RESPONSIBILITIES:
- Develop and implement strategic business/action plan, provide leadership, and deliver performance results to expand our Capital Project Delivery (CPD) service area and client base regionally and globally. Serve as a key member of the “core” technical and commercial team to drive growth across the CPD and Liability Portfolio Management and Remediation (LPMR) service lines.
- As a “seller/doer,” contribute to commercial growth of ERM’s global CPD service area. Identify and develop new opportunities, prepare effective technical and commercial proposals, and take an active leadership role in developing new business with new and existing clients. Develop and expand strong client relationships that generate repeat business.
- Contribute to leadership and management of project execution activities in support of ERM clients’ projects. Lead consulting engagements in the areas of impact assessment, technical discipline-specific consulting, and/or permitting and compliance.
- Contribute to preparing impact assessments and associated management plans in compliance with NEPA and international standards, serving in roles ranging from lead technical expert to QA/QC and oversight. Achieve client’s expectations for scope, budget, schedule, and quality.
- Provide business value based on a strong understanding of clients’ needs and raising the profile of ERM’s capabilities within key client organizations.
- Lead, manage performance, hire and retain, inspire and mentor staff for overall success of technical team.

REQUIREMENTS:
- BS/MS in environmental studies, geology, geography, civil or environmental engineering, or related technical field; professional certification desired.
- 10+ years of consulting experience with impact assessment and multi-media permitting.
- Proven track record in developing and implementing successful business growth strategies.
- Demonstrated ability to develop and maintain long-term relationships with clients, and book personal sales in new CPD and LPMR consulting services.
- Established relationships with clients and potential partners (e.g., EPC companies) with buying centers in the Mid-Atlantic region, North America, and internationally.
- Well-developed teambuilding and influencing skills; unquestioned integrity; and the experience, confidence, and stature to effectively address client and business needs and challenges.

For the Consulting Director, Environmental Impact Assessor position, we anticipate the hourly pay of $68.86 – $79.33 (USD). An employee’s pay position within this range will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, geographic location, performance, shift, travel requirements, sales or revenue-based metrics, and business or organizational needs. We also may have instances where employee’s fall outside of the range based on the factors noted above. Working under the direction of project managers and partners, the successful candidate will work on a wide variety of site investigation, remediation, compliance, and hazardous waste management projects throughout office service area; however, opportunities for travel throughout the United States and globally may also occur.

RESPONSIBILITIES:
- Conduct field work, including soil, sediment, groundwater, surface water, soil vapor, and indoor air sampling, aquifer testing, drilling oversight and soil logging, soil boring and monitoring well installation, well development, purging and sampling, remedial and wastewater treatment pilot tests, and remedial system operation and maintenance.
- Assist in groundwater and wastewater system performance monitoring.
- Perform Phase I and II environmental assessments to support property transfer transactions.
- Compile and evaluate data and assist in report preparation.
- Prepare environmental compliance work plans, permits, and reports for air quality, hazardous waste, spill prevention, storm water, and wastewater.
- Assist in ensuring compliance with all federal, state and local regulations.

REQUIREMENTS:
- Bachelors in geology, hydrogeology, engineering, environmental science or related environmental discipline; Masters a plus. Minimum 3.0 GPA. Or equivalent experience.
- Recent graduate to 2 years of experience.
- Willingness/interest in field assignments; ability to perform field work standing or walking for full field days.
- Strong commitment to safety, including following established Health and Safety protocols.
- Effective written/verbal communication and organization/analytical skills; experience recording/writing detailed technical data and reports a plus.
- Ability to work independently and as part of a team.
