A DAY IN THE LIFE

We are seeking an experienced and detail-oriented Operations Manager to lead and oversee the daily operations of our specialty environmental laboratory.

The Operations Manager will be responsible for ensuring efficient laboratory workflows, maintaining regulatory compliance, supporting quality assurance initiatives, managing staff, and optimizing resource allocation. This role requires strong leadership, knowledge of LC/MS/MS and HRMS analytical methodologies, and a solid understanding of environmental laboratory operations.

Key Responsibilities:
  • Responsible for planning, organizing, directing and managing resources for laboratory
  • services in all departments. These responsibilities include budgeting for resources, achieving quality
  • outcomes, process improvement and positive working relationships with staff, departments and managers.
Operations Management:
  • Oversee the day-to-day operations of the laboratory, ensuring timely and accurate processing of samples.
  • Coordinate sample workflow, staff scheduling, and instrumentation availability to meet client turnaround times (TATs).
  • Manage supply chain logistics, inventory, and equipment maintenance to ensure uninterrupted lab operations.
  • Develop and implement operational policies and procedures to improve efficiency and productivity
Staff Leadership:
  • Supervise, train, and mentor laboratory personnel including analysts, technicians, and support staff.
  • Conduct performance evaluations, manage hiring needs, and support employee development.
  • Foster a culture of safety, quality, accountability, and continuous improvement.
Technical Oversight:
  • Collaborate with technical leads and QA personnel to maintain high analytical standards and compliance with EPA and state methods.
  • Ensure proper method implementation, instrument calibration, and validation of analytical methods.
  • Troubleshoot operational and technical issues that may impact performance.
Quality & Compliance:
  • Work with the QA Manager to maintain accreditation (e.g., NELAC, ISO/IEC 17025).
  • Ensure all laboratory activities are conducted in accordance with applicable regulations, methods, SOPs, and client specifications.
  • Participate in internal and external audits and implement corrective actions as needed.
Client & Project Support:
  • Coordinate with Project Managers, Sales, and Client Services teams to ensure client expectations are met.
  • Support project planning and execution for large-scale or time-sensitive monitoring programs.
  • Assist in developing proposals, pricing, and scopes of work when required.
YOUR EXPERTISE AND SKILLS

To perform this job successfully, individuals must be able to perform each duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education & Experience:
  • Bachelor's degree in Chemistry, Environmental Science, Biology, or a related field (Master's an asset) or 5+ years of experience in an environmental testing laboratory, including 2+ years in a leadership or management role.
  • Strong background in LCMSMS and HRMS analysis and familiarity with EPA and DoD methodology.
  • Experience working in an ISO/IEC 17025 or NELAC accredited laboratory.
  • Skills:
  • Excellent leadership, organizational, and problem-solving skills.
  • Strong understanding of laboratory information management systems (LIMS).
  • Proficient in analytical instrumentation.
  • Excellent communication skills (verbal and written).
Work Environment & Physical Requirements:
  • Primarily a laboratory/office environment.
  • May require occasional lifting of laboratory equipment or supplies (<25 lbs).
  • Some exposure to chemicals and laboratory instrumentation - proper PPE provided.

The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT’s ongoing effort to address the state’s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.

The purpose of the Pennsylvania Major Bridges Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of nine major bridges (and associated roadways) across the Commonwealth. Upon completion, it is estimated to be over $2B.

The Bridging Pennsylvania Constructors team is led jointly by S&B USA Construction and FCC. The consortium members have a 20-year-long track record of successful project delivery with PennDOT, having worked in all PennDOT districts.


POSITION SUMMARY

This position is responsible for project environmental compliance including but not limited to the supervision, installation, maintenance, and removal of all erosion. Sediment pollution control (E/S), Pollution Discharge Elimination System (NPDES) Permit requirements including Post Construction Storm Water Management Plan (PCSMP) devices or best management practices. It requires the supervision, monitoring, and compliance with all Chapter 105/Section 404 Permit special conditions including stream mitigation, and the restoration of temporary wetland and stream impacts.


The ECI is to verify and document that all provisions listed in the Environmental Project Requirements Special Provision and environmental project commitments listed in the Environmental Commitments Mitigation Tracking System (ECMTS) are successfully completed.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Direct the proper installation and maintenance of all E/S, NPDES, and PCSMP materials and items of work. Inspect materials and items of work daily and report findings to the Environmental Compliance Manager (ECM), the project Superintendent, the Project Manager, and the project Quality Control Coordinator.
  • Stop all contractor operations that are not in compliance and then develop corrective action plans for operations that are not in compliance and be responsible for required follow-up actions. The operation(s) can not resume until deficiency(s) are corrected.
  • Review the design plans, typical section views, details for erosion and sediment pollution control measures, NPDES Permit, and PCSMP Plan requirements.
  • Serve as the contractor’s main point of contact for the Susquehanna County Conservation District, United States Fish and Wildlife Service (USFWS), Pennsylvania Game Commission (PGC), Pennsylvania Fish and Boat Commission (PFBC), Pennsylvania Department of Environmental Protection (PADEP), and United States Army Corps of Engineers (USACOE) regarding environmental compliance measures for the project.
  • Ensure that the contractor is completing construction in the correct sequence with the approved Erosion and Sediment Pollution Control Plan, NPDES Permit, and Post Construction Stormwater Management Plan.
  • Conduct required NPDES Permit inspections and complete required reporting forms.
  • Conduct a visual weekly inspection of all BMPs and document on DEP’s Chapter 102 Visual Site Inspection Report (VSIR) and save to the project’s SharePoint.
  • Conduct Post-Storm Event Inspections within 24 hours after each measurable storm event (0.25 inch or greater) or the occurrence of snowmelt sufficient to cause a discharge and save to the project’s SharePoint.
  • Coordinate all changes for review and acceptance with the departments, USFW, PGC, PFBC, PADEP, USCOE, and Susquehanna County Conservation District prior to implementing construction.
  • Coordinate, direct, implement, and document the construction, maintenance, repair, and proper operation of all erosion and sediment pollution control devices and post-construction stormwater management plan control measures and facilities.
  • The ECI is responsible for supervising all contractor and sub-contractor activities and taking necessary action to obtain an approved NPDES Notice of Termination for the project.
  • Keep all Inspectors informed regarding work progress, inspection date(s), inspection results, and any/all corrective actions as required.
  • Notifying contractors and the Environmental Compliance Manager in the event of an issue that may require work to be halted and overseeing the procedures.
  • Oversee and direct the construction of the stream/wetland mitigation measures per the approved Mitigation Plans.
  • Ensure the proper installation of the in-stream structures, soil lifts, and riparian plantings.
  • Inspect materials and items of work daily and report findings to ECM, stop all contractor operations that are not in compliance, develop corrective action plans for operations that are not in compliance, be responsible for required follow-up actions, and make sure the operation(s) cannot resume until deficiency(s) are corrected.
  • Oversee and direct the restoration of temporary impacts to wetlands and streams per the approved Temporary Impact Restoration Plans and develop and implement a remedial action plan for any areas that do not meet restoration objectives.
  • Conduct Chapter 105/Section 404 compliance monitoring, prepare associated monitoring reports, and provide reports to appropriate Agencies.
  • Track the ECMTS through construction and into maintenance to ensure the commitments and mitigation activities are met, document that commitments and mitigation were met, coordinate with the contractor weekly, and assist the contractor in documenting compliance/non-compliance in the ECMTS.
  • Ensure that copies of the JPA and NPDES approvals, along with the supporting applications, are located on the job site.
  • Ensure that copies of the CEPP, WMP, CQMP, and PPC plans are available and kept on the job site.
  • Prepare a bi-weekly/monthly environmental compliance report for review by the ECM.


EDUCATION, SKILLS, & QUALIFICATIONS

  • 4 years of engineering degree or equivalent combinations of technical training and related experience and a minimum of eight years of environmental engineering experience.
  • Knowledge of abating or controlling sources of environmental pollutants is essential.
  • The ability to assume responsibility, interface, and communicate effectively with others is essential.
  • 1 year of environmental inspection experience.
  • Demonstrate a working knowledge of environmental issues, mitigation, and associated permitting requirements.
  • Knowledge of Microsoft 365 or Microsoft Office, Teams, and SharePoint.
  • Valid Driver's License

  • Requires traveling for up to 2-5 hours.
  • Requires working in outdoor weather conditions.

Environmental Compliance Manager
As the Environmental Compliance Manager you will be responsible for adhering to and enforcing adherence to all policies and procedures related to environmental compliance, including audits, evaluations, inspections and making corrective action recommendations.

Essential Functions & Requirements:

  • Prioritizes health and safety by adhering to policies, processes, and maintaining safe practices at all times
  • Ensures environmental compliance is of top priority by adhering to and enforcing relevant policies and procedures at all times
  • Conducts audits, evaluations and inspections (formal and informal) to ensure compliance with Company requirements and government regulations; recommends and monitors corrective actions
  • Provides technical assistance to Company managers in aligning work with permit and regulatory requirements
  • Co-manages incident investigations with local Health & Safety Manager when appropriate and completes required documentation
  • Develops policies and procedures to ensure compliance with new standards and regulations
  • Manages compliance-related incident investigations and completes required documentation
  • Represents the Company when engaging with regulatory officials for both routine communications and special projects
  • Oversees the operation of the facility for conformance with compliance-related regulations
  • Serves as Company representative during all regulatory inquiries, regulatory inspections, and customer audits
  • Assists in the effective response to emergency situations, including the timely notification of reportable incidents, response actions, removal of residues and documentation efforts
  • Takes on additional duties as assigned to support the team and organization

Education:

  • Bachelor's degree in engineering or a science-related discipline (required)
  • Certified to perform HAZWOPER training (preferred)

Experience:

  • 7+ years of experience in an environmental health role in a chemical-based manufacturing or waste treatment organization (required)
  • Previous experience in an industrial environment that handles explosive materials (preferred)

Competencies:

  • Thorough knowledge and understanding of all Federal, State and Local laws and regulations pertaining to the environmental services industry
  • Strong ability and experience in writing permits for hazardous waste disposal
  • Strong verbal and written communication skills to effectively communicate with both internal and external stakeholders
  • Organizational skills to successfully manage multiple priorities at a time
  • Strong computer application skills, including Microsoft Office Suite programs
  • Regular and predictable attendance to perform the functions and requirements of this role
