**Job Description**
AECOM is actively seeking a highly talented Environmental Permitting Specialist with proven Florida experience for immediate full-time employment in the Coral Gables, Florida office. The successful candidate will work within an interdisciplinary collaborative environment that provides career growth opportunities within AECOM's Environmental Planning and Permitting (EPP) Southeast Region Team. This position will include directing and completing federal, state, and local permitting to include report writing, permitting application preparation, directing environmental/engineering resources support staff, and coordinating with agencies and clients. Experience with threatened and endangered (T&E) species surveys, as well as coastal and marine project experience will also be considered as part of this role. The EPP team largely works on projects throughout the southeast, but particularly in Florida.
The responsibilities of this position include, but are not limited to:
+ Leading preliminary desktop assessments of potential permitting requirements for proposed projects including deliverable coordination/development and/or review of critical issues analysis that is either completed in-house or by a subcontractor.
+ Leading development of detailed permit matrices composed of applicable federal/state/local environmental regulations.
+ Leading/originating development of initial and subsequent strategy for obtaining Clean Water Act (CWA) Section 404/401 permitting and/or other federal, state, and local permits, including coordination with senior staff, clients, and reviewing agencies.
+ Lead preparation of permit applications and manage review, submittal, responding to requests for additional information, and processing for permitting such as federal Section 401/404 Permits, Florida Department of Environmental Protection (FDEP) Sovereign Submerged Lands (SSL) Permits, South Florida Water Management District (SFWMD) Environmental Resource Permits (ERP), Broward County Environmental Resource Licenses (ERL), Miami-Dade County Class I Permit, and others.
+ Leading coordination and/or due diligence desktop investigations in support of project planning and permitting. Such efforts may include: T&E species habitat assessment, essential fish habitat (EFH) assessment, and reporting with sub-contractor / agency coordination; and conducting detail and/or technical review of ecological assessment documents, and other associated reports.
+ Section 7 requirements with USFWS and NOAA Fisheries
+ Familiarity with National Environmental Policy Act (NEPA) and environmental report production, EA/EIS
+ Knowledge of and experience utilizing the USACE's Jacksonville District Biological Opinion (JaxBO)
+ Lead and assist with task management according to approved scopes of work and delivering quality deliverables on schedule and within budget.
+ Coordinating and leading conversations with clients (internal and external), and various governmental agencies (federal/state/local).
+ Serving as a technical lead for environmental, biological, permitting and other impact assessments across the region.
+ Assisting Senior Managers with business development activities, including proposals, pre-qualifications, and relationship building with clients and prospective clients.
+ Work requires independent research, project ownership, and accountability.
**Qualifications**
**Minimum Qualifications:**
+ Bachelor of Science degree in biology, ecology, environmental science, natural resource management, or related field
+ 6+ years of professional work experience in environmental resource permitting completing state and federal permits in accordance with corresponding regulations.
+ Must possess a valid driver's license and as a condition of employment must be able to pass AECOM's Motor Vehicle Records review
+ Due to the nature of work, US citizenship required
**Preferred Qualifications**
+ Master's degree in environmental science, biology, ecology, or related field
+ A strong background permitting and coastal wetland ecology
+ Demonstrated knowledge of South Florida flora and fauna.
+ High degree of self-motivation and the ability to work independently with limited supervision, as well as in a collaborative team environment.
+ Experience in biological survey fieldwork (coastal, inland) including conducting formal jurisdictional delineations
+ Ability to work on complex projects within interdisciplinary teams
+ Ability to analyze and interpret scientific and/or engineering data pertaining to biological and/or ecological impacts
+ Solid report writing and ability to perform detail-oriented work
+ Strong organizational skills with the ability to manage multiple assignments simultaneously
+ Excellent communication skills, including clear and concise written and spoken communication, is required.
+ Preparing permit application packages and experience in agency coordination necessary to obtain natural resource permits

**Job Description**
**Environmental Permitting Specialist:** **AECOM** is actively seeking an experienced and exceptionally talented Permitting Specialist for immediate employment in one of AECOM's Mid-Atlantic offices in the Mechanicsburg, Conshohocken, or Philadelphia offices. Other locations may also be considered for this position.
The successful candidate will work within an interdisciplinary collaborative environment that provides career growth opportunities within AECOM's Environmental Planning and Permitting (EPP) East Mid-Atlantic team. This position requires the candidate to demonstrate experience in preparing and/or coordinating permit applications related to environmental impacts for our clients focused in the utilities industries. Candidates for this position will have a strong knowledge of local, state, and federal regulations related to environmental impact assessment and environmental permitting and regulatory compliance. Candidates for this position will also be required to demonstrate their experience and/or knowledge in environmental regulations related to electric, natural gas, and other utilities-based industries.
AECOM's EPP team works a wide variety of utility clients and projects which include environmental impact assessments, wetland delineations and other ecological studies, rare, threatened and endangered species surveys and coordination, environmental permitting analysis and support for state, federal, and local permits, siting studies and public utility commission filing support, participation in agency and public meetings, and others related scopes of work. This position will work on projects based in the eastern United States including but not limited to Pennsylvania, New Jersey, Delaware, Maryland, Virginia, West Virginia, Ohio, Indiana, and Kentucky, but opportunities exist to work on projects in the Midwest and West AECOM geographies as well.
The candidate will report to the Environmental Manager in the Conshohocken, PA office, but the candidate may be located in another AECOM office, as listed above. Hybrid/teleworking may be considered based on AECOM's Freedom to Grow opportunities.
The responsibilities of this position include, but are not limited to:
+ Serve as the technical lead and subject matter expert for various permit applications and environmental impact assessments for federal, state, and local requirements and coordination with the reviewing agencies and clients throughout the lifecycle of the project.
+ Managing project tasks according to approved scopes of work and delivering quality reports on schedule and within budget.
+ Coordinating with internal teams such as cultural resources, threatened and endangered species experts, civil engineers, and other project support teams.
+ Serving as a technical lead for environmental, biological, and other impact assessments.
+ Siting analysis, including qualitative and quantitative reviews.
+ Assist with stream, wetland, wildlife habitat assessments and other surveys by supporting junior and mid-level staff.
+ Ability to work as a team leader or independently.
+ Assisting senior staff with business development activities, including proposals, pre-qualifications, and relationship building with clients and prospective clients.
+ Periodically, work may require extended hours, remotely, night work, and/or overnight travel.
**Qualifications**
**Minimum Qualifications:**
Minimum Bachelor of Arts or Bachelor of Science degree in
+ BA/BS in Environmental. Science, Geographic Information Systems, Environmental Studies, Geography/Regional Planning, or another related field +4 years of experience or demonstrated equivalency of experience and/or education.
+ Valid Driver's License and as a condition of employment must be able to pass AECOM's Motor Vehicle Records review.
+ Due to the nature of work, US Citizenship required.
**Preferred Qualifications:**
+ 5+ years of consulting experience and client engagement within the electric, natural gas and/or other utilities industries.
+ Experience working with electric utilities and substations, natural gas, solar, hydrogen and/or energy-based clients.
+ 5+ years of permitting application preparation, supporting data collection and review, and preparation of scientific documents including wetland delineations stream assessments, technical reports, Section 401/404 permitting, other environmental federal, state, or local permit applications, and mitigation requirements. Technical writing experience specifically about authoring siting studies, and/or FERC resource reports, and/or NEPA analysis preferred.
+ Experience in multiple states within the mid-Atlantic and eastern United States.
+ Siting, Routing, and utility commission filing experience.
+ Experience working in a fast-paced consulting environment and managing individual and team schedules.

**Responsibilities**
+ Author due diligence and resource reports and varying project planning documents in support of local (county/municipal) land use permits and federal lands (BLM/Forest Service) applications
+ Assess project impacts on the natural, physical, and human environment and, as appropriate, assist in the development of minimization and mitigation measures

**Job Description**
Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.
Under the general direction of the Program Delivery Support (PDS) Assistant Manager and California High-Speed Rail Authority (Authority) Director of Environmental Services, the Senior Permitting Specialist oversees and manages regulatory permitting and environmental compliance for the Authority's projects in the Central Valley.
The Senior Permitting Specialist manages regulatory permitting under a variety of federal and state environmental laws of one or more construction packages across 171 miles in the Central Valley. From design and permit application to project implementation and construction compliance, the Senior Permitting Specialist manages the delivery of permit and permit amendment applications according to the Authority's standards, supervises the preparation and submittal of compliance documentation to Authority leadership and regulatory agencies, and interfaces with a diverse range of internal and external stakeholders.
- Provides management and oversight in the preparation of state and federal permit applications, review and analysis of NEPA and CEQA documents, compensatory mitigation procurement, and construction-phase environmental compliance in the Central Valley
- Supports the Authority in the strategic development, preparation, and acquisition of regulatory permits and approvals, and amendments thereto, under sections 401 and 404 of the Clean Water Act, Section 7 of the federal Endangered Species Act, Section 2081 of the California Endangered Species Act, and Section 1600 of the California Fish and Game Code, among others
- Reviews compliance documentation and reports
- Supports the Authority's procurement of compensatory mitigation by evaluating compensatory mitigation requirements, analyzing market availability, preparing procurement documents, and managing mitigation contracts
- Assist with construction-phase compliance including responding to potential noncompliance events, regulatory agency inquires and request, and reporting.
- Retrieves data and prepares reporting using the Authority's proprietary database management application
**Basic Job Requirements**
- Accredited four (4) year degree in biology, environmental science or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed
**Other Job Requirements**
- Experience with progressively greater responsibility in the field of regulatory permitting and environmental and permitting compliance in California
- Experience with major environmental laws including CEQA, NEPA, Clean Water Act, state and federal endangered species acts, Porter-Cologne, and lake/streambed alteration agreements
- Experience working on large, complex programs and projects
- Exceptional analytical, verbal, and writing skills
