**About the Job**
Under moderate supervision, administer and assist in implementing Environmental Protection (EP) programs in assigned Market Area and districts. Serves as Market Area/district EP contact to assist field operations personnel and management with technical guidance on EP topics and regulatory environments. Monitor and investigate compliance status providing training and specific recommendations to site, district and MA management and operations personnel.
This is a Hybrid role which will require travel roughly 3 - 4 days a week to our different facilities located throughout the Richmond VA to Northern VA area.
**What You Will be Doing**
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned.
+ Prepares, reviews and submits required environmental reports for internal and external audiences as required. Maintain EP data tracking system databases (Cycle, Dakota Tracer) and provides company related reporting.
+ Communicates and implements the Corporate EP program policies and strategies within assigned Market Area/districts. Grows environmental awareness and encourages positive forward-looking approaches to EP program. Serves as Market Area/districts EP contact regarding incident notifications, environmental issues, permit applications and expansion projects over the broad media water, air and waste regulatory frameworks.
+ Monitors and records site operations and engineering efforts to maintain compliance. Investigates and assesses the regulatory findings and analysis and prepares related documents. Coordinates with MA/district staff on action plan resolution and regulatory agency negotiations. Identifies local, state and federal regulatory impacts to operations.
+ Provides technical and project direction to outside consultants, site and Market Area staff on EP program implementation, improvement and maintenance and in the resolution of any current or potential environmental issues.
+ Plans, organizes and secures related environmental permits and other regulatory approvals. Prepares related documentation.
+ Responsible for developing, coordinating and overseeing field EP testing, investigations, assessments and guidance. Additionally, responsible for related activities involving management of petroleum products, leachate, landfill gas, sanitary and industrial wastewaters, stormwater and groundwater related to the collection, transportation and/or disposal of wastes.
+ May administer customer waste approvals.

**Description**
The Leidos **National Airspace Systems Integration Support (NISC) Program** is seeking an Environmental Protection Specialist. This professional will provide support to the **Federal Aviation Administration (FAA)** Environmental Occupational Safety and Health (EOSH) Program.
This is an on-site position located in Oklahoma City, OK.
No business travel is required.
**Primary Responsibilities:**
The position will support environmental compliance and environmental cleanup projects based out of client offices in Oklahoma City, OK.
Provide project management and technical expertise for environmental cleanup efforts from site discovery to site closure (i.e., includes cost estimating, remedial investigation/action design, onsite oversight, reporting, and regulator dialogue) for sites involving chlorinated organics, heavy metals, PCBs, and petroleum.
Work closely with FAA, its contractors, and regulatory agencies to develop an environmental restoration strategy, prepare contracting packages, monitor contractor performance and schedules, review technical documents, research technical issues, respond to data calls, and prepare briefings, letters, and summaries.
**Basic Qualifications to be Considered:**
+ Relevant Bachelor's degree
+ 10+ years of experience performing onsite environmental cleanup operations from investigation through site closure, working in the field
+ 5+ years of experience managing environmental projects involving multiple stakeholders
+ Experience with Emerging Contaminants such as per- and polyfluoroalkyl substances(PFAS)
+ Experience developing remediation designs, design work plans, and completion reports, and performing analysis involving data collection and application of statistical methods, technical principles, and theories
+ Experience collecting dirt, soil and groundwater samples and interpreting sample result data
+ Experience providing strategic and technical evaluations and recommendations on investigations, remediation, optimization, and site closure activities
+ 40-hour HAZWOPER certification required
+ Experience with regulations related to environmental cleanup, reporting, remedial execution, and site closure, including CERCLA, RCRA, and state environmental regulations
+ Ability to present material via written reports and written correspondence, visual or graphics presentation, and in person interactions
+ Ability to manage and analyze data and files, including data gathering using a variety of methods
+ Ability to work independently and on teams
+ Ability to prioritize multiple assignments across multiple stakeholder organizations
+ Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
**Preferred Qualifications:**
+ Experience working in field conditions
+ Experience with federal environmental compliance and cleanup programs
+ Knowledge of GIS software and concepts
+ Possession of strong writing, communication, and analytical skills
+ Project Management Professional (PMP) certification highly desired
+ Certified Hazardous Materials Manager (CHMM) highly desired
+ Master's degree in a science or engineering field of study
+ P.E. or P.G. license

Job Description

This position would provide support in two or more of the above resource areas, providing general backup support to experienced subject matter experts. The candidate would conduct site visits; attend meetings; prepare correspondence; review documentation; and provide assistance to CEU and unit staff, as required, in order to ensure USCG compliance with applicable state and federal environmental requirements.

Specific Assignments include but are not limited to:

  • Prepare environmental analysis of USCG engineering and real property actions in compliance with the National Environmental Policy Act.
  • Support consultation with regulatory agencies such as U. S. Army Corps of Engineers and U. S. Fish and Wildlife Service, through meetings, phone calls, and written analysis.
  • Attend Environmental Compliance Evaluations with CEU staff, assist in identifying and resolving compliance issues at USCG units.
  • Assist in scheduling hazardous waste disposals and reviewing disposal documentation.
  • Assist in unit compliance such as fee payments and technical support.
  • Conduct site visits, review contractor submittals for technical and legal sufficiency, and provide technical support in answering questions and resolving conflicts.
  • Provide environmental compliance support for other projects as assigned.
  • Regular verbal and written updates of project status will be a routine aspect of coordinating all assigned tasks.
Requirements

Experience with environmental permitting procedures utilized by the Federal Government is required.

Specific Environmental Specialist qualification requirements:
  • Education: Minimum of a Bachelor's degree in Environmental Studies or a related field.
  • Minimum of 1 year experience in the environmental field (may include internships or work during college).
  • Basic familiarity with the requirements of the National Environmental Policy Act, Endangered Species Act, Clean Water Act, and Resource Conservation and Recovery Act.
  • Knowledge of Windows 10, MS Office, MS Teams

  • Monitors and records site operations and engineering efforts to maintain compliance. Investigates and assesses the regulatory findings and analysis and prepares related documents. Coordinates with MA/district staff on action plan resolution and regulatory agency negotiations. Identifies local, state and federal regulatory impacts to operations.

  • Provides technical and project direction to outside consultants, site and Market Area staff on EP program implementation, improvement and maintenance and in the resolution of any current or potential environmental issues.

  • Plans, organizes and secures related environmental permits and other regulatory approvals. Prepares related documentation.

  • Responsible for developing, coordinating and overseeing field EP testing, investigations, assessments and guidance. Additionally, responsible for related activities involving management of petroleum products, leachate, landfill gas, sanitary and industrial wastewaters, stormwater and groundwater related to the collection, transportation and/or disposal of wastes.

  • May administer customer waste approvals.
