**Responsibilities Include:**
- Serve as the subject matter expert (SME) for SPCC and state of Florida (Florida) regulated storage tanks regulatory compliance.
- Facilitate and assist in the preparation of required documents for registration, installation, modification, testing and/or closure of Florida regulated storage tanks, including participation in any meetings or inspections with regulatory agencies. Participate in regulatory compliance inspections. Work with the KSC contractor community to resolve any areas of concern or violations associated with these inspections.
- Prepare and submit data calls to the KSC contractor community on behalf of the NASA customer and compile/review all responses to assist in completing KSC SPCC Plan updates.
- Maintain the KSC SPCC Site Specific Plan Database, which is utilized to manage regulated POL storage activity at KSC and produce site-specific SPCC plans with input from the KSC contractor community. Brief the NASA customer on all regulated POL changes, and trends of POL storage quantity.
- Conduct and participate in engineering design reviews (EDRs) for proposed construction activities involving Florida regulated storage tanks or regulated POL to ensure compliance with internal policy and state and federal regulatory requirements and communicate requirements to project proponents.
- Participate in NASA KSC internal surveillance inspections as the Florida regulated storage tank and SPCC SME to ensure compliance with internal policy and regulatory requirements. Work with the surveillance program and KSC contractor community to provide compliance assistance and resolve findings associated with these inspections.
- Participate in internal compliance audits performed by the customer. Work with the customer and KSC contractor community to resolve any findings associated with these inspections.
- Participate in partnering team meetings as directed by the government.
- Review and understand proposed regulations or regulatory changes associated with SPCC and Florida regulated storage tanks to identify impacts and risks to NASA-KSC operations and brief the NASA customer.
- Maintain work area in a clean and orderly condition. Complies with all Company safety policies and site-specific safety procedures. Ensures safe operating conditions within area of responsibility. Identifies potential hazards, concerns, and safety incidents and reports to supervisory personnel.
**Required Experience and Skills:**
- Strong knowledge of federal regulations pertaining to SPCC, and storage tanks regulated under 62-762 and 62-761 FAC. Candidate must have the ability to review, interpret, evaluate, and convey these requirements to the NASA customer and KSC contractor community.
- Understanding of all types of Florida regulated storage tank systems and associated components and equipment including storage tank or component installation, modification, and/or closure requirements. Experience and knowledge in Florida regulated storage tank inspection, testing, recordkeeping, notification and reporting requirements for regulatory compliance purposes.
- General knowledge in other environmental media such as water quality, air quality and hazardous waste (or ability to learn) to assist these programs during times of need and to serve as the back-up SME for these respective programs if necessary.
- Mathematical skills and the ability to read, analyze and understand written information including regulations, and communicate effectively, both verbally and in writing, where the information being communicated includes precise data and terminology, possibly of a confidential nature.
- Experience using GIS software to produce maps depicting POL storage, piping, spill kits, flow routes, and stormwater details for SPCC site specific plans.
- Proficient in Microsoft Office Programs (i.e. Word, Excel, PowerPoint, etc.).
- Possess valid driver's license and be eligible for clearance at a federal facility.
- Successfully pass an occupational health physical to obtain and maintain qualifications and certifications required to perform this work.
- Must possess excellent organization skills and the ability thrive in a team atmosphere including the ability to effectively communicate and work with all levels of employees.
**Preferred Experience and Skills:**
- Industry standard certification, such as Steel Tank Institute Certified Tank Inspector, or ability to obtain within one year of hire.

We are in search of an **Environmental Scientist** to join the NASA Environmental and Medical Contract (NEMCON) located at Kennedy Space Center (KSC), Florida. **Responsibilities Include:**
- Provide technical direction to NASA-KSC construction projects through all phases of project construction (e.g., project conception, preliminary engineering report, engineering design, contract preparation, and project construction) including review of construction deliverables such as shop drawings and transmittals.
- Assist the NASA Project Manager and key stakeholders involved with construction activities with preparing a KSC Environmental Checklist, which helps identify potential environmental compliance requirements related to the project.
- Perform a site walk-down of a facility/area as projects are being planned to assist in identifying potential environmental hazardous material/waste generation, potential environmental permit requirement awareness and other concerns related to environmental impacts and maximize recycling opportunities.
- Participate in design review and pre-work meetings to ensure environmental requirements provided in the KSC Record of Environmental Consideration (REC) are communicated to the NASA Project Managers and construction contractors.
- Review construction contract design packages for the applicability of KSC environmental clauses and specifications.
- Perform site inspections during construction activities to monitor compliance with environmental requirements defined in the REC and partner with the NASA Project Manager to mitigate potential or existing noncompliance issues.
- Provide field consultation and awareness to construction personnel regarding multimedia environmental requirements (i.e., waste management, stormwater, regulated tanks, etc.) and work with NEMCON subject matter experts for these areas.
- Coordinate waste containers for use by construction projects. Use the waste determination to select the proper, compatible container for construction project use.
**Required Experience and Skills** :
- General understanding and ability to interpret environmental regulations related to stormwater, hazardous and controlled waste, PCBs, registered storage tanks, and natural resources.
- Knowledge of labeling, storage, handling and disposal requirements for managing hazardous waste under the large quantity generator designation.
- Understanding of general operational and work practices commonly utilized at construction sites. Varying from small remodeling/refurbishment projects to large-scale building construction and/or demolition projects.

You will play a key role in conducting fieldwork, assessments, and reporting to support land development and conservation efforts. You'll work closely with a team of ecologists and consultants to ensure projects comply with local, state, and federal environmental regulations while staying on schedule.

+ Prepare detailed technical reports and permit documentation for clients and regulatory agencies.
+ Support permitting processes including relocation plans, mitigation strategies, and compliance monitoring.
+ Collaborate with clients, project managers, and regulatory bodies to resolve environmental concerns.
+ Participate in construction and post-construction monitoring to ensure ongoing compliance.
+ Use GIS and online databases to analyze environmental data and identify risks.
+ Provide expert guidance and proactive solutions to help clients navigate complex environmental regulations.
Essential Skills
+ Bachelor's degree in Environmental Science, Biology, Ecology, or a related field.
+ Experience with Florida wildlife and ecosystems, especially protected species.
+ Familiarity with FWC, DEP, and other regulatory frameworks.
+ Strong fieldwork and data collection skills.
+ Excellent written and verbal communication abilities.
+ Ability to work independently and manage multiple projects simultaneously.
Additional Skills & Qualifications
+ GIS experience and technical report writing proficiency are highly desirable.
+ 2-5 years of experience in relevant fields.
+ Skills in environmental science, environmental compliance, site assessment, impact analysis, and mitigation planning.
